California adapts ZEV mandate with PHEVs for smaller automakers

California is the nation's largest market for zero-emissions vehicles with over 100,000 of them estimated to be on the roads there. The state's goal is to keep that number growing every year. To that end, the California Air Resources Board is now tweaking its rules in a way that might not boost ZEVs but could mean more plug-in hybrids for the Golden State. Jaguar Land Rover, Mazda, Mitsubishi, Subaru, and Volvo asked for an exemption to the state's zero-emissions vehicle mandate last year due to their relatively small development budgets compared to larger automakers. CARB denied their request but did craft a compromise, according to Automotive News. Rather than being required to offer a ZEV in the state, companies with an annual global revenue of less than $40 billion, like those in this group, may instead sell plug-in hybrids to earn ZEV credits. The companies aren't completely off the hook, though. If these plug-in hybrids don't earn enough credits, the corporations must buy them on the market to make up the difference. Automakers with popular electric models like Nissan and Tesla have made a big business through this trading system by selling their surplus to rivals. Tesla alone pocketed $51 million in the first quarter from this part of its business, according to Automotive News. The changes to the regulations also aren't set in stone, yet. CARB is meeting in 2016 and could adjust things further at that time. 2019 Subaru Crosstrek Hybrid gets top IIHS safety rating

The IIHS has finally evaluated the 2019 Subaru Crosstrek Hybrid, the plug-in version of the subcompact crossover, and it performs just as well as its fully gas-powered twin. Its high marks earned it the organization's highest award of Top Safety Pick +. In every crash test, the Crosstrek earned the highest "Good" rating for protection, including both driver and passenger small overlap collisions. Forward collision prevention also earned top marks, stopping the vehicle before a crash at speeds up to 25 mph. This is one area where the Hybrid improves on the standard model, not for better results, but for the fact that the forward collision prevention system is standard on all Hybrid variants. It's an option on base and Premium non-hybrid Crosstreks. The headlights are a similar situation. The Hybrid's standard headlights also received the "Good" rating like top-trim Crosstreks. Where the non-hybrid Crosstreks trip up is that the base and Premium trims have headlights that have the worst "Poor" rating. Parity resumes with LATCH child seat anchor accessibility, which gets a "Good+" rating for having easily reachable anchors and having extras for seating flexibility.

2019 Subaru Crosstrek PHEV will be company's first plug-in hybrid

Subaru just announced its first-ever plug-in hybrid, and it comes in the form of its third-best-selling car, the Crosstrek. This is actually fitting in a couple of ways. First off, it's a quick-selling vehicle, but also because the Crosstrek was the model used for Subaru's first conventional hybrid, introduced for the 2014 model year. Sadly, the company has yet to reveal photos of the new hybrid, hence our inclusion of photos of the old model. The Crosstrek PHEV will also have a similarity to the Subaru BRZ in the sense that it benefits from Toyota technology. The company said that the hybrid system comes from Toyota. But don't fear, Subaru fans, it's still mated to a flat-four. The crossover will, like many other PHEVs, be capable of driving in full-EV mode and in conventional hybrid mode. The company hasn't announced how much range it will have. Subaru did reveal that the new PHEV is coming soon, with an on-sale date at the end of 2018. As such we should see photos and more details in the near future. While there aren't many plug-in hybrid compact crossovers, there are a few, and they're fairly compelling. The closest competition will be the Kia Niro PHEV, which has a claimed range of 26 miles and a solid 46 mpg when running with the gas engine. It starts at $28,840. Another potential competitor is the Mitsubishi Outlander PHEV, which provides 22 miles of electric-only range and a less impressive 25 mpg with the gas engine. The Outlander does boast more cargo space thanks to its bigger body, but also has a higher base price of $35,915. Related Video:
