Recharge Wrap-up: Nissan 'No Charge' in Denver, A123 doubles

Nissan has introduced its "No Charge To Charge" program in Denver, Colorado. As of June 2, customers who buy their new Nissan Leaf from certified dealers in the metro Denver area will get two years of free charging. Denver is the 16th market to offer "No Charge To Charge," with a total of at least 25 US markets scheduled to offer the program by the end of the year. "EV charging infrastructure continues to grow in Denver," says Nissan EV Sales and Marketing Director Andrew Speaker, "and access to free public charging for new Leaf buyers helps make owning an all-electric vehicle even more cost-effective and convenient." Read more in the press release below. Wanxiang is investing $200 million in A123 Systems in order to double its lithium-ion battery production. The combined capacity of its three production facilities in Michigan, Hangzhou, China and Changzhou, China will increase from 750 megawatt-hours to 1.5 gigawatt-hours in the next three years. The increased capacity will help support customers building hybrids, passenger EVs, and commercial vehicles. Included in the expansion is the capacity to build 12-volt starter batteries and 48-volt microhybrid systems. "It's been a tremendous turnaround," says A123 CEO Jason Forcier, referring to the company's 2012 bankruptcy. The Royal Hashemite Court of Jordan is ordering 150 Zoe EVs from Renault. King Abdullah II of Jordan signed an agreement with Renault, who will deliver the cars by the end of the year. The cars will be powered completely by solar energy generated on royal property. The order of the 150 Zoes is the largest since 2013, and makes Renault the largest provider for Jordan's royal EV fleet. Renault says that further EV orders are already being discussed. Read more in the press release from Renault-Nissan. Beijing, China will exempt electric vehicles from its limits to vehicles on roads during rush hour. Current policy, designed to help alleviate traffic and air pollution, restricts cars with even and odd license plates from rush hour traffic on alternating days. The exemption for EVs runs from June 1, 2015 until April 10, 2016. It is the newest in the list of perks meant to encourage EV adoption, despite the troublesome lack of charging infrastructure. Carlos Ghosn brings Nissan Leaf EV to happy nation of Bhutan

The Nissan Leaf has been declared the cleanest car in the US, and it's going to have a good case to claim the same title in Bhutan. Yes, Bhutan, the country famous for measuring Gross National Happiness is about to get serious about the EV Grin. Last December, we learned that Bhutan's capital city, Thimphu, wanted to build up a Leaf taxi fleet. That's when Renault-Nissan CEO Carlos Ghosn went to Bhutan to talk about the project and he has recently returned to deliver some vehicles to the Prime Minister of Bhutan, Tshering Tobgay, who has been advocating for EVs since taking office in July and has set a preliminary target of 2,000 EVs on the streets of Thimphu. Tobgay said his country, "will commit to a program to achieve zero emissions as a nation by a certain target date." It's not an outrageous goal for the Himalayan country, since it generates a lot of hydro-electric power, way more than it can use. There are only around 750,000 citizens of Bhutan and they only use five percent of the clean power made within its borders. Most of the rest goes to neighbor India. The problem, as expressed in Nissan's press release (available below), is that Bhutan takes "almost all of the revenue earned from selling electricity" to buy fossil fuel from India and power its national vehicle fleet. The remote Himalayan country, renowned for championing "Gross National Happiness," has taken first steps towards becoming a leading global electric-vehicle nation. Investigators say Mitsubishi mpg scandal was 'collective failure'

Investigators hired by Mitsubishi Motors to probe why the Japanese automaker engaged in falsifying fuel-economy figures for the past quarter-century faulted the company's "corporate culture." Specifically, there was a lack of unity between divisions, company-wide pressure to boost fuel-efficiency numbers, and an unwillingness to accept fuel-economy shortfalls, Automotive News says, citing comments made by consultants who hired by the company to investigate the problems. Challenging management authority even if it was proper to do so was also frowned upon. One of the investigators called the scandal "a collective failure." Among other suggestions, the consultants recommended that Mitsubishi's vehicle-mileage certification be independent from research and development, that there's greater transparency overall, and that there's a more thorough understanding of laws. New shareholder Nissan may also invest in retooling Mitsubishi's R&D operations, and is sending one of its former executives, Mitsuhiko Yamashita, to Mitsubishi to try to prevent any sort of repeat problems. Mitsubishi joined a list of automakers including Volkswagen, Hyundai/Kia, and Ford that have been found in recent years to either mislead with its published fuel-efficiency figures or emissions-testing procedures. A Nissan spokesman declined to comment on the Mitsubishi report, according to Automotive News. The recommendation comes less than three months after the announcement that Nissan would help rescue Mitsubishi from its fuel-economy scandal by acquiring part of the company. Nissan agreed in May to pay $2.2 billion for a 34-percent stake in Mitsubishi, and said at the time that Mitsubishi would join the Renault-Nissan Alliance. Nissan also owns 15 percent of France-based Renault. That announcement came right after Mitsubishi's admission that it may have falsified fuel-economy data for every one of its vehicles made in Japan dating back to 1991.
