Norway about to run out of EV incentives; plan to be reviewed

As electric vehicle advocates in Norway may ready to celebrate, executives over at Tesla Motors and Nissan may be preparing for a healthy bawl. That's because Norway, whose financial support of plug-in vehicle use have pushed the country to the forefront of plug-in vehicle adoption, is about to reach its government-imposed threshold for electric vehicle and plug-in vehicle incentives, Hybrid Cars says. Two years early, in fact. Norway's perks for EVs and PHEVs include free access to bus lanes, highway tolls, ferries and parking, not to mention a big tax rebate. As a result, the country is less than 250 units away from hitting its 50,000-vehicle limit for those perks, which were initially estimated to expire in 2017. In fact, last month, more than 25 percent of the four new cars sold in Norway were plug-in vehicles. The government is now saying it will review the incentives and put forward a new plan in the next budget, which is due in May. Late last year, Nissan put out a video saying that electric vehicles had about a 15-percent new-vehicle market share in Norway, and that the Japanese automaker had sold more than 15,000 all-electric Leaf vehicles in the country since starting sales there in 2011. Last spring, The Wall Street Journal reported that the Tesla Model S broke Norway's all-time monthly sales record for a single model in March 2014, with almost 1,500 Model S vehicles sold. This is for a country whose population is less than that of Colorado. Whether those days will soon be gone remains in question. Advocates will push for some sort of extension on the perks, but opponents in government say the incentives have cost the country as much as $500 million a year in tax revenue. Facts point to legal violations by Carlos Ghosn, says Nissan external review

YOKOHAMA, Japan — An external committee reviewing governance at Nissan Motor Co said on Wednesday there were enough facts to suspect violations of laws and the private use of company funds by ousted chairman Carlos Ghosn. Following a three-month audit of Nissan's governance after a scandal that shook the global auto industry, the committee put the blame squarely on what it called Ghosn's concentration of power. It also acknowledged Nissan CEO Hiroto Saikawa's role in Ghosn's salary arrangement at the heart of the scandal. Twenty years to the day since French automaker Renault SA agreed to rescue Nissan, the committee described a corporate culture at Nissan "in which no one can make any objections to Mr. Ghosn," who was "in a way deified within Nissan as a savior who had redeemed Nissan from collapse." A representative for Ghosn replied in a statement that the allegations made against the former Nissan chairman "will be revealed for what they are: part of an unsubstantiated smear campaign against Carlos Ghosn to prevent the integration of the Alliance and conceal Nissan's deteriorating performance." The group issued 38 recommendations to bolster Nissan's governance, including that top executive positions at the Japanese car maker should not be held by people serving in executive positions at Renault or junior partner Mitsubishi Motors. It also proposed that the majority of directors, including the chairman of the board, be independent, outside directors and that the role of company chairman be abolished. Responding to the committee's comments, Saikawa told reporters on Thursday that Nissan would seriously consider the committee's recommendations, which he characterized as "tough." Saikawa, who was speaking outside his home, did not specifically address his responsibility in the scandal but has previously said that top management, including himself, were responsible for weak governance which led to the misconduct. The recommendations from the external, seven-member committee came weeks after Nissan and Renault said they would retool their alliance, one of the world's biggest automaking groupings, to break up the all-powerful chairmanship previously held by Ghosn. "There are facts sufficient to suspect violations of laws and regulations, violation of internal rules and private use of company funds and expenses ... by Mr. Ghosn," the committee said in its report.

Nissan IDx future in a coma, prospects dim

The answer, at least for the public, was always a huge "Yes!" when it came to the Nissan IDx Nismo and IDx Freeflow concepts shown off at the Tokyo Motor Show 2013. We were told they were "in the plan" for production if fans got behind them, but that sunk to "increasingly cloudy" plans for production. Two months later we were being told the production version would get less retro styling. But the damning swerve came in January this year, when Nissan said it was shifting priorities to focus on volume offerings. When The Truth About Cars spoke to the VP of product planning for Nissan North America, Pierre Loing, the smothering blanket of reality was thrown over the IDx duo: Nissan has no small, rear-wheel platform to build them on. At least, not one that it could make any money with. The 370Z is built on an architecture too big for the IDx, and sister company Renault only has small front-wheel-drive platforms. The idea of developing a chassis just for the IDx doesn't make any sense, as sales trends for the Scion FR-S and Subaru BRZ should show. Will we see anything of the concepts in production guise, then? Loing said Nissan "may have some room" for a product with retro design cues and said to check back "in a few years" to get a final answer. But really, the answer appears to be, "No."
