Land that stood vacant for years is being snatched up by developers eager to make a buck in what is appearing to become a new hub of high-tech industry. Much of the money influx seems to be coming from investors outside of the area. Tesla is seeking approval for a limited-service showroom - or "Gallery" - in San Antonio, TX. The area's News 4 discovered the proposal in a schedule for the San Antonia planning commission. Texas laws don't allow Tesla to sell directly to consumers, so the gallery would offer the public a chance to see the car in person, but not take a test drive or get pricing information. The Tesla Gallery could be a foothold for Tesla in the San Antonio area, which, according to Bexar County Judge Nelson Wolff, would be a positive addition to the city and its future. Kansas City Power & Light Company (KCP&L) will install over 1,000 ChargePoint EV charging stations in the greater Kansas City area. This will be the largest charging installation by a utility company in America. Drivers will be able to use these stations, which will be built by the end of this summer, for free for the first two years. The first 15 stations will be fast chargers provided by Nissan. KCP&L expects the charging network to help drive down electricity costs for customers in general. "People generally charge their cars at non-peak periods when KCP&L's electrical grid is being underutilized," says Natural Resources Defense Council Senior Energy Economist Ashok Gupta. "By stimulating electric vehicle adoption with their Clean Charge Network, what KCP&L is doing is encouraging people to use the electrical grid more efficiently and drive down the cost of electricity for everyone." Carlos Ghosn in Twitter debut vows to 'tell the truth about what's happening'

TOKYO — Ousted Nissan boss Carlos Ghosn's sudden appearance on Twitter on Wednesday was a surprise move by the businessman that perplexed people and sent journalists scrambling, and not for the first time. The first tweet from the @carlosghosn account on the social network read, "I'm getting ready to tell the truth about what's happening. Press conference on Thursday, April 11." It did not specify a time or place. Featuring a photo of a smiling, grey-haired Ghosn standing in front of a tree with seasonal cherry blossoms, the account initially lacked the blue tick mark to show it had been verified by the social network. Forty minutes later, when the blue tick appeared, the tweet swept across social media and the account's followers swelled to almost 20,000, from just a handful earlier. Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars.
