Weekly Recap: Volkswagen moves forward under Muller

Most stunning was the speed of it all. On the morning of September 18, Volkswagen AG stood atop the automotive world. It was profitable and sold more cars than Toyota and General Motors, its two main rivals for global supremacy. By nightfall, the company would be embroiled in scandal. Revelations the German auto giant cheated on diesel emissions testing in the United States reverberated from Washington to Wolfsburg, Germany. What started out as a problem with 482,000 VWs and Audis in the US exploded into an international scandal. Millions of vehicles have the rigged software, meaning VW broke environmental rules as its cars spewed pollutants all over the world. The fallout began immediately. Volkswagen CEO Martin Winterkorn – one of the most respected and capable executives in the business – apologized on Sunday and Tuesday. On Wednesday he resigned. As the week progressed, the company's stock took a beating and credit agencies threatened to drop their ratings. VW dealers and owners said they felt betrayed. The automaker hired a law firm that defended BP after the Deepwater Horizon oil spill. The EPA is already extending its testing procedures to look for "defeat devices" like the ones used by Volkswagen. On Friday the company announced a major restructuring. Matthias Muller, Porsche's chief for the last five years, took over as CEO of Volkswagen and is charged with picking up the pieces of a shattered company facing regulatory action and lawsuits. With GM, Toyota, and Takata scandals still fresh, Volkswagen will likely experience unprecedented levels of scrutiny. Additionally, VW's markets in the United States, Canada, and Mexico will be combined into a North American region under the leadership of former Skoda boss Winfried Vahland, though US chief executive Michael Horn will stay on. The company is also realigning its brands by specialty and streamlining its board. Firings, government action, restructurings, and international outrage – things that usually build up over months or years – all occurred in about a week. With dizzying speed, Volkswagen's future has changed dramatically. It all happened, it's still happening, so fast. Recharge Wrap-up: Formula E's other events, continued record EV sales

Formula E wants fans to know that it is more than just a race. During each ePrix weekend, the electric race series hosts a variety of events. For each race, Formula E sets up an eVillage where fans can meet drivers and get autographs, learn about electric vehicles, spectate Formula E's School Series races, enjoy live music and dance performances, play games, eat food and take part in numerous other activities that don't make their way into the television broadcast. Or course, though, the race is always the main event. See more in the video above. Electric vehicles enjoyed a fourth straight month of record sales in February. Despite low oil prices, customers bought an estimated 7,881 EVs last month, up 13 percent from a year before. 52 percent of those sales were battery electric vehicles, while the rest were plug-in hybrids. BMW i3 sales dropped 77 percent over a year ago, selling 248 cars. The Tesla Model S and Chevrolet Volt sold the most, while the Ford Fusion Energi outsold the Nissan Leaf for the first time. The Audi A3 E-Tron sold 248 units (same as the BMW i3) despite low inventory. Read more at Inside EVs. Renault more than doubled its EV sales in January compared to a year before. Sales were up 104 percent, at 1,886 units (1,977 if you include the Twizy). This January marked higher EV sales for Renault than the three previous years. The biggest selling Renault EV, which also happened to be Europe's best selling EV, was the Renault Zoe, up 105 percent at 1,416 units sold. Read more at Inside EVs. Nissan's "No Charge to Charge" promotion has expanded to Orlando, Florida. This is the 27th market in the US to offer free charging to Nissan Leaf customers. Buyers and lessees get two years of free charging with an EZ-Charge card, which works with AeroVironment, Blink, ChargePoint, Greenlots and NRG eVgo charging networks. "Significantly lower operating costs and a fun-to-drive nature make owning the all-electric Leaf a cost-effective and convenient choice for Orlando residents," says Nissan EV Sales & Marketing Director Andrew Speaker. Only 3 new cars cost under $20,000. Here’s what you should buy used instead

Looks like some more people have realized something we pointed out late last year. There are only three new cars under the magic $20,000 price limit currently for sale in the United States. Those three vehicles are the Nissan Versa with a starting price of $16,925 (all prices here include destination fee), the Kia Rio at $17,390 and the Mitsubishi Mirage at $17,650. Should push come to shove, so to speak, we'd probably pick the Nissan as our top choice among those three due to its practicality, comfort and overall polish when compared to its similarly priced peers. But really, as we've suggested before, there are better options. Our top pick for a used vehicle under $20,000 remains the Chevy Volt. It's stylish, comfortable, practical and, above all else, efficient, assuming you can plug it in at home. If you don't have access to a plug at home, you'll likely be able to find a very gently used car for the same price as one of the budget options above. We'd check out the Honda Fit, Kia Soul, Subaru Impreza, Toyota Corolla hatchback and Volkswagen Jetta from the  model years and aim for something with under 20,000 miles and with a year or two left of its factory warranty. A quick inventory search shows that some of those cars, notably the Impreza and Jetta, can even be found Certified Pre Owned in most parts of the country. For what it's worth, with the average new car transaction price hovering alarmingly close to $50,000, we wouldn't expect to see any more options coming any time soon for well under half that sum.
