Fiat Chrysler faces $79 million U.S. penalty for fuel economy shortfall

WASHINGTON — Fiat Chrysler Automobiles NV on Wednesday said it faces a $79 million U.S. civil penalty for failing to meet 2017 fuel economy requirements, as regulators reported more automakers were falling short of U.S. greenhouse gas emissions standards. The Italian-American automaker said the payment is not expected to have a material impact on its business. Of 18 major carmakers in the United States, 13 including Fiat Chrysler failed to comply with fuel economy and greenhouse gas emissions standards for the 2017 model year without using credits, according to the National Highway Traffic Safety Administration (NHTSA). The agency said its review of model year 2017 vehicles showed "automakers falling further behind current standards." The 2017 model fleet fell 1 1/2 miles per gallon short of the 33.8 mpg standard based on yearly performance without including credits, NHTSA reported. The shortfall was a half-mile per gallon for the 2016 model year. NHTSA said more automakers were failing to comply with standards for the 2018 and 2019 model years, "and the potential penalties on automakers, which are passed along to consumers, are expected to continue to increase." The Trump administration has used the widening gap between the emissions of automakers' U.S. fleets, which are skewing toward larger vehicles, and national vehicle CO2 emissions standards to bolster its case for freezing vehicle emissions and mileage standards at current levels through 2026. Environmental groups and regulators in California and other states are fighting against any rollback in standards, saying tough rules are needed to address climate change and reduce consumer outlays for fuel. NHTSA and the Environmental Protection Agency are working to finalize as early as next month a rewrite of the Obama administrationÂ’s fuel efficiency requirements, which call for sharp reductions in fleet-wide emissions by 2026. Fiat Chrysler is paying fines for the shortfall in its domestic passenger car fleet, which includes several front-wheel-drive Jeep and rear-drive Dodge SUVs and some sedans and muscle cars. The automaker killed its slow-selling domestic small and midsize sedans. After paying $77.3 million last year for a 2016 model year fuel-economy shortfall, a Fiat Chrysler spokesman confirmed Wednesday the company had received a letter on the 2017 penalty and has 60 days to pay the fine.

2016 Jeep Wrangler recalled over impact sensor wiring

Fiat Chrysler just announced a pair of recalls totaling nearly 311,000 units. The bigger recall affects certain 2016 and 2017 model year Jeep Wranglers. Although, since FCA claims all of the affected 2017s are in the company's hands, really, only 2016 owners should pay attention here. The affected Wranglers suffer from an issue where wiring disconnects from impact sensors in certain types of crashes, potentially preventing the airbags and pretensioners from activating. FCA uncovered the problem in what its press release calls "a routine, in-house crash test" and claims "service availability is imminent." The affected Jeeps require a simple rewiring. The other recall, announced Tuesday, is more of a fleet issue, affecting 2007 to 2013 model-year Ram 2500 and 3500 pickups and 3500, 4500, and 5500 chassis cabs and 2011 to 2014 Dodge Charger Pursuit police vehicles. There's a problem with "premature diode wear" in alternators that are subject to "frequent load cycling, at or near maximum amperage, [or] in hot ambient temperatures." Affected alternators could short out, causing a vehicle to stall or potentially catch fire. FCA lists 182,743 affected Wranglers in the US, 18,011 in Canada, 3,087 in Mexico, and 20,948 in global markets. The Ram/ Charger Pursuit recall lists 74,833 vehicles in the US, 10,077 in Canada, 1,088 in Mexico, and 134 outside the NAFTA region. Of all those vehicles, the Jeep recall hasn't caused any injuries or fatalities, while FCA says it's aware of one "potentially related injury" and no accidents due to its fleet vehicle recall. There are a few segments of the auto industry that are growing rapidly. Weirdly, though, one of the most notable is the compact cargo van market. What use to be the sole terrain of the Ford Transit Connect and the occasional Dodge Grand Caravan-based Ram C/V Tradesman is becoming a notable battleground. Nissan has dove headfirst into the market with its NV200, which will also be sold as a Chevrolet City Express and Ford recently released a heavily redesigned, more user friendly Transit Connect. Now, Ram is releasing its entry into the compact cargo segment.
Like the Transit Connect and NV, the all-new Ram ProMaster City is billed as a diet version of the full-sized workhorse van, the ProMaster. Also like its big brother, the 2015 ProMaster City is based off a commercial offering from Fiat Professional, the Doblò (the full-size ProMaster is based on the Fiat Ducato).
But while the ProMaster gets a pair of six-cylinder engines and a wide array of wheelbase and roof heights, the ProMaster City is simpler. The sole engine choice is the familiar 2.4-liter, Tigershark four-cylinder that's found in the vehicles Fiat Chrysler's compact-wide platform, such as the Chrysler 200, Dodge Dart and Jeep Cherokee. Power output sits at 178 horsepower and 174 pound-feet of torque. According to Ram, the ProMaster City boasts class-leading output and can sprint to 60 in 9.8 seconds. Perhaps knowing that's a ridiculous stat in a cargo van, Ram also cites a more useful 3.7-second run from zero to 30 miles per hour. The Tigershark sends its power through a nine-speed automatic transmission to the front wheels.
