Lebanon has 40 days to figure out what to do with Carlos Ghosn

BEIRUT — Lebanon and Japan have about 40 days to decide whether ousted Nissan boss Carlos Ghosn will be extradited to Japan or stand trial in Lebanon, a judicial source and a source close to Ghosn said on Thursday, following his escape from Japan. Ghosn fled to Lebanon, his childhood home, as he was awaiting trial on charges of under-reporting earnings, breach of trust and misappropriation of company funds, all of which he denies. Japan and Lebanon have no extradition agreement, and Lebanon does not typically hand over its nationals. Ghosn's legal team is hoping to hold the trial in Lebanon, where the former auto executive has deep ties and hopes to clear his name. Japan has in recent days asked Lebanon to clarify what files Tokyo needs to send as part of an official extradition request, the two sources said. "They came back and requested a clarification. Today, we sent that to the Japanese," the judicial source said. That communication is significant because, according to Lebanon's rules for dealing with Interpol notices, it triggers a roughly 40-day period by the end of which agreement must be reached between the countries on where and how Ghosn will stand trial, the sources said. Japan must now either send a formal extradition request to Lebanon or send Ghosn's file to Beirut and agree on a process for trying him there, the source close to Ghosn said. An Interpol spokesperson said on Friday the organization did not itself dictate a timeframe or require any action to be taken by countries and such a framework is set locally. Ghosn, who holds Lebanese, French, and Brazilian nationality, was questioned earlier this month by Lebanese prosecutors who confiscated his passport and imposed a travel ban as part of the Interpol arrest warrant process. The source close to Ghosn said the former executive can appeal to Lebanon's prosecutor to drop the ban and return his passport if Japan does not respond within the timeframe. Japanese prosecutors have said they are still pushing for Ghosn to be tried in Japan. Ghosn has struck out at what he has called Japan's unjust judicial system and said the alternative to fleeing would have been to spend the rest of his life languishing in Tokyo without a fair trial. Mitsubishi, Nissan will build mini EV together

That minicar project that erstwhile competitors Nissan and Mitsubishi launched about four years ago is about to go a little more maxi. NMKV Co., the joint venture established in June 2011 by the two Japanese automakers to make minicars, is going to get more resources specifically to ease a move into the electric-vehicle sector. Specifically, Nissan, which makes the all-electric Leaf, is going to have a bigger role in the testing, design, and development of the partnership's mini EVs. A memorandum of understand between Nissan and Mitsubishi, maker of the i-MiEV, is in the works. So far, the joint-venture has sold about 500,000 gas-powered three-cylinder compact vehicles under the two automotive brands, so it must be doing something right. The first Nissan Dayz and the Mitsubishi eK Wagon models started production in 2013. Sales of the Nissan Dayz Roox and Mitsubishi eK Space, which went the higher-roof route, began early last year. Nissan and Mitsubishi started making noise about this last summer, when word came out that the little EV may be priced at less than $15,000 in Japan, quite a bit cheaper than either the Leaf or the i-MiEV over there. As with the current models, the future minicar variants will be produced at Mitsubishi's Mizushima factory in Japan. So far, the partnership would only say that details about NMKV's next-generation mini EV will be released "at a later time," so specifics like range and other performance measures will have to wait. Nissan, Mitsubishi Motors and NMKV reach agreement on planning and development of next-generation minicars Nissan Motor Co., Ltd., Mitsubishi Motors Corporation, and their joint venture NMKV Co., Ltd. today reached an agreement to continue their joint project regarding development of the next generation of current minicar models. The three companies will soon sign a memorandum of understanding. The companies aim to develop more competitive products by optimizing resource allocation and their respective roles and responsibilities. Nissan will be more deeply involved in development operations, such as design development and testing. In addition to its product planning and project development roles, NMKV will strengthen its management capabilities by adding a new department to enhance collaboration with engineering and manufacturing functions. Vehicle production is planned to continue at Mitsubishi's Mizushima Plant.

Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars.
