Budget watchdog warns Tesla Gigafactory fight could be 'race to the bottom'

How desperate are the states in the US Southwest for a Tesla Gigafactory? Maybe a little too desperate, according to the California Budget Project. CBP says that the five states that are vying for the new big battery plant from Tesla and Panasonic are really in a "a race to the bottom from which no real winner may emerge." The CBP issued an open letter to leaders in those states that called for "greater openness in the process, strong accountability measures, and cooperation – not competition – among the states." Basically, what CBP is saying is that Tesla is trying to get too good a deal from whichever of the five states (Texas, Nevada, New Mexico, California or Arizona) will be picked for the Gigafactory to be built (well, the first one, at least). We have known for a long time that these states are fighting amongst themselves, and the CBP says that even though the Gigafactory is "undoubtedly a valuable source of economic growth for its eventual home state," since the public bidding process starts at $500 million in subsidies, the five states 'have more to gain from cooperation than from competition." After all, Tesla has made it clear that it needs the Gigafacatory to make its cheaper EV a reality, so CBP is suggesting that the states communicate with each other so that no one offers too many tax breaks in the "harmful pattern of one state 'winning' a high-profile competition." The $500 million could be better spent on other things, CBP argues, and wonders if Tesla would be "receptive to a multi-state dialogue." Tesla did not have anything more to add to AutoblogGreen, but the company has said that an official announcement on the location of the first Gigafactory is coming toward the end of this year. Yesterday, CBP Executive Director Chris Hoene joined with leaders at Good Jobs First and peer organizations in the other states to direct an open letter to state officials calling for greater openness in the process, strong accountability measures, and cooperation - not competition - among the states.

Analyst calls on Apple to buy Tesla

This is the layman's understanding of how the tech world works: come up with an idea; execute idea; start making money; get bought out by Apple, Google or some other wealthy company seeking the Next Big Thing; retire to Fiji at age 23. Occasionally, though, one of those startups grows quickly enough to avoid being bought out by the big boys of Silicon Valley. Tesla is one such startup, and while it's an automaker as much as a tech company, the mingling of both worlds in its business model has helped the company survive since 2003, become publicly traded in 2010 and avoid being bought out by a bigger company (though the personality of its co-founder and CEO, Elon Musk, may have something to do with that, too).
This record of independence hasn't stopped the analysts from talking, though. According to CNN Money, Andaan Ahmad, a London-based investment banker with German bank Berenberg, has petitioned Apple CEO Tim Cook to buy out Tesla and bring Elon Musk into the Apple family. On paper, the move would sort of make sense: since the death of Steve Jobs, Apple appears to some to have been sagging, releasing better iterations of its currents products but lacking the big, new, industry-investing widget that makes people go mad. Expanding into the automotive market, a long-rumored destination for Apple, would allow the Cupertino, CA-based brand to stretch its legs in a new direction. As Ahmad notes, Apple needs to go "out of the box" or "the key debate will always be about [Apple's] ability to sustain these abnormal margins in [the] iPhone business."
Although not expressly discussed in the CNN story, we could also see some big benefits for Tesla. The Palo Alto-based automaker has been locked in a war over direct sales to customers with a number of dealership groups across the country, many of which have particularly powerful political lobbies. If Tesla had the backing of the world's most powerful company, which also has success in the business of upgrading traditional retail experiences, it could help establish the direct-sale model on a wider scale.

Cadillac's Super Cruise — look, Elon, no hands!

Cadillac is about to start selling vehicles with an autonomous driving mode and TechCrunch got an early look at the technology in a production car. "Wait for the green light and let go," the Cadillac engineer instructed. That's it. The car was driving itself. I, the person behind the steering wheel, was no longer the driver. Cadillac's Super Cruise system was driving. The 2018 Cadillac CT6 sped along U.S. 23 under the direction of Super Cruise. Traffic was light and the weather was perfect. The system held the Cadillac sedan in lane and responded appropriately to traffic. I spent an hour on the expressway and touched the steering wheel and pedals only a few times. Super Cruise made the drive boring. I think that's the point. Here's how it works Super Cruise is available once the driver navigates the vehicle onto an expressway. When ready, a little icon is displayed by the speedometer and the driver hits a button on the steering wheel to switch it on. Once the light bar on top of the steering wheel turns green, the driver can let go. Super Cruise is driving.This steering wheel light bar is key to the operation. When green, the driver knows Super Cruise is in control. Blue means the driver interrupted the system to change lanes and red means Super Cruise needs the driver to confirm they're paying attention and not checking Twitter. When active, Super Cruise controls the steering and speed, but again, only on an expressway. This is done through onboard sensors and using GPS and mapping data. GM employed GeoDigital, a startup in GM Venture's portfolio, to map 160,000 miles of expressways in the U.S. and Canada. The car company then used Super Cruise-equipped vehicles to test each mile. This combination of onboard systems combined with map data makes the system feel polished and sophisticated. During my admittedly limited time in the vehicle, the CT6 precisely held its position in the lane and confidently handled sweeping curves at speed. There was no wiggling or squirming — from the Cadillac or myself. The car was in control, and I felt safe. Although the driving conditions were perfect for my test ride, during adverse weather, the system will work normally until one of the key systems is unable to operate.
