North Carolina now charging $100-per-year EV road-use fee

Tobacco Road just got a little more expensive for drivers of electric vehicles such as the Nissan Leaf and Tesla Model S. This year, North Carolina started instituting an annual $100 road-use fee for electric-vehicle drivers in order to close at least a little of the budgetary shortfall for road maintenance in the Tar Heel State, the News Observer reports. North Carolina legislators failed to green-light a hybrid-vehicle fee of $50 a year, which may have made a little more of a dent in the state's road funding. As it is, about 1,600 EVs are registered in North Carolina, meaning that the state will collect about $160,000 in such fees this year. And while some in the state are concerned that the fee could hurt EV adoption, others say it's fair because of the $7,500 in federal tax credits EV buyers get. Oh, and the fact that EV drivers don't pay gasoline taxes. Either way, the fees are a proverbial drop in the bucket, as North Carolina's transportation shortfall is estimated to average about $2 billion a year during the next three decades or so. Other states are starting to charge EV drivers a road-use fee as well. Last February, Washington State began instituting its own electric-vehicle fee of $100 per annum, and a number of other states are considering similar policies. Recharge Wrap-up: Nissan Leaf in Puerto Rico, BMW i3 REx tax-free in NJ, BC2BC cancelled [UPDATE]

*UPDATE: Nissan has released a video of the Leaf in Puerto Rico, so we've embedded it below. Envia Systems will develop battery technology for United States Advanced Battery Consortium (USABC), a subsidiary of the United States Council for Automotive Research (USCAR). The $7.7 million contract, co-funded by the US Department of Energy (DOE), involves a 36-month development program focusing on high-energy cathode and anode material for lithium-ion batteries and pouch cells for electric vehicles. The goal, of course, is to create better energy storage for less money in an effort to make commercial EVs more efficient and affordable. For the DOE, this also equates to energy security, energy independence and national security. Read more in the press release at the bottom of the page. The US and China have agreed to work together more closely on EVs, energy and climate issues. US Secretary of Energy Ernest Moniz went to Beijing for the sixth US-China Strategic and Economic Dialogue to meet with leaders. While there, Moniz and Wu Xinxiong of China's National Energy Administration (NEA) signed a memorandum of understanding allowing the DOE and NEA to share information regarding oil reserves. The groups will meet yearly to learn more about how each other manages petroleum stockpiles and policy. Moniz also met with Minister Miao Wei of the Chinese Ministry of Industry and Information Technology and signed an MOU to cooperate on electric vehicles and "related technologies," including the "inter-operability of electric vehicles." Read more at the Energy Department website. August's BC2BC all-electric vehicle rally, billed as the largest gathering of electric vehicles, has been cancelled. The event, which was to include a drive up the entire coast from Mexico to British Columbia with smaller events along the route, failed to bring in the needed sponsorship to hold the rally for its third year. A Facebook post from organizer Tony Williams also cited loss of venue and lack of support from automakers - "particularly Nissan and Tesla" - as hardships. The event was scheduled to take place August 9 through 17, with only battery electric vehicles invited to take part - no plug-in hybrids or range-extended vehicles. Nissan and Mitsubishi reportedly working on a 1-ton pickup for the U.S.

We can probably consider it a testament to how far ex-Nissan Renault CEO Carlos Ghosn veered the conglomerate off the straight and narrow that Nissan continues to restate its global aims. Four years ago, Ghosn successor CEO Makoto Uchida announced Nissan Next, part of the plan's global initiatives to "[Focus] on global core model segments including enhanced C and D segment vehicles, electric vehicles, sport cars," "Introduce 12 models in the next 18 months," and "[Expand] presence in EVs and electric-motor-driven cars, including e-POWER, with more than 1 million electrified sales units expected a year by end of FY23." About 18 months later, the automaker expanded on detail with Ambition 2030, which would invest 2 trillion yen ($13.2 billion U.S.) through 2026, part of which would pay for launching 23 new electrified models, 15 of those pure-electric and planned to hit the market by 2027. It's been a tough row to hoe. Now, at the end of Nissan's fiscal year in March, Uchida announced a revised business plan called The Arc. This would put 30 new models on the market by the end of fiscal year 2026 (March 2027), 16 of which will be electrified. Note the climbdown: Ambition 2030 wanted to put 23 electrified vehicles on the market, 15 of them pure-electric, The Arc wants 30 total vehicles, 16 electrified, eight of them pure-electric. A report in Automotive News says one of those BEVs could be an electric one-ton pickup that Nissan will develop with Mitsubishi for the North American market, as well as a plug-in hybrid powertrain that will power an unknown body style and could also serve the pickup. The PHEV would come first, no surprise based on trends in the EV market. Mitsubishi would develop the PHEV powertrain, perhaps an evolution of the system sold in the Outlander PHEV here and the Eclipse Cross PHEV in international markets like Australia. Bringing a PHEV would give Mitsu a third plug-in model, and give Nissan a second to go along with the China-specific Venucia-brand PHEV that launched last year. Beyond giving Nissan a much needed hybrid to sell in the U.S. — the automaker doesn't sell any here now — it would give Mitsubishi dealers some much needed new product.  The pickup, on the other hand, would employ Nissan's EV expertise. It's planned for our market sometime between March 31, 2027, and the same date in 2031. This could make it a part of Nissan's planned family of next-gen modular EVs that debut after the eight models coming by 2026.
