The day began cold and clear. It felt like a perfect late autumn afternoon to flog the 2015 Porsche 911 Targa 4S on the backroads west of Detroit. So it seemed, anyway. An impromptu snow squall came out of nowhere, dampening the roads and our spirits, though the latter quickly were lifted as we began putting our German sports car through its paces. Quite simply, the 911 Targa 4S is up for almost everything. The all-wheel-drive system kept us poised and secure – it takes a bit to unsettle this 911 when all four wheels are clawing at the pavement. We still had 400 horsepower on tap, which is a riot to channel via the seamless PDK gearbox in any condition. Yes, this is a Targa, so even in the snow we dropped the top, cranked the seat heaters and had a heck of a good time. It's hard not to when you're motoring in something that starts at more than $120,000. Still, weather in Michigan can throw anyone a curve. We dealt with it, and luckily, you don't have to. China bans military license plates on luxury autos

Driving a vehicle with a military license plate in China provides many privileges. Legally reserved for official vehicles only, the designation apparently allows drivers to enjoy special liberties on the roads, including breaking traffic laws, filling up with free fuel and receiving light-and-siren escorts through congested cities. So attractive are the benefits that there is a secondary market for used legal and counterfeit plates - especially among those wealthy enough to afford luxury cars. But all of that is reportedly coming to an end, as President Xi Jinping, chairman of the Central Military Commission, is on a mission to fight corruption in his country.
A new license plate system goes into effect today, and it is designed to "maintain social harmony, stability and the reputation of the military," says the PLA Daily, the armed forces' official newspaper. While the abuse has been going on for many years, the internet has put the spotlight on the bad behavior, and the negative press does not represent the morals and true colors of the armed forces, say officials.
While military-plated Porsche drivers have been singled out as offenders, Bloomberg notes that all vehicles with engine displacements above 3.0 liters and with a sticker price in excess of about $73,000, will be banned from receiving military plates. This includes vehicles from Audi, Cadillac, BMW, Mercedes-Benz, Jaguar, Land Rover, Lincoln and the Volkswagen Phaeton. Even if drivers are savvy enough to circumvent the new issuing system, the military has put technology at toll gates to catch users of counterfeit plates. There has been no word on the punishment if caught.

Porsche Cayenne, Panamera production halted by flooding

If you recently ordered a Porsche Cayenne or a Panamera, delivery may take a little longer than originally expected. Automotive News reports that production of both models has been temporarily halted at the Porsche assembly plant in Leipzig, Germany as the result of supply shortages caused by flooding in the nearby Czech Republic. The reason for the stoppage is that the body of the Cayenne - currently Porsche's best-selling model - is produced at a Volkswagen plant in the Czech city of Bratislava and shipped by train to Leipzig.
The report does not indicate why Panamera production has been stopped - that the five-door's body is made at a separate location in Hanover, Germany. However pre-assembly will continue on these models. At full capacity, the Leipzig plant can produce about 450 vehicles per day, and it isn't clear how long this weather-related stoppage will last.
