Japan plans real-world diesel emissions test after companies fail

Japan's transport ministry plans to start real-world diesel emissions tests after an experiment found four models from Toyota, Nissan, and Mitsubishi that produced more nitrogen oxide (NOx) emissions than the nation's rules allow, according to The Japan Times. Regulators there usually only perform emissions checks in the lab. The VW diesel scandal has everyone double-checking their figures. Diesel versions of the Toyota Hiace van, Land Cruiser Prado, and Nissan X-Trail produced up to 10 times more NOx than allowed. The Mitsubishi Delica D:5 was up to five times over the limit, The Wall Street Journal reports. There was no evidence of defeat devices in the vehicles. Mazda performed well in the experiment, though. The CX-5 passed with nearly the same results on the road and in the lab. The Demio, better known as the Mazda2, did nearly as well with only slighter higher figures in the real world than in the controlled setting. The experimenters theorized the reason for the excessive emissions was that cold weather caused the engines' software to shut off the exhaust gas recirculation to prevent damage, according to the WSJ. However, this behavior also increased NOx production. Toyota, Nissan, and Mitsubishi don't have to worry about punishment from the transport ministry because this check was just an experiment. Their models already passed the mandated lab tests, which was the only requirement, according to The Japan Times. As governments begin greater real-world emissions tests, the results suggests diesels aren't very clean. A recent check in France found models from Ford, Renault, and Mercedes-Benz that didn't perform up to the standards. Carlos Ghosn, a year after arrest, still seeks trial date and access to evidence

TOKYO — A year after his arrest, Nissan ex-Chairman Carlos Ghosn remains stuck in Tokyo under stringent bail conditions and without a trial date as he seeks access to a trove of Nissan emails and other evidence to fight charges of financial misconduct. His lawyers have asked a court to grant access to 6,000 pieces of evidence collected from Nissan such as electronic communications, which they say is crucial for a fair trial, showed an Oct. 4 court filing seen by Reuters. The once-feted executive has spent 129 days in detention since his arrest shortly after his private jet touched down at a Tokyo airport on Nov. 19, 2018. He faces four charges — which he denies — including hiding income and enriching himself through payments to dealerships in the Middle East. Nissan sacked Ghosn, saying its internal investigations revealed misconduct ranging from understating his salary while he was its chief executive, and transferring $5 million of Nissan funds to an account in which he had an interest. An earlier court ruling allowed prosecutors to hand back evidence to Nissan during pretrial wrangling over witnesses and evidence similar to the U. S. discovery process. If prosecutors are "given the freedom to unilaterally delete the collected evidence and return it to relevant parties, this is equivalent to granting the investigative agencies the right to destroy evidence," showed the filing to the Tokyo District Court. The lawyers also asked the court to rescind the earlier ruling, saying some evidence could be erased by Nissan to protect confidential business information. They argued the "ruling deprives Mr. Ghosn of his right to receive a fair public trial by an impartial court," as it enabled prosecutors to view and use the evidence and withhold it from the defense. Prosecutors are not required to hand over all evidence they or the police gather during investigations unless ordered by the court, unlike in the U.S. discovery process where prosecutors and defense lawyers disclose the evidence they intend to present in court. A spokeswoman for the Tokyo prosecutors' office said the office could not comment on individual cases. A Nissan spokeswoman declined to comment. Ghosn's lawyers have also asked the court to dismiss all charges against him, accusing prosecutors of colluding with government officials and Nissan executives to oust him to block any takeover of the automaker by French alliance partner Renault SA, of which Ghosn was also chairman.

You'll soon be able to buy an EV in China for just $8,000 after incentives

Renault is eventually looking to sell an electric vehicle in China that will cost as little as $8,000 after government incentives kick in. According to Reuters, Renault-Nissan chief Carlos Ghosn offered the prediction at the New York Times Energy for Tomorrow conference in Paris this week. Granted, China government incentives are approaching $20,000 per vehicle, as China looks to address its cities' notorious pollution problem, so there's some wiggle room with that price. And of course, the devil is in the details, and Ghosn didn't provide any. Still, such a low-priced EV would likely challenge the dominance of China-based EV makers BYD and Kandi. And the effort would likely be lucrative, given that it has been predicted that China will become the world's largest EV market by the end of the decade. In fact, the publication EV Sales said earlier this year that as many as 300,000 EVs will be sold in China in 2016 (by comparison, Americans bought about 100,000 EVs and plug-in hybrids combined through the first 10 months of the year). BYD is expected to sell 75,000 Tang SUV units this year. With such growth expectations in mind, automakers are focusing on China for potential EV development. Earlier this year, Volkswagen Group said it signed a memorandum of understanding with China's Jianghuai Automobile (JAC) for plug-in vehicle production. Mercedes-Benz parent Daimler also stated its goal to broaden plug-in vehicle sales in China. Renault appears to be trying to make an early mark in China. Dongfeng Renault Automobile Co., the Chinese joint venture between Renault and Donfeng, is looking to start testing a self-driving electric vehicle this month. Dongfeng Renault will use a 1.5-mile stretch of road in Beijing's Caidian district for testing purposes. Related Video:
