Fiat Chrysler to pay $800M in Jeep, Ram emissions cheating case

WASHINGTON — Fiat Chrysler Automobiles NV has agreed to a settlement worth about $800 million to resolve claims from the U.S. Justice Department and state of California that it used illegal software that produced false results on diesel-emissions tests, but still faces an ongoing criminal probe. The hefty penalty is the latest fallout from the U.S. government's stepped-up enforcement of vehicle emissions rules after Volkswagen AG admitted in September 2015 to intentionally evading emissions rules. The Fiat Chrysler settlement includes $311 million in total civil penalties to U.S. and California regulators, up to $280 million to resolve claims from diesel owners, and extended warranties worth $105 million. It covers 104,000 Fiat Chrysler 2014-16 Ram 1500 and Jeep Grand Cherokee diesels, the Justice Department said. Regulators said Fiat Chrysler used "defeat devices" to cheat emissions tests in real-world driving. Fiat Chrysler said in a statement that "the settlements do not change the Company's position that it did not engage in any deliberate scheme to install defeat devices to cheat emissions tests." The company did not admit liability. "You wouldn't pay $311 million total dollars to the federal government in civil penalties if there were not a serious problem," U.S. assistant attorney general Jeff Clark told a news conference. The settlement also includes $72.5 million for state civil penalties, and $33.5 million in payments to California to offset excess emissions and consumer claims. German auto supplier Robert Bosch GmbH, which provided the emissions control software for the vehicles, also agreed to pay $27.5 million to resolve claims from diesel owners. Owners will receive an average of $2,800 to obtain software updates as part of the emissions recall, Fiat Chrysler said. Elizabeth Cabraser, a lawyer for the owners, said the "substantial cash compensation" will ensure that consumers get the recall fix. Bosch, which also provided diesel emissions software to Volkswagen, also agreed to pay $103.5 million to settle claims with 47 U.S. states that said the supplier "enabled" the cheating and should have known its customers would use the software improperly, the New York Attorney General's Office said.

FCA recalls 1.1 million vehicles worldwide due to confusing shifter

Fiat Chrysler is recalling 1.1 million vehicles worldwide to address the problematic shifter used on cars with eight-speed automatic transmissions. The issue is that the console-mounted shifter acts like a rocker switch and always returns to the middle position after moved. This has been deemed confusing to drivers – confusing enough to cause some to exit their vehicles without first selecting Park and leading to the car rolling away. FCA says 41 injuries are related to the shifter problem, and no evidence of equipment failure has been found. The company will enhance warning chimes and alter the shift strategy, meaning alert messages will be displayed in case the driver door is opened while the engine is running. With the door open, the transmission will prevent the car from moving even if Park is not selected. The affected vehicles are certain model-year 2012–2014 Dodge Charger and Chrysler 300 sedans, as well as model-year 2014–2015 Jeep Grand Cherokee SUVs, an estimated 811,586 US vehicles in total. The recall also affects 52,144 vehicles in Canada, 16,805 in Mexico, and 248,667 vehicles elsewhere. The shifter is used with ZF-designed and ZF-built eight-speed automatic; Audi uses a similar shifter setup in some of its vehicles, including the current-generation, which predated Chrysler's use of it. Chrysler uses a different, a rotating-dial-type shifter on eight-speed-equipped Rams. The company moved away from the problem shifter design in 2015 for the Charger and 300, and the Grand Cherokee's shift lever was modified for 2016. Owners of affected vehicles will be notified of the recall when service is available. Fiat Chrysler urges customers to follow the instructions in the vehicle's owner's manual in the meantime. From the perspective of a reviewer, there's a refreshing clarity to be hand when approaching a vehicle like a small commercial van. Where the inherent value equation for most vehicles is composed of both objective facts (price, fuel economy), and subjective opinions (looks, emotional response while driving), the reckoning of something like the new Ram ProMaster City is more straightforward. The light commercial van segment in the US has seen a remodel over the last half-decade, moving from paneled-over minivans to the versatile, economical, European-style boxes on wheels you see with increasing frequency today. Ford, Nissan and Chevrolet are all players here (though Chevy's City Express is essentially a rebadged version of Nissan's NV200), and though Ram's entry could be seen as late to the party, it also matches up very nicely in many of those straightforward areas of measure. Kindly, Ram brought along both the Nissan and the Ford for us to test alongside its new product, so we could get firsthand comparative impressions. The 2015 ProMaster City is roomier, more powerful and more maneuverable than its competition, though it trades those advantages for a higher price and a thirstier engine around town. We headed down to Texas where, between breaks for tacos and Topo Chicos, our goal was to see if Ram had created the new best box van in the US. Based on the already successful Fiat Doblo van from Europe, the baby ProMaster's visual transformation after its continental hop isn't radical. Ram has fitted a crosshair grille, new headlights and taillights, but largely the curvaceous, nose-forward styling remains the same. As we mentioned at the top: style is going to be very low on this list of priorities for a buyer of light commercial vans. Still, we'd rate the City as mid-pack for the options in the US; more attractive than the Nissan/Chevy twins and less so than the crisp Ford Transit Connect. (Though the optional five-spoke wheels of our test vehicle make it seem downright sporty in this group). Open the driver's side door and slide into the almost totally flat front seat, and any notion of "style" goes right out the window. Surfaces are almost exclusively black and gray, with workaday textures and frustratingly easy-to-scratch-plastics. This is a functional space though; trays, cubbies, cupholders and bins are far more numerous than you'd expect from a compact, two-seat cabin.
