Men accused of helping Ghosn escape can be extradited to Japan, federal judge says

The ruling by U.S. District Judge Indira Talwani cleared the way for U.S. Army Special Forces veteran Michael Taylor and his son, Peter Taylor, to be handed over to Japan, after the U.S. State Department approved their extradition. Judge Talwani said that "although the prison conditions in Japan may be deplorable," it was not enough to bar extradition. She added the U.S. has "sufficiently established that the actions the Taylors are alleged to have committed amount to an extraditable offense." Nissan and the Japanese embassy in Washington did not immediately comment. The Taylors were arrested in May at Japan's request. Talwani put their extradition on hold on Oct. 29 so she could hear their challenge to the State Department's decision. Prosecutors say the Taylors helped Ghosn flee Japan on Dec. 29, 2019, hidden in a box and on a private jet before reaching his childhood home, Lebanon, which has no extradition treaty with Japan. Ghosn was awaiting trial on charges that he engaged in financial wrongdoing, including understating his compensation in Nissan's financial statements. Ghosn has denied wrongdoing. Prosecutors said the elder Taylor, a private security specialist, and his son received $1.3 million for their services. The Taylors' lawyers argued they could not be prosecuted in Japan for helping someone "bail jump" and that, if extradited, they faced the prospect of relentless interrogations and torture. Ghosn in a court filing sought to support their claim, arguing he faced prolonged detention, mental torture and intimidation in Japan and the Taylors would face "similar or worse conditions."

The Fiat 500X exceeds EU emissions limits, according to environmental lobby group DUH. In dyno tests, DUH found NOx emissions in the diesel-powered 500X to be 11 to 20 times the limit with a warm engine, but closer to the limit with a cold engine. Testing of vehicles from Fiat and other automakers "point towards defeat devices," says DUH campaigner Axel Friedrich. A UK study finds that about 20 percent of the benefits from fuel efficient vehicles are negated by a tendency for people to drive them more. The study, which covers the years 1970 to 2011, finds a significant "rebound effect," when consumers use more of a cheaper energy source. It suggests these drivers drive more not because of the fuel efficiency, but because of the lower operating costs. "Until now, we didn't know the size of this effect for British motoring," says Dr. Lee Stapleton, Research Fellow for the University of Sussex Centre on Innovation and Energy Demand. Japanese EV sales have declined for the first time ever. Sales of electric vehicles slid 22 percent in 2015, leaving them at the same levels as 2012. Low gasoline prices are to blame, as well as the late arrival of the updated Nissan Leaf, which caused potential customers to hold off on their purchase. This allowed the Mitsubishi Outlander PHEV to take the lead as Japan's best selling EV. The Toyota Prius Plug-In came in third place in EV sales, with the BMW i3 close on its heels. Nissan's London Black Cab postponed because it can't meet emissions targets

Emissions concerns in London are causing headaches for Nissan, as the company continues its efforts to bring its Black Cab to the city's streets. A proposed ultra-low emissions zone could lead to standards in the city center that are so strict the gas-powered taxi can't meet them, AutoExpress reports. It's unclear just how low the new emissions standards may be, although AE references London's mayor, Boris Johnson, and his drive to make every London taxi emissions-free by 2018 as a particular thorn for the Japanese automaker. It's worth noting that the NV200 taxi is both cleaner and more fuel efficient than London's current fleet of iconic black cabs. That alone makes it seem like reason enough to get the new cabs on the streets. But it's the strictness of the proposed standards and the apparently set-in-stone nature of the NV200's current engineering that is holding up the cab's future. While Nissan offers an emissions-free e-NV200, it would reportedly need to completely reengineer the NV200-based cab to meet the future standards if they're approved. Whether that will happen, though, remains an open question.
