Former NHTSA chief may lead automaker-backed Takata investigation

An automaker-led effort may see the former head of the National Highway Traffic Safety Administration take on the probe into the Takata airbag inflator disaster. A coalition of at least ten automakers is in talks with former NHTSA administrator David Kelly, with unnamed sources familiar with the discussions telling The Wall Street Journal he is "among those we are considering to coordinate" the investigation.The Detroit News, meanwhile, is reporting he could be hired "in the coming days." Takata, the Japanese seatbelt and airbag manufacturer, has been the center of a defect scandal since last year. Takata is under fire for air bag inflators that can explode, shooting out metal and plastic pieces. At least five deaths and dozens of injuries have been linked to the problem worldwide. Earlier this year, Honda Motor Co., the automaker with the biggest exposure to the defective Takata air bags, was fined $70 million in the U.S. for not reporting to regulators some 1,729 complaints that its vehicles caused deaths and injuries, and for not reporting warranty claims. It was the largest civil penalty levied against an automaker. Should he take the role, Kelly would be at the fore of an investigation being assembled by an alliance of ten automakers, which includes the Detroit Three and Honda. Toyota first suggested a joint investigation back in December, The Journal reports. Kelly's goals, meanwhile, will be many. The Detroit News reports that questions abound regarding not only the recalled airbag inflators and the conditions that cause them to fail, but the whether the replacement units will have similar problems in the future. The automaker committee is far from the only one analyzing the airbag issue. Takata has assembled its own panel, led by former Secretary of Transportation Samuel Skinner, while NHTSA's deputy administrator, David Friedman, has brought in an outside engineering firm to investigate the inflators, The Detroit News reports. Separately, on Friday Takata Corp., the Japanese seatbelt and air-bag maker at the center of a defect scandal, is expecting more red ink for the fiscal year through March. It is projecting a 31 billion yen ($264 million) loss, worse than the previous forecast for a 25 billion yen ($214 million) loss, despite higher sales expected for the fiscal year. Ten automakers have recalled about 12 million vehicles in the U.S. and about 19 million globally for problems with the air bags.

Toyota kicked off production of the Mirai hydrogen fuel cell sedan at its Motomachi factory campus in December, and at the time the company had orders for 200 of them. In just the few months since then, demand has already jumped to requests for at least 1,500 of the potentially revolutionary vehicles. For the first time, the Japanese brand is taking viewers into the innovative model's production process and showing the sedate pace of putting them together. The line used for the Mirai was formerly home to Lexus LFA production. Like that low-volume, cutting-edge supercar, Toyota is prioritizing quality and precision for its fuel cell vehicle. At the moment, it's building just three of the sedans per day with a tight, dedicated team. According to Automotive News, there are just 13 people assembling the cars right now, and at most they could only complete 10 per day. The production process for the Mirai is more akin to a boutique sportscar than the high-volume efficiency Toyota usually shows. There's no belt moving them along, and instead each one is pushed between areas. With so much riding on these models, this approach is meant to guarantee an attention to quality. "These facilities are not so advanced. Rather, we rely on the work of our skilled employees. This is similar to how things were when Toyota was just starting out," said Toyota President Akio Toyoda during a ceremony at the plant, according to Automotive News. Camry, Avalon Hybrids involved in stop-sale of 50,000 Toyota vehicles

A number of popular Toyota vehicles can currently not be sold thanks to something called a "stop-sale" order. The reason is that the seat heater on these vehicles - which include the 2013 and 2014 Camry, Camry Hybrid, Avalon, Avalon Hybrid, Sienna, Corolla, Tacoma and Tundra models - "does not meet a provision of US Federal Motor Vehicle Safety Standards (FMVSS) requiring materials to retard flame at a specified rate." In other words, the seat heater could burn too fast. There have been no reports of fires or injuries due to the issue. Toyota told AutoblogGreen that around 50,000 vehicles are affected. No Scion or Lexus vehicles have the problem. The exact fix has not been identified, but Toyota said it is preparing a modification for all vehicles still on dealer lots, but there has not yet been an official recall. In involved vehicles, the seat heater, which is a small portion of the soft materials of the seat assembly, does not meet a provision of U.S. Federal Motor Vehicle Safety Standards (FMVSS) requiring materials to retard flame at a specified rate. Toyota is preparing a modification for this condition, which will be implemented on all covered vehicles in dealer inventory. There have been no reports globally of any related incidents in the field with units in operation. Per NHTSA regulations, Toyota will file a Non-Compliance Information Report today.
