Recharge Wrap-up: Fiat 500X emissions, Japan EV sales down

The Fiat 500X exceeds EU emissions limits, according to environmental lobby group DUH. In dyno tests, DUH found NOx emissions in the diesel-powered 500X to be 11 to 20 times the limit with a warm engine, but closer to the limit with a cold engine. Testing of vehicles from Fiat and other automakers "point towards defeat devices," says DUH campaigner Axel Friedrich. A UK study finds that about 20 percent of the benefits from fuel efficient vehicles are negated by a tendency for people to drive them more. The study, which covers the years 1970 to 2011, finds a significant "rebound effect," when consumers use more of a cheaper energy source. It suggests these drivers drive more not because of the fuel efficiency, but because of the lower operating costs. "Until now, we didn't know the size of this effect for British motoring," says Dr. Lee Stapleton, Research Fellow for the University of Sussex Centre on Innovation and Energy Demand. "We found evidence of a significant, long-term rebound and expect our results to be of interest for public policy." Read more at Green Car Congress. Japanese EV sales have declined for the first time ever. Sales of electric vehicles slid 22 percent in 2015, leaving them at the same levels as 2012. Low gasoline prices are to blame, as well as the late arrival of the updated Nissan Leaf, which caused potential customers to hold off on their purchase. This allowed the Mitsubishi Outlander PHEV to take the lead as Japan's best selling EV. The Toyota Prius Plug-In came in third place in EV sales, with the BMW i3 close on its heels. Nissan e-NV200 electric van will start FedEx testing in DC

The electric van test program that Nissan and FedEx announced today at the Washington Auto Show isn't really all that new. After all, FedEx is already testing the all-electric e-NV200 in Singapore, Japan and Germany. The news today is that FedEx will be one of the first companies to test the EV in the US, and Nissan brought a prototype to the show to gin up interest. 200 CHAdeMO stations were added in December, a monthly record. The e-NV200 uses a powertrain similar to what's in the Nissan Leaf and weighs about the same as that passenger car, but Nissan isn't talking about US performance figures quite yet. Nissan isn't even saying if the vehicle will even come to the US, but this test program sure hints that something like that is in the works. For now, all that's official is that Nissan will bring two - yes, just two - e-NV200 units to the US, letting FedEx test one in the Washington, DC area for between six to eight weeks before cycling the EVs to other companies in the US over the next year. The idea, as you may have guessed, it to gather data on how companies might use this van and let Nissan figure out if it wants to sell the e-NE200 here. The van will start being built in Barcelona, Spain this spring and is currently intended for Europe and Japan. FedEx is no stranger to greener vehicles, and has 167 EVs in its US fleet right now. The e-NV200 can use CHAdeMO fast charging, and Nissan said today that it has helped install 570 of those DC fast chargers in the US since announcing expansion plans last year. At the time, the target was 500 chargers in 18 months, so things are progressing faster than publicly anticipated. In fact, 200 CHAdeMO stations were added in December, a monthly record. Bhutan asks Nissan, Mitsubishi for help with massive EV-only plan

Originally, the somewhat modest plan was to introduce 2,000 electric vehicles to the capital of Bhutan. Then things got bigger when Renault-Nissan CEO Carlos Ghosn paid the country a visit and the Prime Minister of Bhutan, Tshering Tobgay, said his country, "will commit to a program to achieve zero emissions as a nation by a certain target date." Now we're approaching "holy huge" territory. Last week, Tobgay visited Japan to ask Nissan and Mitsubishi for help in possibly replacing every combustion vehicle with an all-electric option. "Gasoline is expensive and unfriendly to the environment." – Bhutan's Prime Minister At the very least, Bhutan wants to make more eco-friendly vehicles available. Tobgay told AsiaNews that, "Gasoline is expensive and unfriendly to the environment. Sustainable transportation will bring citizens happiness," which is something that a country that measures its Gross National Happiness is eager to track. Switching to electric vehicles makes complete sense in Bhutan, since the mountainous Asian nation produces more renewable hydro-electricity than it can use. Ninety-five percent of the zero-emission energy is exported to India, and Bhutan uses the profits to buy fuel from India to then power its vehicles.
