Recharge Wrap-up: Nissan Leaf in Puerto Rico, BMW i3 REx tax-free in NJ, BC2BC cancelled [UPDATE]

Envia Systems will develop battery technology for United States Advanced Battery Consortium (USABC), a subsidiary of the United States Council for Automotive Research (USCAR). The $7.7 million contract, co-funded by the US Department of Energy (DOE), involves a 36-month development program focusing on high-energy cathode and anode material for lithium-ion batteries and pouch cells for electric vehicles. The goal, of course, is to create better energy storage for less money in an effort to make commercial EVs more efficient and affordable. For the DOE, this also equates to energy security, energy independence and national security. Read more in the press release at the bottom of the page. The US and China have agreed to work together more closely on EVs, energy and climate issues. US Secretary of Energy Ernest Moniz went to Beijing for the sixth US-China Strategic and Economic Dialogue to meet with leaders. While there, Moniz and Wu Xinxiong of China's National Energy Administration (NEA) signed a memorandum of understanding allowing the DOE and NEA to share information regarding oil reserves. The groups will meet yearly to learn more about how each other manages petroleum stockpiles and policy. Moniz also met with Minister Miao Wei of the Chinese Ministry of Industry and Information Technology and signed an MOU to cooperate on electric vehicles and "related technologies," including the "inter-operability of electric vehicles." Read more at the Energy Department website. August's BC2BC all-electric vehicle rally, billed as the largest gathering of electric vehicles, has been cancelled. The event, which was to include a drive up the entire coast from Mexico to British Columbia with smaller events along the route, failed to bring in the needed sponsorship to hold the rally for its third year. A Facebook post from organizer Tony Williams also cited loss of venue and lack of support from automakers - "particularly Nissan and Tesla" - as hardships. The event was scheduled to take place August 9 through 17, with only battery electric vehicles invited to take part - no plug-in hybrids or range-extended vehicles. A realistic approach to fixing Mitsubishi

There are going to be a lot of words written about what Nissan needs to do with Mitsubishi in the coming months and years in the interest of turning the brand around. After Nissan's purchase of a controlling stake in the diamond star brand, there's been more interest in Mitsubishi thanks to the potential of platform sharing and plenty of cash from Nissan-Renault to get the juices flowing again. But, while some have been doing their best to advocate for the return of the 3000GT, Evolution, and even the Starion - Many of these posts forget the reality of the market we live in today. As much as we like to look back fondly at the sports coupes of the '90s, a byproduct of the insane cash flows all the Japanese manufacturers had at the time, the reality of today puts a much greater emphasis on what is most-boring; Crossover SUVs, alongside mid-size and compact sedans. We do need to ask a fundamental question, how much Mitsubishi is enough to be able to continue to call the cars Mitsubishis? Aside from slight product revisions and reconfigurations, Mitsubishi (at least in North America) has been largely dependent on the same GS platform and 4B1 engines that date back to their long-time partnership with Chrysler (and Hyundai) in the mid '00s. Admittedly, the chassis and engines have served the company well, underpinning a wide variety of vehicles sold around the world, and seeing quite a few revisions to at least attempt to keep products competitive. But, the GS chassis is old, heavy, and severely out of date - and when matched to the underpowered 4B1 series engines - make for largely uncompetitive offerings in the market. While something like the Outlander Sport is indeed interesting compared to a Honda CR-V, it is by no means the smart choice in the segment. So, going forward, unless Mitsubishi has had a skunkworks of sorts developing their chassis and engine replacements over the past few years, what exactly are they planning to do for their bread-and-butter models? I think the straightforward answer is without a doubt the Nissan North America parts bin. With so many of their models selling well, and for the most part, are reasonably well-reviewed, it would be quite simple to adapt the chassis and powertrain to Mitsubishi's liking to create a high-volume alternative to what is currently available now.

If you're looking for the cars with the best gas mileage, your best bets are hybrids and EVs, and with the latter, then it's a case of energy efficiency considering the lack of gasoline. But maybe you don't like the idea of an electrified vehicle. Maybe you're concerned about more complicated powertrains or new technologies. Maybe you're put off by the extra up-front cost of those vehicles. So what's the best way to get good fuel economy, without batteries? Well, we've pulled together the 10 most fuel-efficient cars that only run on gasoline. Best Gas Mileage Cars for 2024: 2021 Mitsubishi Mirage and Mirage G4 View 27 Photos Mitsubishi Mirage: 39 mpg combined When you can't be electrified, you need to achieve high efficiency with other strategies. In the case of the Mitsubishi Mirage, those come from low weight (just 2,084 pounds) and low power (just 78 horsepower). That's how the Mirage manages to top the list at 39 mpg combined. In the city it gets 36 mpg, and on the highway it manages 43, both of which are tops in this list, too. That just applies to the hatchback, though. The sedan would technically be second on the list with 37 mpg combined, but we're generally lumping together body styles. The other big draw of the Mirage is that it's incredibly cheap and has a long warranty. The base hatchback starts at $18,110 with destination, making it one of the cheapest cars on the road. And it has a 10-year/100,000-mile powertrain warranty. So if you're looking for maximum frugality above literally all else, it's hard to top the Mirage. Honda Civic: 36 mpg combined While the Mirage wins technically, it makes many compromises to achieve its price and fuel economy. The rest of the list provides far better balancing of economy with being quality modern automobiles. And coming in second is the Honda Civic sedan (pictured at the top of this article) in EX trim with the turbocharged 1.5-liter four-cylinder and CVT. This variant manages 33 mpg in the city, 42 on the highway and 36 combined. Going to the Touring trim drops fuel economy to 34 combined, and the 2.0-liter non-turbo engine gets between 33 and 35. The most efficient hatchback gets 35 mpg combined. The hatch is even available with a manual transmission, but it's also the least efficient (31 mpg). Then there's the Si and Type R, but with much more power and handling upgrades, they're basically different models. Regardless, almost every version of the Civic is quite frugal.
