Recharge Wrap-up: Nissan Leaf in Puerto Rico, BMW i3 REx tax-free in NJ, BC2BC cancelled [UPDATE]

*UPDATE: Nissan has released a video of the Leaf in Puerto Rico, so we've embedded it below. Envia Systems will develop battery technology for United States Advanced Battery Consortium (USABC), a subsidiary of the United States Council for Automotive Research (USCAR). The $7.7 million contract, co-funded by the US Department of Energy (DOE), involves a 36-month development program focusing on high-energy cathode and anode material for lithium-ion batteries and pouch cells for electric vehicles. The goal, of course, is to create better energy storage for less money in an effort to make commercial EVs more efficient and affordable. For the DOE, this also equates to energy security, energy independence and national security. Read more in the press release at the bottom of the page. The US and China have agreed to work together more closely on EVs, energy and climate issues. US Secretary of Energy Ernest Moniz went to Beijing for the sixth US-China Strategic and Economic Dialogue to meet with leaders. While there, Moniz and Wu Xinxiong of China's National Energy Administration (NEA) signed a memorandum of understanding allowing the DOE and NEA to share information regarding oil reserves. The groups will meet yearly to learn more about how each other manages petroleum stockpiles and policy. Moniz also met with Minister Miao Wei of the Chinese Ministry of Industry and Information Technology and signed an MOU to cooperate on electric vehicles and "related technologies," including the "inter-operability of electric vehicles." Read more at the Energy Department website. August's BC2BC all-electric vehicle rally, billed as the largest gathering of electric vehicles, has been cancelled. The event, which was to include a drive up the entire coast from Mexico to British Columbia with smaller events along the route, failed to bring in the needed sponsorship to hold the rally for its third year. A Facebook post from organizer Tony Williams also cited loss of venue and lack of support from automakers - "particularly Nissan and Tesla" - as hardships. The event was scheduled to take place August 9 through 17, with only battery electric vehicles invited to take part - no plug-in hybrids or range-extended vehicles. Nissan releases GT-R Nismo N-Attack Package workout video at Fuji

Nissan grabbed headlines last year when it debuted the GT-R Nismo and did a blistering 7:08.679 lap around the Nürburgring's Nordschleife. As it turns out, the GT-R that did that round made use of parts that lowered its weight and improved handling. Nissan calls the extras the N-Attack Package, which stands for Nürburgring Attack, and here is a video showing what its upcoming model can do.
The pack makes a variety of changes to make the Nismo GT-R a better handling car. The suspension and brakes are overhauled with Öhlins adjustable dampers, new stabilizer bar and new front brake pads. As you can see the outside is quite different with carbon fiber components replacing the front fenders and hood gurney, plus an adjustable carbon fiber rear wing with angle adjustments and two height settings. The interior gets a carbon fiber rear bulkhead to cut weight as well.
The release date or price for the N-Attack pack hasn't been revealed, but chief vehicle engineer Noboru Kaneko says that the test in the video at Fuji Speedway was to complete "final checks." So the package might not lag too far behind the standard GT-R Nismo. Asking price for Paul Walker's GT-R from Fast & Furious nearly triples [w/video]

The German owner of the only Nissan Skyline GT-R to survive filming Fast & Furious (a.k.a., The Fast and the Furious 4) has put his car up for sale following the death of Paul Walker, Yahoo Autos reports. The original sale price was reportedly an already hefty 300,000 euros ($412,110), but it has since been raised to 1,000,000 euros ($1.37 million).
Despite many well-intentioned efforts, the Skyline GT-R was (and still is) illegal to import for street use in the US, so this R34-generation GT-R and seven others were shipped here without engines and classified as kit cars to sidestep federal law. Once here, the engines were installed, and seven street-legal GT-Rs proceeded to be destroyed during the filming of F&F. But one car, the "hero" car for sale here, was driven by Walker in non-violent scenes and thus is the only GT-R that survived filming.
Then, in July 2009, the federal government cracked down on importers of these cars, seizing almost 50 GT-Rs, including this one, telling owners to export them or risk having them destroyed. The hero GT-R was therefore exported, and its whereabouts have been unknown until recently, when the current German owner allowed it to be featured in a review (watch the German-language video below).
