Lebanon has 40 days to figure out what to do with Carlos Ghosn

BEIRUT — Lebanon and Japan have about 40 days to decide whether ousted Nissan boss Carlos Ghosn will be extradited to Japan or stand trial in Lebanon, a judicial source and a source close to Ghosn said on Thursday, following his escape from Japan. Ghosn fled to Lebanon, his childhood home, as he was awaiting trial on charges of under-reporting earnings, breach of trust and misappropriation of company funds, all of which he denies. Japan and Lebanon have no extradition agreement, and Lebanon does not typically hand over its nationals. Ghosn's legal team is hoping to hold the trial in Lebanon, where the former auto executive has deep ties and hopes to clear his name. Japan has in recent days asked Lebanon to clarify what files Tokyo needs to send as part of an official extradition request, the two sources said. "They came back and requested a clarification. Today, we sent that to the Japanese," the judicial source said. That communication is significant because, according to Lebanon's rules for dealing with Interpol notices, it triggers a roughly 40-day period by the end of which agreement must be reached between the countries on where and how Ghosn will stand trial, the sources said. Japan must now either send a formal extradition request to Lebanon or send Ghosn's file to Beirut and agree on a process for trying him there, the source close to Ghosn said. An Interpol spokesperson said on Friday the organization did not itself dictate a timeframe or require any action to be taken by countries and such a framework is set locally. Ghosn, who holds Lebanese, French, and Brazilian nationality, was questioned earlier this month by Lebanese prosecutors who confiscated his passport and imposed a travel ban as part of the Interpol arrest warrant process. The source close to Ghosn said the former executive can appeal to Lebanon's prosecutor to drop the ban and return his passport if Japan does not respond within the timeframe. Japanese prosecutors have said they are still pushing for Ghosn to be tried in Japan. Ghosn has struck out at what he has called Japan's unjust judicial system and said the alternative to fleeing would have been to spend the rest of his life languishing in Tokyo without a fair trial. Norway about to run out of EV incentives; plan to be reviewed

As electric vehicle advocates in Norway may ready to celebrate, executives over at Tesla Motors and Nissan may be preparing for a healthy bawl. That's because Norway, whose financial support of plug-in vehicle use have pushed the country to the forefront of plug-in vehicle adoption, is about to reach its government-imposed threshold for electric vehicle and plug-in vehicle incentives, Hybrid Cars says. Two years early, in fact. Norway's perks for EVs and PHEVs include free access to bus lanes, highway tolls, ferries and parking, not to mention a big tax rebate. As a result, the country is less than 250 units away from hitting its 50,000-vehicle limit for those perks, which were initially estimated to expire in 2017. In fact, last month, more than 25 percent of the four new cars sold in Norway were plug-in vehicles. The government is now saying it will review the incentives and put forward a new plan in the next budget, which is due in May. Late last year, Nissan put out a video saying that electric vehicles had about a 15-percent new-vehicle market share in Norway, and that the Japanese automaker had sold more than 15,000 all-electric Leaf vehicles in the country since starting sales there in 2011. Last spring, The Wall Street Journal reported that the Tesla Model S broke Norway's all-time monthly sales record for a single model in March 2014, with almost 1,500 Model S vehicles sold. This is for a country whose population is less than that of Colorado. Whether those days will soon be gone remains in question. Advocates will push for some sort of extension on the perks, but opponents in government say the incentives have cost the country as much as $500 million a year in tax revenue. Infiniti QX60 Monograph previews a handsome next-gen three-row crossover

Infiniti has pulled the sheet off its QX60 Monograph — a styling exercise meant to preview the forthcoming production replacement for its three-row crossover. Infiniti insists that while this is not the production QX60 replacement, it is close enough to not merely be labeled a "concept." Whatever Infiniti wants to call it, it's impressive. This slick design blends elements of the original Infiniti FX line with some of the luxury brand's more recent artistic direction (see: the big, fat grille) and perhaps a little dose of European flavor; we'd be lying if we said there wasn't some Jaguar F-Pace evident in that profile.  "More than a design study or concept, a 'Monograph' provides a tangible insight into how Infiniti plans to transform a future model. The QX60 Monograph previews some of the proportions and design elements that will adorn the brandÂ’s future three-row SUV, " Infiniti said in the QX60's official announcement. "We commenced the design of the Monograph knowing this was an opportune time to start a discussion about where we are planning to take the QX60 in the future," said Alfonso Albaisa, senior vice president, Global Design, Nissan Motor Co. Ltd.  "In crafting this Monograph, we wanted to change the tonality of the QX60 and transform the nameplate from a sculptural and architectural point of view. We raised the visual center of gravity, giving it a strong, straight shoulder line that carries through to the hood, with a higher, more prominent grille, and longer-looking cabin to deliver a sense of muscularity and a commanding presence," Albaisa said. Every element of the QX60 Monograph's exterior was designed deliberately to convey that image, from the heat-sink-inspired shape of the headlamps to the slick, well-integrated segments of the rear lighting signature, which blends into a single wrap-around element when not illuminated.  As close to production-ready as this QX60 Monograph might be, there are some obvious signs that there's still work yet to be done. As you'll note, there's not a single shot of this crossover's interior, and that's because it doesn't have one yet. Infiniti knows it can't afford to fumble a new launch, especially of a crossover, so we have fairly high expectations for its cabin, especially since Infiniti has been known to produce some top-notch interiors when it tries. Look for the real-deal next-generation QX60 to be shown sometime in 2021.
