Recharge Wrap-up: Nissan Leaf in Puerto Rico, BMW i3 REx tax-free in NJ, BC2BC cancelled [UPDATE]

Envia Systems will develop battery technology for United States Advanced Battery Consortium (USABC), a subsidiary of the United States Council for Automotive Research (USCAR). The $7.7 million contract, co-funded by the US Department of Energy (DOE), involves a 36-month development program focusing on high-energy cathode and anode material for lithium-ion batteries and pouch cells for electric vehicles. The goal, of course, is to create better energy storage for less money in an effort to make commercial EVs more efficient and affordable. For the DOE, this also equates to energy security, energy independence and national security. Read more in the press release at the bottom of the page. The US and China have agreed to work together more closely on EVs, energy and climate issues. US Secretary of Energy Ernest Moniz went to Beijing for the sixth US-China Strategic and Economic Dialogue to meet with leaders. While there, Moniz and Wu Xinxiong of China's National Energy Administration (NEA) signed a memorandum of understanding allowing the DOE and NEA to share information regarding oil reserves. The groups will meet yearly to learn more about how each other manages petroleum stockpiles and policy. Moniz also met with Minister Miao Wei of the Chinese Ministry of Industry and Information Technology and signed an MOU to cooperate on electric vehicles and "related technologies," including the "inter-operability of electric vehicles." Read more at the Energy Department website. August's BC2BC all-electric vehicle rally, billed as the largest gathering of electric vehicles, has been cancelled. The event, which was to include a drive up the entire coast from Mexico to British Columbia with smaller events along the route, failed to bring in the needed sponsorship to hold the rally for its third year. A Facebook post from organizer Tony Williams also cited loss of venue and lack of support from automakers - "particularly Nissan and Tesla" - as hardships. The event was scheduled to take place August 9 through 17, with only battery electric vehicles invited to take part - no plug-in hybrids or range-extended vehicles. Nissan expands US EV test market for e-NV200 to Portland

Of course, it's going to be Portland. Oregon's largest city, known for its green-friendly vibe and policies, will be where Nissan will next test of its all-electric e-NV200 cargo van. And we hope those vans have cup holders for the inevitable java. The Japanese automaker is working with local utility company Portland General Electric (PGE) on a six-week trial program. Nissan and PGE will record data to better measure how the concept of battery-powered driving works within the local services network. The location makes sense, as Portland is one of the five best-selling US cities when it comes to sales of the Nissan Leaf, which shares its powertrain with the e-NV200. Nissan kicked off its "No Charge to Charge" free-charging program for new Leaf owners in April. Nissan, which had already been testing the e-NV200 with FedEx in Germany, Japan and Singapore as of late last year, said at the Washington Auto Show in January that it would start testing the electric van in the Washington, DC, area. Nissan said at the time that it helped install about 570 fast-charging CHAdeMO chargers throughout the US since last year, including 200 in December alone. LEADING EV MARKET PORTLAND BECOMES TEST BED FOR NISSAN E-NV200 ELECTRIC COMMERCIAL VEHICLE PORTLAND, Ore. – Portland, already a top breeding ground for electric vehicle (EV) sales, is now the proving ground for Nissan's prototype electric commercial vehicle – the Nissan e-NV200. Nissan is working in collaboration with Portland General Electric (PGE) on a six-week trial to help determine the viability of an electric commercial vehicle in the U.S market. PGE has assigned the e-NV200 into its fleet of vehicles with an underground crew, replacing a larger, diesel-powered van. "Oregon has been a top five market for Nissan LEAF sales in the U.S. due to proactive policies at the state level to encourage EV adoption, as well as robust charging infrastructure championed by the state and others like PGE," said Toby Perry, Nissan's director of EV Marketing in the U.S. "If we determine that e-NV200 fits into the U.S. commercial vehicle market, we expect that Portland would be a leading driver for sales as well." This year, Nissan is deploying two e-NV200 prototypes with companies such as PGE and FedEx in top U.S EV markets including California, Georgia, Oregon and Washington, D.C.

Macron and Abe seek to avert messy Renault-Nissan breakup

TOKYO/PARIS – France and Japan's leaders met for bilateral talks to avert a diplomatic row over the Renault-Nissan-Mitsubishi alliance on Friday following the surprise arrest of its Chairman Carlos Ghosn in Japan. With the carmaking alliance facing its biggest test after the ousting of Ghosn at Nissan and affiliate Mitsubishi over financial misconduct allegations, President Emmanuel Macron sat down with Prime Minister Shinzo Abe at the G20 summit in Buenos Aires. Ghosn's arrest to face accusations including the under-reporting of income has triggered new attempts by Nissan to weaken Renault's control of the Franco-Japanese alliance, adding to challenges facing Macron at home. Macron, whose government has repeatedly pressed Japan to share evidence unearthed by Nissan's internal investigation into Ghosn, "restated his firm wish that the alliance should be preserved, along with the stability of the group," an Elysee official said after Friday's meeting with Abe. Abe said it was important to "maintain a stable relationship," according to a spokesman for the Japanese leader. "However, he said the future of the alliance is up to the private-sector shareholders. The government of Japan does not prejudge the future of the alliance," the spokesman said. The French official quoted Abe as telling Macron that "the legal process must be allowed to take its course." LEADERLESS Tokyo authorities on Friday extended Ghosn's detention for a second time, by the maximum-allowed 10 days, local media reported. Prosecutors must file charges by Dec. 10 or arrest Ghosn for new crimes to hold him beyond that date. Tokyo prosecutors declined to comment. Nissan did not immediately respond to a request for comment. Ghosn's detention has left the global auto alliance without its leader and main interlocutor with the French government, which owns 15 percent of Renault and wants to maintain the ownership structure enshrining its control of the partnership. But Nissan Chief Executive Hiroto Saikawa has made clear that Nissan wants to weaken the control of its smaller parent as it carries out a governance review. Renault's 43.4 percent Nissan stake ensures an effective voting majority at shareholder meetings, while Nissan's reciprocal 15 percent Renault holding carries no voting rights.
