You'll soon be able to buy an EV in China for just $8,000 after incentives

Renault is eventually looking to sell an electric vehicle in China that will cost as little as $8,000 after government incentives kick in. According to Reuters, Renault-Nissan chief Carlos Ghosn offered the prediction at the New York Times Energy for Tomorrow conference in Paris this week. Granted, China government incentives are approaching $20,000 per vehicle, as China looks to address its cities' notorious pollution problem, so there's some wiggle room with that price. And of course, the devil is in the details, and Ghosn didn't provide any. Still, such a low-priced EV would likely challenge the dominance of China-based EV makers BYD and Kandi. And the effort would likely be lucrative, given that it has been predicted that China will become the world's largest EV market by the end of the decade. In fact, the publication EV Sales said earlier this year that as many as 300,000 EVs will be sold in China in 2016 (by comparison, Americans bought about 100,000 EVs and plug-in hybrids combined through the first 10 months of the year). BYD is expected to sell 75,000 Tang SUV units this year. With such growth expectations in mind, automakers are focusing on China for potential EV development. Earlier this year, Volkswagen Group said it signed a memorandum of understanding with China's Jianghuai Automobile (JAC) for plug-in vehicle production. Mercedes-Benz parent Daimler also stated its goal to broaden plug-in vehicle sales in China. Renault appears to be trying to make an early mark in China. Dongfeng Renault Automobile Co., the Chinese joint venture between Renault and Donfeng, is looking to start testing a self-driving electric vehicle this month. Dongfeng Renault will use a 1.5-mile stretch of road in Beijing's Caidian district for testing purposes. Related Video:

Nissan's front-engined Le Mans car caught testing at COTA

As far as we can tell, not only is it true, it's wilder than we could have expected: not only does the Nissan LMP1 entry for Le Mans have its engine in the front, it apparently uses that combustion engine to power the front wheels while its KERS unit powers the rear wheels. Those rear wheels could be of smaller diameter than the front wheels, and total system horsepower for the racer "is a conservative 2,000 [hp]." And check out how far back that pilot is sitting. Let's start with what's been seen in person. A race team testing at the Circuit of the Americas caught the GT-R LM on track a few days ago, so Jalopnik schlepped out to the track the following day and took photos and video. There's a big ol' meaty front end where the twin-turbo Cosworth V6 lives, and that gives way to a trimmer back end. Mulsanne Corner, which has been following the car's development, figures the weight balance percentage is around 55- to 58-percent in the front through strategic placement of the KERS unit and radiators, putting it in the same division as proper mid-engined cars. A prop shaft runs from the KERS in front to the rear of the car. It's speculated that the rear wheels are smaller than the front wheels because of that narrower rear end. In some of the Jalopnik photos the rear wheels do look smaller, which could explain the complicated half-shaft and drop-gear arrangement thought to be housed back there. If all that is true this will already be the "radically different" car Nissan wanted to build. Yet there's more: Mulsanne Corner says the Nissan is targeting an ultra low drag setup, so there's a lot of talk about the car not having a rear wing, or only the hint of one, and Nissan plotting "mental" speed targets for the French track. Having the engine in front is what would offer more flexibility with the rear wing. There's a good chance we'll know what it looks like on February 1, during the Super Bowl. Nissan will air a 60-second spot, and the advance tweet with the tagline "We're Back" and a helmet promises something racey. Recharge Wrap-up: Elon Musk talks autonomous cars, Renault to run ZOE in ZENN Monte-Carlo Rally

Elon Musk discussed the autonomous driving capabilities of the Tesla Model S with NVIDIA CEO Jen-Hsun Huang. He said the car is already equipped with the hardware needed for highway driving. "Even with the current sensor suite, we could make the car go fully autonomous, but not a level of reliability that would be safe in, say, a complex urban environment at 30 miles an hour," says Musk. That would require "a bigger sensor suite, and you need more computing power." Renault will send four of its ZOE electric cars to the ZENN (Zero Emission, No Noise) Monte-Carlo Rally. The rally, which travels through the principality beginning and ending at the Port of Monaco, is open to electric cars with ranges of less than 250 kilometers (about 155 miles). Visitors can also explore an "electric village," which includes vehicle test drives and information about the future of automobiles. The race takes place from March 20 through 22. Read more in the press release from Renault below. A Seattle-area Nissan dealership has opened a "charging depot" with six fast chargers. Bellevue Nissan now claims to have a larger group of fast chargers than any other dealership in the country. The chargers are part of the NRG eVgo network, and will be available to drivers around the clock every day of the week. They'll also be part of Nissan's "No Charge To Charge" program for Leaf customers. Washington Governor Jay Inslee was on hand at the dealership for the opening, where he called such fast charging stations, "the backbone of our future transportation infrastructure." Read more at Hybrid Cars. A coalition of environmental groups and renewable energy advocates want New York to require all heating oil sold in the state to include at least two percent biodiesel. The proposal passed the Assembly's Committee on Environmental Conservation Tuesday. Its sponsor is Assemblyman Steven Englebright, a Long Island Democrat who says a biodiesel standard would reduce carbon emissions while boosting the state's agricultural industry. Supporters of a biodiesel standard include the New York League of Conservation Voters, the New York Public Interest Research Group and the state's Corn and Soybean Growers Association. Conventional oil companies are opposed.
