Only 3 new cars cost under $20,000. Here’s what you should buy used instead

Looks like some more people have realized something we pointed out late last year. There are only three new cars under the magic $20,000 price limit currently for sale in the United States. Those three vehicles are the Nissan Versa with a starting price of $16,925 (all prices here include destination fee), the Kia Rio at $17,390 and the Mitsubishi Mirage at $17,650. Should push come to shove, so to speak, we'd probably pick the Nissan as our top choice among those three due to its practicality, comfort and overall polish when compared to its similarly priced peers. But really, as we've suggested before, there are better options. Our top pick for a used vehicle under $20,000 remains the Chevy Volt. It's stylish, comfortable, practical and, above all else, efficient, assuming you can plug it in at home. If you don't have access to a plug at home, you'll likely be able to find a very gently used car for the same price as one of the budget options above. We'd check out the Honda Fit, Kia Soul, Subaru Impreza, Toyota Corolla hatchback and Volkswagen Jetta from the  model years and aim for something with under 20,000 miles and with a year or two left of its factory warranty. A quick inventory search shows that some of those cars, notably the Impreza and Jetta, can even be found Certified Pre Owned in most parts of the country. For what it's worth, with the average new car transaction price hovering alarmingly close to $50,000, we wouldn't expect to see any more options coming any time soon for well under half that sum. Recharge Wrap-up: Fisker takes apart Finland assembly, Nissan Leaf sales in Europe expected to grow 25%

The Fisker Karma's Uusikaupunki, Finland production lines are being dismantled. The lines, operated by Valmet Automotive in the same plant that assembles the Mercedes-Benz A-Class, have been idle since Fisker's money woes brought them to a halt in 2012. Fisker, which has since been purchased by Wanxiang, and Valmet are still in talks over future collaboration. Read more at YLE. Nissan expects a double-digit percentage growth in Leaf sales in Europe in 2015. Nissan Europe's Jean-Pierre Diernaz puts that number at around 25 percent over 2014's record sales. Part of this is due to much lower prices than earlier model years, thanks to government incentives and lower production costs than earlier model years. EV drivers pay less on average in taxes than gasoline vehicle drivers in every state except Virginia. Some states impose extra taxes and registration fees for EVs to make up for lost revenue from fuel taxes, but EV drivers still come out ahead, even when compared to high-mileage cars like the Toyota Prius. Even in Wisconsin - which might follow Colorado, Nebraska, North Carolina, Virginia and Washington in added EV fees - those who drive electric should fare better. Two hydrogen-powered electric bus prototypes will be deployed on a trial basis Hamburg, Germany. The Solaris articulated electric buses use fuel cell range extenders from Ballard. The buses were unveiled on December 18, and will go into operation in January 2015. The German government is funding the trial, and Hamburg aims to cease the purchase of diesel buses by 2020. The new-generation fuel cell system in the two Hamburg buses improve upon Ballard's previous design by using fewer parts and exhibiting less parasitic power loss from the integrated air compressor and coolant pump. Renault to Nissan: Stop trying to contact our board members

TOKYO/PARIS — Renault told alliance partner Nissan to stop contacting the French company's directors ahead of a Thursday board meeting as the Japanese automaker tried to share evidence of wrongdoing by its ousted chairman, Carlos Ghosn, two sources said. Ever since Ghosn's Nov. 19 arrest in Japan, Renault and the French government, the automaker's biggest shareholder, have demanded to see the findings of a Nissan internal investigation that include allegations of financial misconduct by the 64-year-old executive. Ghosn was charged on Monday in Japan for failing to declare deferred income he had agreed to receive for the five years ending March 2015. While Nissan fired him as chairman days after his arrest, he remains chairman and CEO of its French partner. Renault's board meets on Dec. 13, and the findings of Nissan's investigation will be shared at the meeting where Ghosn's future could be also debated, one of the sources with knowledge of the matter said. The French firm told Nissan not to contact its directors ahead of the meeting, because such contact was outside the agreed channels for communication of the sensitive findings, the source said. Nissan offered last week to brief Renault's board about findings on what it considers proof of wrongdoing by Ghosn, said a second source who has knowledge of the matter but declined to be identified as it was confidential. But Renault advised Nissan to brief its lawyers instead, which led to a meeting between the Japanese firm's officials and Renault's legal teams early this week in Paris, the person said. The Japanese automaker later invited Thierry Bollore, who was named Renault's deputy CEO with the same powers as Ghosn a day after his arrest, as well as board members, to examine the contents of the findings, said the source. Bollore, though, told Nissan on Tuesday to "refrain from contacting the board," the source said. The exchange between Renault and Nissan is another example of the testy relationship between the two automakers, despite assurances by executives on both sides to preserve the alliance. The alliance, of which Ghosn has been the driving force, is widely seen as vital for the members' long-term survival. Board members invited to see the evidence included Martin Vial, who heads the French state shareholdings agency, interim Chairman Philippe Lagayette and independent director Patrick Thomas, the second source said. A Renault spokesperson declined to comment.
