North Carolina now charging $100-per-year EV road-use fee

Tobacco Road just got a little more expensive for drivers of electric vehicles such as the Nissan Leaf and Tesla Model S. This year, North Carolina started instituting an annual $100 road-use fee for electric-vehicle drivers in order to close at least a little of the budgetary shortfall for road maintenance in the Tar Heel State, the News Observer reports. North Carolina legislators failed to green-light a hybrid-vehicle fee of $50 a year, which may have made a little more of a dent in the state's road funding. As it is, about 1,600 EVs are registered in North Carolina, meaning that the state will collect about $160,000 in such fees this year. And while some in the state are concerned that the fee could hurt EV adoption, others say it's fair because of the $7,500 in federal tax credits EV buyers get. Oh, and the fact that EV drivers don't pay gasoline taxes. Either way, the fees are a proverbial drop in the bucket, as North Carolina's transportation shortfall is estimated to average about $2 billion a year during the next three decades or so. Other states are starting to charge EV drivers a road-use fee as well. Last February, Washington State began instituting its own electric-vehicle fee of $100 per annum, and a number of other states are considering similar policies. It won't be long now before Nissan Leaf finally overtakes Chevy Volt

The two best-selling plug-in vehicles ever are the Chevy Volt and the Nissan Leaf. When the two vehicles launched in late 2010, the plug-in hybrid Volt quickly outpaced the all-electric Leaf and, despite lots of ups and downs since then, continues to hold on to a cumulative sales lead. This will change in 2015. Cumulatively, from November 2010 through November 2014, the Volt sold 71,867 units while the Leaf trails with 69,220. That's a difference of just 2,647. Based on current trends (with the Leaf selling around 2,500-2,700 a month and the Volt at 1,500-1,700) we expect the Leaf to take over either in January or, more likely, February when the Leaf takes over as the most popular plug-in car in America. Perhaps even March, depending on how low the numbers are for January and February, which are always slow sales months in the US. Of course, once it takes the crown, the Leaf can't expect to easily hold on for long. A new Volt is coming in the second half of 2015, likely beating a new Leaf to market. The question is, then, how well the Chevy sells with all of its new bells and whistles. Do you think the Volt will be the comeback kid once the 2016 model becomes available? Here's how to follow this weekend's 24 Hours of Le Mans

In the pantheon of motorsports, the 24 Hours of Le Mans stands as one of the great endurance challenges to man and machine. This year's event in France already looks to be one for the ages with Porsche setting record-breaking times in practice and the competition debut of Nissan's front-engine, hybrid racer. Thankfully, there's a massive list of ways to follow this automotive attraction. Reilly Brennan, the Executive Director of the Revs Automotive Research Program at Stanford University, and a friend of Autoblog, has once again assembled a helpful couch-kit to organize many of the options. Unfortunately, the old-school way of just turning on the television might be the most frustrating way to watch Le Mans this year. Fox Sports 1 and 2 are carrying about half the race, but the coverage bounces between them seemingly at random. The broadcast begins on Fox Sports 2 at 8:30 AM Eastern ahead of the 9:00 AM start and lasts there until 12:00 PM. Things don't pick up again until 7:00 PM Eastern on Fox Sports 1 for an hour, and the channels swap back and forth more from there. The Fox Sports Go streaming app offers more, but even it stops showing the race a few times. Thankfully, streaming Le Mans is easy. If you can't dedicate 24-hours on the couch, Radio Le Mans lets you listen to audio commentary anywhere with some of the best announcers in the biz. The Automobile Club de l'Ouest, the governing body for the race, also offers an official video stream in an app for $9.99. For a really low-tech solution, the official Twitter is another choice.
