Investigators say Mitsubishi mpg scandal was 'collective failure'

Investigators hired by Mitsubishi Motors to probe why the Japanese automaker engaged in falsifying fuel-economy figures for the past quarter-century faulted the company's "corporate culture." Specifically, there was a lack of unity between divisions, company-wide pressure to boost fuel-efficiency numbers, and an unwillingness to accept fuel-economy shortfalls, Automotive News says, citing comments made by consultants who hired by the company to investigate the problems. Challenging management authority even if it was proper to do so was also frowned upon. One of the investigators called the scandal "a collective failure." Among other suggestions, the consultants recommended that Mitsubishi's vehicle-mileage certification be independent from research and development, that there's greater transparency overall, and that there's a more thorough understanding of laws. New shareholder Nissan may also invest in retooling Mitsubishi's R&D operations, and is sending one of its former executives, Mitsuhiko Yamashita, to Mitsubishi to try to prevent any sort of repeat problems. Mitsubishi joined a list of automakers including Volkswagen, Hyundai/Kia, and Ford that have been found in recent years to either mislead with its published fuel-efficiency figures or emissions-testing procedures. A Nissan spokesman declined to comment on the Mitsubishi report, according to Automotive News. The recommendation comes less than three months after the announcement that Nissan would help rescue Mitsubishi from its fuel-economy scandal by acquiring part of the company. Nissan agreed in May to pay $2.2 billion for a 34-percent stake in Mitsubishi, and said at the time that Mitsubishi would join the Renault-Nissan Alliance. Nissan also owns 15 percent of France-based Renault. That announcement came right after Mitsubishi's admission that it may have falsified fuel-economy data for every one of its vehicles made in Japan dating back to 1991. Recharge Wrap-up: EV taxis in Amsterdam, Montreal's electric carsharing goals

Amsterdam has become the electric taxi capital of the world. Taxi Electric, TCA, and Connexxion each operate electric cabs around the city, including 170 Nissan Leaf and e-NV200 taxis. Taxi Electric started with three Nissan Leafs in 2011, and the idea has caught on. Businesses are saving money on fuel and maintenance, garnering attention and new clients for themselves and doing their part to help reduce emissions and improve local air quality. The city of Amsterdam hopes to be emissions-free by 2025, and is building more and more charging stations to this end. This helps make the city the perfect home for the electric cabs. Mayor Denis Coderre says that he'd like the city to be seen as a leader in electric transportation. His vision includes a carsharing program of 250 electric vehicles by next spring, growing to 1,000 EVs by 2020. This would help Montreal reach its goal of cutting the city's greenhouse gas emissions by a third over the next five years. The city also wants to build new charging infrastructure to make the carsharing plan, as well as individual EV ownership, easier to achieve. The car rental company's carsharing business made the announcement at the 2015 International Car Rental Show, during a session called "The Convergence of Car Sharing and Car Rental." The announcement was made during a Car Rental Show session titled, "The Convergence of Car Sharing and Car Rental," which highlighted the important role that the car rental industry plays in the evolution of urban mobility.

Nissan already planning for EV sales once incentives run out

The way Nissan looks at it, no good deed goes unpunished. The Japanese automaker will likely be the first to see federal incentives for its electric vehicles disappear. And the company may already be trying to work out some wiggle room with the powers that be. The issue is that the Nissan Leaf is the most popular electric-vehicle in the US, moving more than 77,000 vehicles since the model's late-2010 debut. Sales have likely been helped by the $7,500 federal tax credit for EVs (along with additional state incentives), but that perk starts to disappear for Nissan once the automaker has sold a cumulative 200,000 EVs. Even though that's likely a few years off, Nissan North America executive Pierre Loing told Wards Auto that the company is talking with the feds to see if there is "room for negotiations." In the meantime, Nissan is trying to further cut battery-production costs in order to both reduce the price on the Leaf and lengthen its single-charge range. Nissan notably shaved $6,400 off of the Leaf's sticker price in early 2013, and that seems to have worked wonders. Leaf sales more than doubled that year to 22,610 units and jumped another 34 percent last year to 30,200 units.
