Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. For car enthusiasts, the most exciting part of ringing in a new year is watching the list of import-eligible cars grow. Federal regulations make bringing a late-model car from Europe or Asia mind-bogglingly difficult, but these barriers fall as soon as a vehicle turns 25. There's no need to slash through a jungle of red tape; simply ship your dream forbidden fruit over, pay import duties, and in most states you're good to park a fresh import car in your garage. Of course, you need to locate any car you're considering importing, whether it's on this list of cars you can import in 2023 or not. A quick search of the internet will show that there are a lot of places that specialize in sourcing cars to import into the United States, and while we don't have any firsthand experience with any of them, we can point out a few well-known import car dealers, including some at auction. Duncan Imports and Classics bills itself as "America's Largest JDM Dealer" and keeps a large inventory of vehicles that have already been brought into the States. The Import Guys boast options to ship and finance worldwide, Davey Japan claims to have exported over 50,000 vehicles from Japan, and Goonet Exchange says it's operated by "Japan's largest used car information site." Japanese site Be Forward lists a staggering 10,949 online reviews at the time of writing with an average score of around 4.5 out of 5 stars. If your new year's resolution is to buy a car from overseas, here are some of the highlights from 2023's crop of importable cars. Keep in mind that some of these import cars were introduced in 1997 but didn't enter production until 1998, while others made their debut late in the year. And without further ado, here is a list of six cars that are eligible for import to the U.S. in 2023 that are worth noting. Cars that are eligible to import into the U.S. in 2023 Alfa Romeo 166 Developed to replace the 164, the 166 stands out as Alfa Romeo's last true flagship sedan; it wasn't directly replaced. It shares its front-wheel-drive platform with the Lancia Kappa but the two cars look nothing alike. Nissan working on something radical for Le Mans

With Porsche joining Audi and Toyota at the front of the LMP1 grid at Le Mans next year, Nissan is the next to be throwing its hat (and considerable R&D budget) into the proverbial ring. But only if it's allowed to do something radically different, according to the latest report in Car magazine.
Just what that means remains to be seen, but Nissan is reportedly in active discussions with the ACO (the body that governs the race) to see how far it can stretch the regulations. The ACO has taken an intriguingly different approach to equalizing performance, mandating the maximum amount of energy that can be used per lap instead of telling teams what kind of engines they can use. That's how Porsche is entering with a four-cylinder engine, Toyota with a V8 and Audi with a diesel six. But when it comes to the shape of the car itself, the rules are considerably more restrictive.
Unfortunately the rules would prohibit Nissan fielding the ZEOD RC (with its narrow front track) in the LMP1 class, relegating it instead to the Garage 56 slot for experimental racers (which the DeltaWing filled before). And the realities of endurance racing would effectively prohibit anyone from fielding an all-electric racer. Within those confines, though, Nissan is eager to find enough wiggle room to make something both visually and technically different from other LMPs. And if the ACO won't let it do so at Le Mans, it could turn to another race or series (like the Nürburgring 24) that would.
