EPA suspected Fiat Chrysler of using 'defeat device' in 2015

U.S. regulators told Fiat Chrysler Automobiles in November 2015 that they suspected some of the automaker's vehicles were equipped with secret software allowing them to violate emission control standards, according to emails disclosed on Friday. The U.S. Environmental Protection Agency and California Air Resources Board accused Fiat Chrysler in January of using the software, known as a "defeat device," to illegally allow excess diesel emissions in 104,000 Jeep Grand Cherokees and Dodge Ram 1500 trucks built between 2014 and 2016. Byron Bunker, director of the EPA's Transportation and Air Quality compliance division, said in a January 2016 email to Fiat Chrysler, obtained by Reuters under the Freedom of Information Act, that he was "very concerned about the unacceptably slow pace" of the automaker's efforts to explain high nitrogen oxide emissions from some of its vehicles. Nitrogen oxide is linked to smog formation and respiratory problems. Bunker's email said the EPA had told Fiat Chrysler officials at a November 2015 meeting that at least one auxiliary emissions control device on the car maker's vehicles appeared to violate the agency's regulations. Mike Dahl, head of vehicle safety and regulatory compliance for Fiat Chrysler's U.S. unit, responded in a separate email that the company was working diligently and understood the EPA's concerns. He added that if the EPA identified Fiat Chrysler vehicles as containing defeat devices it would result in "potentially significant regulatory and commercial consequences." The documents redacted the vehicles named, but two officials briefed on the matter said they referred to diesel models. The EPA's November 2015 meeting with Fiat Chrysler came two months after Volkswagen AG, mired in a major tailpipe emissions scandal, admitted to installing secret defeat device software in hundreds of thousands of U.S. diesel cars to make them appear cleaner than they were on the road.

If you were a Ford or Chevrolet customer looking for a heavy duty pickup with some improved off-road chops, the process is relatively simple: tick the box for the FX4 or Z71 packages and be on your merry way. These packages are simple affairs, adding upgraded shocks, underbody protection, and unique wheels alongside a slew of cosmetic improvements. Now, Ram is getting in on the game. Making its debut at the Chicago Auto Show, a new 4x4 Off-Road Package will be offered on the 2500 model regardless of engine, bed length, or trim level. The only restriction is cab size – you'll need to order the Crew or Mega Cab in order to get the new option pack. Despite being a new package, Ram's formula is more or less the same as that used by the FX4 and Z71. Mechanical changes are limited to new Bilstein monotube shocks (Ford turns to Rancho, while the shock absorbers on Chevy's Z71 are unbranded) and a standard limited-slip differential (also offered on the Big Horn and Lone Star trims). Firestone supplies the LT tires, which look to strike a balance between off-road ability and on-road comfort, while there's the normal array of underbody protection. And like Ford and Chevy, Ram has fit a prominent decal on the rear fender. Pricing isn't finalized yet, but Ram specifically calls the 4x4 Off-Road Pack "a value-priced option." That'd make a lot of sense, considering how Ford and Chevy have priced similar equipment packs. Neither the FX4 nor the Z71 pack are high-priced options, with the former ringing up at $295 on the F-250 and the latter maxing out at $620, depending on which Silverado HD you chose. Look for the Ram 2500 4x4 Off-Road Pack to hit dealers during the third quarter of 2016. 2013 Ram 1500 Black Express is midnight in the garden of good and evil

Building off of the solid base of its 1500 pickup, Ram has announced a dark horse in its stable, the Ram Black Express, which comes equipped with a bevy of features to distinguish it from the regular Express model. (Just don't call it a black sheep.)
The Black Express sets itself apart visually from other 1500s with black 20-inch aluminum wheels, black bumpers, a black grille and front fascia with fog lamps, black Ram's head badges front and rear but no side badges for a clean, shaved look. The premium bi-function halogen projector headlamps with LED running lights, which aren't even an option on the regular Express, come standard on the Black edition.
The 5.7-liter Hemi V8 is unchanged, making 395 horsepower and 410 pound-feet of torque. Paired with the standard eight-speed automatic transmission, the truck can tow 6,500 pounds. It's on sale starting this month, and the base Black Express can be had for $26,955, just $1,105 more than the base Express 4X2 regular cab.
