EPA discovers defeat device in more VW TDI engines

In a sternly worded letter, the United States Environmental Protection Agency has issued a new set of allegations against Volkswagen claiming that so-called emissions defeat software has been found in the company's 3.0-liter TDI V6 diesel engines. This is a completely different engine than the 2.0 TDI that has already been identified as an emissions cheater. In addition to VW, the EPA has included Audi and Porsche in this notification, as the non-compliant engine has been used in vehicles from all three manufacturers from model years 2014 through 2016. The EPA claims that cars equipped with the 3.0 TDI engine know when they are being tested for emissions, and their on-board computers switch into a mode designed to pass the stringent requirements in the United States for diesel exhaust. Vehicles sold in the United States with this engine include the 2014 VW Touareg, 2015 Porsche Cayenne, and 2016 Audi A6, A7, A8L and Q5. The EPA says there are 10,000 vehicles currently on the road with this second defeat device, along with an unknown number of 2016 models either on dealer lots or in the driveways of consumers. According to the EPA, VW's 3.0-liter TDI, like the 2.0 TDI that was found to circumvent US regulations, has code in its computer specifically written to intentionally put the vehicle's engine into a mode that allows it to meet exhaust requirements. When the vehicle is unhooked from testing equipment, it will go back into a mode that emits nine-times higher nitrogen oxide emissions than is allowable under US law. "VW has once again failed its obligation to comply with the law that protects clean air for all Americans," said Cynthia Giles, Assistant Administrator for the Office for EPA's Enforcement and Compliance Assurance. "All companies should be playing by the same rules. EPA, with our state, and federal partners, will continue to investigate these serious matters, to secure the benefits of the Clean Air Act, ensure a level playing field for responsible businesses, and to ensure consumers get the environmental performance they expect." Richard Corey, Executive Officer of the California Air Resources Board, said in a statement, "Today we are requiring VW Group to address these issues. This is a very serious public health matter. ARB and EPA will continue to conduct a rigorous investigation that includes testing more vehicles until all of the facts are out in the open." The Mercedes-Benz S-Class leads this month's list of discounts

Like last month, the biggest discounts car buyers will find on new vehicles are all applied to expensive luxury sedans. Unlike last month when there were two, there isn't a single Rolls-Royce to be found anywhere in the top five. Sorry, one-percenters. But just because the pinnacle of European luxury isn't represented doesn't mean there aren't big discounts to be found on lovely luxury sedans. In fact, this month's list is led by the 2020 Mercedes-Benz S-Class, a technological wonder that coddles its driver and passengers with all the bells and whistles the German brand has to offer. The Mercedes-Benz S-Class is offered in many shapes and sizes with several powertrain options. That means there will be a huge variance in prices across the model range, but on average, 2020 S-Class buyers are seeing $11,803 lopped off the car's $109,447 sticker price, leaving an average transaction price of $97,644. That's a savings of nearly 11%. It's worth noting that there's a new S-Class for 2021, but the 2020 edition is still a lovely machine. Up next is the Porsche Taycan, sitting in second place just like it did last month. Buyers are seeing average sticker prices of $125,736 but are paying $113,938. That's a savings of $11,798 — or about 9.4% — off the price on the window sticker. As was the case last month, we're not sure how many of the Taycan's buyers will be able to claim tax rebates due to the Taycan's status as an electric vehicle, but that could potentially represent a further cut off the car's sticker. Rounding out the top three for the month of July is the Maserati Ghibli. With an average discount of $10,161 that represents a whopping 14.3% of the car's sticker price, this Italian luxury sedan actually leads the list of vehicle discounts when ranked by percentage. And if you're a Maserati fan but the Ghibli isn't your cup of espresso, the Levante crossover and larger Quattroporte sedan are also seeing very large discounts. Your guide to vehicle subscription services

They might be extremely limited in scope because of location availability, but vehicle subscription services are a growing trend that most luxury manufacturers are jumping on. Plans are expensive, but you're paying for much more than just the car typically. We highlighted four of the larger plans with a few more listed at the end. Care by Volvo Volvo launched its subscription service last year with its brand-new XC40. It was the only vehicle available for a time, but subscribers can now get an S60 sedan as well. Subscriptions are for two years, with the monthly price including insurance, a concierge service, wear-and-tear item replacements and all maintenance. You'll be able to drive 15,000 miles per year with whichever Volvo you choose, and although there are no options to extend that mileage, you can swap cars after a year. Pricing for the XC40 is $650 per month in base trim, while an S60 can be as expensive as $850 for the R-Design. Volvo's plan is to offer more cars soon through the service, but it's relatively limited compared to others right now. Porsche Passport Porsche has two levels in its subscription service: Launch and Accelerate. Launch will cost $2,000 per month and give you access to the Cayman, Boxster, Macan and Cayenne. All of those but the Cayenne can be had in "S" trim as well. Accelerate is where the fun really starts. For $3,000 per month you can choose from a fleet of 911s, including the S, 4S, Cabriolet and Cabriolet S. If those aren't enough, you can also get the Panamera 4S, Macan GTS and Cayenne S. There are no mileage limits and you can change vehicles as often as you'd like. Also included in the price is insurance, repairs, detailing and any maintenance. It might be extremely expensive and limited to Atlanta only, but this subscription service is second-to-none for what you get. Audi Select Audi just launched its subscription car service, and it's offered in one version for a flat fee of $1,395 per month. For that you'll have access to five different cars including the A4, S5 Coupe, A5 Cabriolet, Q5, and Q7. Not a bad range of vehicles, but it would've been neat to see the recently updated A7 in there too. Maybe in time. Like the others, insurance and maintenance are wrapped up in the price. Audi is allowing for unlimited miles and two car swaps per month here. In addition to that, you'll get two days of free rentals through Audi's Silvercar rental agency should you go on a trip.
