Plug In America asks Georgia to not reverse EV incentives

Like Ray Charles, Plug In America's Michael Thwaite has Georgia on his mind. Thwaite is putting out the call on behalf of the electric-vehicle advocacy group to get people to stop the state's plug-in vehicle incentives from going the way of Atlanta Flames. And he's using math that may or may not be funny. Thwaite's public enemy Number One is Chuck Martin (R-Alpharetta), who's pushing legislation (specifically, House Bill 122) to wipe out the $5,000 tax credit (one of the highest among US states). Martin is also said to have more than 60 state legislators backing him up. Thwaite says that the money is well spent, since each electric vehicle keeps more than $2,200 from being spent outside the state by getting folks to charge up through local utilities instead of paying for gas imported from those darned oil-rich nations. Last year, Martin proposed a bill (HB 257) that would cap incentive-generating EVs in the state at about 2,000 units a year, but state legislators ran out of time before taking a vote on it, so the issue got tabled for another year. And that year is almost up. The issue is far from academic, since Atlanta remains a city that generates some of the highest Nissan Leaf sales in the country – largely because of those state incentives. After all, you get to spend your days zooming about the greatest racetrack on the planet in a vehicle that is usually months or more away from consumers. For Hiroyoshi Kato, whose actual title is Technical Meister, life is even better than your typical development driver, because he spends his days wringing out the Nissan GT-R Nismo around the Green Hell.
Kato-san has a long history with both Nissan and the Ring. He had a major hand in the development of the R32, R33 and R34 Skyline GT-Rs, having first come to the Ring nearly three decades ago.
His experience with the Nismo, though, is different than the other vehicles he's contributed to. As he explains it, there are real racers on hand to test the car on the track, like Formula One reserve driver Sébastien Buemi. Instead, Kato focuses on the track-to-road balance. Still, he has some truly interesting insights on the car and the track, including his surprise at turning a sub-eight-minute lap in his first outing. Investigators say Mitsubishi mpg scandal was 'collective failure'

Investigators hired by Mitsubishi Motors to probe why the Japanese automaker engaged in falsifying fuel-economy figures for the past quarter-century faulted the company's "corporate culture." Specifically, there was a lack of unity between divisions, company-wide pressure to boost fuel-efficiency numbers, and an unwillingness to accept fuel-economy shortfalls, Automotive News says, citing comments made by consultants who hired by the company to investigate the problems. Challenging management authority even if it was proper to do so was also frowned upon. One of the investigators called the scandal "a collective failure." Among other suggestions, the consultants recommended that Mitsubishi's vehicle-mileage certification be independent from research and development, that there's greater transparency overall, and that there's a more thorough understanding of laws. New shareholder Nissan may also invest in retooling Mitsubishi's R&D operations, and is sending one of its former executives, Mitsuhiko Yamashita, to Mitsubishi to try to prevent any sort of repeat problems. Mitsubishi joined a list of automakers including Volkswagen, Hyundai/Kia, and Ford that have been found in recent years to either mislead with its published fuel-efficiency figures or emissions-testing procedures. A Nissan spokesman declined to comment on the Mitsubishi report, according to Automotive News. The recommendation comes less than three months after the announcement that Nissan would help rescue Mitsubishi from its fuel-economy scandal by acquiring part of the company. Nissan agreed in May to pay $2.2 billion for a 34-percent stake in Mitsubishi, and said at the time that Mitsubishi would join the Renault-Nissan Alliance. Nissan also owns 15 percent of France-based Renault. That announcement came right after Mitsubishi's admission that it may have falsified fuel-economy data for every one of its vehicles made in Japan dating back to 1991.
