West Coast labor dispute hampers Japanese automakers' US plants

The ongoing labor dispute between the International Longshore and Warehouse Union and port owners along the West Coast is starting to affect more Japanese automakers building vehicles in the US. The issue already forced Honda and Subaru to take the expensive option of airlifting some parts into the US weeks ago, and according to USA Today, Toyota and Nissan have begun doing so, as well. The choice hasn't been cheap, though, and Subaru's chief financial officer estimated that the decision cost around $60 million more per month than sending components by cargo ship. The effects continue to radiate, according to USA Today, and shortages of some models are possible. Honda is slowing production at its factories in Ohio, Indiana and Canada because the automaker doesn't have enough transmissions and electronics for some vehicles. Toyota already cut back on overtime at some factories. Nissan has only seen a small effect from the issue, though, because of its local suppliers. Dock workers and port owners have been negotiating on a new contract since last year, and the union has organized work slowdowns in response. According to USA Today, the automakers could move shipments to Canada or Mexico, but it would take longer for parts to arrive. Toyota JPN Taxi Concept is a Japanese riff on an English classic

As far as beasts of burden go, New York City's new - and much maligned - Nissan NV200 "Taxi of Tomorrow" isn't a bad one. It's space efficient, reasonably economical, and its simple construction should mean it's pretty robust over the long haul, too. But it lacks panache and a sense of occasion - let alone a sense of humor - three things this this Toyota JPN Taxi Concept we found at the Tokyo Motor Show has in spades.
Unfortunately, that's about all the information we have on this cheeky London-taxi-inspired showcar. Toyota hasn't provided much in the way of details, other than to proclaim that the five-seat JPN was "created with Japanese hospitality in mind" and it "aims to enliven city streets." Japan's livery landscape has long been occupied by traditional three-box sedans - models like the Toyota Crown and Nissan Cedric. The JPN Taxi at just over 171 inches would appear to offer both a tighter footprint and added whimsy, both of which are in the automaker's favor; we hear it hopes this concept will one day become the country's own version of America's yellow Crown Vic cab.
Toyota isn't providing powertrain specifications, but we like the airy feeling of the interior (Japanese cabs typically don't have cumbersome partitions between cabbie and passengers), the minimalist driver area with three screens, and the widescreen overhead video system for passengers that bookends the panoramic moonroof. Legal approach in $1.2 billion Toyota settlement could impact handling of GM recall cases

In the past, if an automaker did something wrong, they were usually prosecuted by the US government through something called the TREAD Act. Short for Transportation Recall Enhancement, Accountability and Documentation Act, it basically requires automakers to report recalls in other countries, along with any and all serious injuries or deaths, to the National Highway Traffic Safety Administration.
Failing to report or attempting to conceal anything when there's been a death or serious injury constitutes a criminal liability. The idea is that this setup puts the onus on manufacturers to keep NHTSA apprised of safety related issues before they become a problem in the US, thereby allowing the regulator to better protect consumers.
In theory, it sounds like a relatively airtight set of rules for dealing with misbehaving automakers. That didn't stop the US Department of Justice from ignoring TREAD in its prosecution of Toyota's handling of the unintended acceleration recall, though. The result of this new approach, which charged Toyota with wire fraud, was a $1.2 billion settlement. Now, the wire-fraud approach could be used for the expected case between the US government and General Motors, based on the statements of Attorney General Eric Holder, who specifically mentioned "similarly situated companies" when discussing Toyota.
