Japan plans real-world diesel emissions test after companies fail

Japan's transport ministry plans to start real-world diesel emissions tests after an experiment found four models from Toyota, Nissan, and Mitsubishi that produced more nitrogen oxide (NOx) emissions than the nation's rules allow, according to The Japan Times. Regulators there usually only perform emissions checks in the lab. The VW diesel scandal has everyone double-checking their figures. Diesel versions of the Toyota Hiace van, Land Cruiser Prado, and Nissan X-Trail produced up to 10 times more NOx than allowed. The Mitsubishi Delica D:5 was up to five times over the limit, The Wall Street Journal reports. There was no evidence of defeat devices in the vehicles. Mazda performed well in the experiment, though. The CX-5 passed with nearly the same results on the road and in the lab. The Demio, better known as the Mazda2, did nearly as well with only slighter higher figures in the real world than in the controlled setting. The experimenters theorized the reason for the excessive emissions was that cold weather caused the engines' software to shut off the exhaust gas recirculation to prevent damage, according to the WSJ. However, this behavior also increased NOx production. Toyota, Nissan, and Mitsubishi don't have to worry about punishment from the transport ministry because this check was just an experiment. Their models already passed the mandated lab tests, which was the only requirement, according to The Japan Times. As governments begin greater real-world emissions tests, the results suggests diesels aren't very clean. A recent check in France found models from Ford, Renault, and Mercedes-Benz that didn't perform up to the standards. Regulators in India conducted similar evaluations and ordered VW to recall over 300,000 vehicles. Related Video:

Toyota sudden acceleration class action may cover 22 million owners

A total of 22.6 million current and former Toyota owners have been sent notices that they may be eligible to receive compensation from the automaker for damages related to the unintended acceleration fiasco that has dominated headlines in 2009 and 2010. The total payout may be as high as $1.63 billion, according to The Detroit News.
Steve Berman, a lawyer for the owners, calls the potential deal "a landmark, if not a record, settlement in automobile defects class action litigation in the United States." Still, there's some debate about whether or not Toyota's proposed settlement is fair, as it includes $30 million for safety research and driver education programs - in other words, Toyota seems to be suggesting that drivers need more education on how to drive their correctly working and fully functional vehicles. For those keeping track, Toyota would also be paying lawyer fees of $200 million.
A US District Judge in California is scheduled to hold a so-called "fairness hearing" on June 14 that could decide the fate of this particular settlement. Further courtroom wrangling will be required to hash out any wrongful death suits levied against Toyota stemming from unintended acceleration claims, as those are not part of this class-action suit.

The European Union is funding Fastned EV fast-charging corridors in Germany. The EU has set aside 2 million euros as part of its Trans-European Transport Networks program for Fastned to build the charging stations along major highways in Germany. The EU plans to help fund a network of 155 fast-charging stations along popular routes in Germany, Sweden, Denmark and Holland. Of those, Fastned will build 94 stations in Germany and Holland. Japan's Ministry of Economy, Trade and Industry has created guidelines allowing for liquefied hydrogen at filling stations, exceptions to required distances between precooling equipment and public facilities and less expensive materials for hydrogen storage. Toyota stands to gain from the new standards, as making fueling more readily available makes it easier to sell customers on the Mirai fuel cell vehicle. New research finds that New Delhi roads suffer from much worse pollution than the average levels recorded throughout the city. Pollution along roads is up to eight times higher than the numbers shown by urban background pollution monitors. With half of the city's population living within 300 meters of a major road, it's a major health concern. Joshua Apte of the University of Texas, Austin, recorded various pollution levels from inside vehicles in hopes of showing the difference between ground-level pollution and the lower numbers at monitoring sites.
