Automakers want to stop the EPA's fuel economy rules change, and why that's a shortsighted move

With a Trump Administration looming, the EPA moved quickly after the election to propose finalizing future fuel economy rules last week. The auto industry doesn't like that (surprise), and has started making moves to stop the EPA. Ford CEO Mark Fields said he wanted to lobby Trump to lower the standards, and now the Auto Alliance, a manufacturer group, is saying it will join the fight against cleaner cars. The Alliance represents 12 automakers: BMW, Fiat Chrysler, Ford, GM, Jaguar Land Rover, Mazda, Mercedes-Benz, Mitsubishi, Porsche, Toyota, VW, and Volvo. Gloria Bergquist, a spokesperson for the Alliance, told Automotive News that the "EPA's sudden and controversial move to propose auto regulations eight months early - even after Congress warned agencies about taking such steps while political appointees were packing their bags - calls out for congressional action to pause this rulemaking until a thoughtful policy review can occur." The EPA was going to consider public comments through April 2017, but then said it would move the deadline to the end of December. That means that it can finalize the rules before President Obama leaves office. The director of public affairs for the Consumer Federation of America, Jack Gillis, said on a conference call with reporters last week when the EPA originally announced its decision that it is unlikely that President Trump will be able to roll back these changes. Gillis also said on the same call that any attempt by the automakers to prevent these changes would be history repeating itself. "These are the same companies that fought airbags, and now promoting the fact that every car has multiple airbags," he said. "These are the same companies that fought the crash-test program, and now are promoting the crash-test ratings published by the government. So, it's clear that they're misperceiving the needs of the American consumer." There are more reasons the Allliance's pushback is flawed. Carol Lee Rawn, the transportation program director for Ceres, said on that call that the automotive industry is a global one, and many automakers are moving to global platforms to help them meet strict fuel economy rules around the world.

Navigant Research expects electrified vehicles (including hybrids, plug-in hybrids and battery electric vehicles) to reach 6 million sales in 2024. That's up from 2.6 million sales in 2015. About half of those sales will be plug-in vehicles in 2024, up from 19 percent in 2015. To make its predictions, Navigant took into account automaker strategies, concept vehicles, regulations and incentives, electricity and oil prices, and charging infrastructure expectations over the 10-year timetable. Navigant also says that despite the massive changes in the last five years, the next five years will be "even more impactful to the global automotive and energy industries." Read more from Navigant Research, or at Green Car Congress. Indonesia's biodiesel consumption is expected to rise dramatically over the next year. While the nation used 291 to 317 million gallons in 2015, consumption levels for 2016 could surpass 2 billion gallons, depending on blending regulation enforcement. Indonesia raised the minimum biodiesel content in diesel fuel from 10 to 15 percent in 2015 while increasing biofuel subsidies. It will raise the blend minimum to 20 percent for 2016, and plans to increase it to 30 percent in 2020. Read more at Business Recorder. Scotland's national newspaper, The Scotsman, has awarded the title of Plug-In Vehicle of the Year to the Mitsubishi Outlander PHEV. The paper praised the car for its ability to live up to its "ecocredentials," as well as its all-around practicality. During its long-term test, Scotsman staff enjoyed using the 32.5 miles of electric driving range to commute to and from work. The Scotsman's Steven Chisholm called the Mitsubishi Outlander PHEV, "an exciting prospect for anyone looking for an SUV that's easy on the wallet as well as the environment." Mitsubishi Concept XR-PHEV II points the way forward with its angular look [w/video]

The Mitsubishi Concept XR-PHEV II on display at the Geneva Motor Show isn't really a completely new vehicle but more of thorough reworking of the earlier XR-PHEV from the 2013 Tokyo Motor Show. For the latest interpretation, the Japanese brand is getting the design ready for an eventual debut for the road. While the two concepts look practically identical at first glance, the XR-PHEV II is far more possible for production than its predecessor. The grille and hood now feature openings to let the vehicle cool its plug-in hybrid system, and the rear design offers enough glass to actually let the driver see out of the back. The interior for the latest version also looks mostly functional this time and is clad in eye-catching orange upholstery. The XR-PHEV II's powertrain is a bit more mysterious, though. It's a front-wheel drive PHEV that's powered by a 12-kWh battery and offers a total output of 160 horsepower. However, Mitsubishi isn't taking about the internal combustion engine's displacement or the model's transmission. Still, the company is clear that this look is a glimpse at its future crossovers, and that would be a welcome change. XR-PHEV II's more angular design would certainly liven up Mitsubishi's somewhat staid lineup.
