Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. Renault COO Tavares dreams of running GM or Ford

What do you do if you're in a job with no upward mobility? Admittedly, most of us just stick it out while secretly hoping our boss is sacked for all those paperclips he's been swiping, netting us a nice, shiny promotion. Then again, most of us aren't the number two at Renault, like Carlos Tavares.
Tavares is the right-hand man to Renault CEO, Carlos Ghosn, and like a lot of us, he's ready for another challenge. As Ghosn is only 59 years old and doesn't have a boss to fire him for paperclip theft, though, it's pretty unlikely that he'll be going anywhere anytime soon. Tavares doesn't seem too concerned, based on an interview he gave to Automotive News. "We have a big leader and he is here to stay," Tavares told AN.
What's surprising is where Tavares wants to go, "Why not GM? I would be honored to lead a company like GM." The Renault exec also mentioned Ford, and as AN points out, both organizations make a lot of sense. Both are led by CEOs that are approaching or are already past retirement age, and should be looking for dedicated replacements in the not-so-distant future. That doesn't mean Tavares is a shoe-in, though.

Nissan heading to Le Mans with 1,250-hp GT-R LM Nismo [w/videos]

Endurance racing faced a pivotal year in 2012. The FIA and the ACO had just come together to form the new World Endurance Championship when Peugeot announced it was shuttering its team, leaving only one manufacturer to contest the top LMP1 class of the nascent series. Fortunately Toyota was able to advance its program to join Audi in the WEC and at the 24 Hours of Le Mans. Two seasons later Porsche joined the fight, and now Nissan has formally announced its return to Le Mans as well. Revealed in Nissan's With Dad spot during the Super Bowl, the Japanese automaker is set to join the grid with the innovative GT-R LM Nismo you see here. It's a hybrid just like the challengers from Audi, Porsche and Toyota, but instead of a mid-engine/rear-drive setup, Nissan's oddball challenger places its engine in the front, driving the front wheels. The 3.0-liter twin-turbocharged V6 is mated to a five-speed sequential gearbox and produces upwards of 550 horsepower on its own, but is mated to an electric Energy Recovery System that kicks in over 700 additional horses for a combined hybrid output exceeding 1,250 hp. That could make Nissan's the most powerful LMP1 on the grid, while still complying with the fuel flow limits outlined in the rulebook that gives participating constructors the latitude to toy with different configurations. Both powertrain components are mounted under the long nose of the oddly styled prototype, behind the canopy of the rearward cockpit that may give it a similar profile to the DeltaWing prototype and subsequent ZEOD RC. But the unconventional GT-R LM Nismo is also innovative in its own way. The front-drive configuration means that the Nissan prototype actually has wider tires up front than in the back, and also allowed for a drastically different approach to aerodynamics. Instead of testing it out at a handful of events in its first season, with the GT-R LM, Nissan will contest the full 2015 FIA World Endurance Championship, starting with the 6 Hours of Silverstone in April and including the 24 Hours of Le Mans in June.
