Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. Read more at Green Car Congress or see the notice from CARB here. Certain units of the BMW i3 are subject to an airbag recall. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. Full 2015 Chevy City Express details revealed

If you're thinking, "hey, that looks familiar..." you aren't alone. We've already seen photos of the 2015 Chevrolet City Express van. And before that, we've already learned everything there is to know about the Nissan NV200 upon which its quite obviously based. Now, though, the City Express is holding its official coming out party at the Chicago Auto Show, and we finally have the official details about what'll hopefully make this van attractive to work-minded buyers.
To no one's surprise, the City Express doesn't offer any mechanical differentiation from its Nissan equivalent. Power comes from a 2.0-liter inline four-cylinder engine rated at 131 horsepower and 139 pound-feet of torque, mated exclusively to a continuously variable transmission. Of course, the purpose of the City Express is less about what's under its hood and more about what it can haul in its capacious cargo area. Chevrolet says the front passenger seat can fold flat to create a work space or accommodate longer objects in the cargo bay, there's a center console designed specifically for maximum storage capability and both sides of the van have sliding doors. In addition, there are a plethora of integrated cargo mounts, floor-mounted D-rings and roof rack mounts throughout the vehicle.
Visually, Nissan's NV200 has never exactly been a handsome thing to begin with, and this City Express doesn't really tweak it for the better - to our eyes, it might even be less attractive. Even the design of the 15-inch wheel covers have been left alone, though the Chevy shown here appears to wear chrome-finished units.

Nissan e-NV200 EV charges into Tokyo

Nissan has already shown its e-NV200 in Detroit and Frankfurt in conceptual form, now its home market is getting an up-close look at the production all-electric compact van at the Tokyo Motor Show. While it doesn't sound like the e-NV200 will be making its way to the US anytime soon, it will go on sale on sale in Europe in the middle of next year and in Japan by early 2015.
The electric NV200 will be built in Barcelona, Spain, and while that EV-minded city has committed to using the van for public transportation, Nissan's hometown of Yokohama, Japan will also put the zero-emission vehicle to work in its public services fleet. Nissan has yet to reveal the production specs for the e-NV200 - including range - we do know that it will share much of its drivetrain with smaller Nissan Leaf.
