Only 3 new cars cost under $20,000. Here’s what you should buy used instead

Looks like some more people have realized something we pointed out late last year. There are only three new cars under the magic $20,000 price limit currently for sale in the United States. Those three vehicles are the Nissan Versa with a starting price of $16,925 (all prices here include destination fee), the Kia Rio at $17,390 and the Mitsubishi Mirage at $17,650. Should push come to shove, so to speak, we'd probably pick the Nissan as our top choice among those three due to its practicality, comfort and overall polish when compared to its similarly priced peers. But really, as we've suggested before, there are better options. Our top pick for a used vehicle under $20,000 remains the Chevy Volt. It's stylish, comfortable, practical and, above all else, efficient, assuming you can plug it in at home. If you don't have access to a plug at home, you'll likely be able to find a very gently used car for the same price as one of the budget options above. We'd check out the Honda Fit, Kia Soul, Subaru Impreza, Toyota Corolla hatchback and Volkswagen Jetta from the  model years and aim for something with under 20,000 miles and with a year or two left of its factory warranty. A quick inventory search shows that some of those cars, notably the Impreza and Jetta, can even be found Certified Pre Owned in most parts of the country. For what it's worth, with the average new car transaction price hovering alarmingly close to $50,000, we wouldn't expect to see any more options coming any time soon for well under half that sum. 2023 Mitsubishi Outlander PHEV gets more power, EV range

It's been quite awhile coming, but the key details of the 2023 Mitsubishi Outlander PHEV are finally here: electric range, horsepower and pricing. And they're all increases over the old model, mostly in good ways. Like before, the Outlander PHEV runs mainly as a series hybrid, with forward propulsion coming from a pair of electric motors (one front, one rear). The naturally aspirated 2.4-liter four-cylinder mainly acts as a generator, though it can provide direct power in certain circumstances. Overall output is 248 horsepower and 332 pound-feet of torque. Supplying electric power is a 20-kWh battery pack, a touch more than 6-kWh greater than the old pack. The bigger battery boosts electric range to 38 miles. Interestingly, Mitsubishi continues to also offer the ability to charge at a DC fast charger. At 38 minutes to charge to 80%, it's not especially fast compared with many modern electric cars, but it's a neat option that few plug-in hybrids offer. Overall fuel economy is rated at 64 mpg-e, which is actually worse than the outgoing model that got 74 mpg-e. We're not entirely sure what resulted in the lower overall number, since fuel economy when running on a depleted battery wasn't given. We would expect numbers close to the regular Outlander, which gets 26 to 27 mpg in combined driving depending on configuration.  The price also goes up. At $41,190, it's $2,690 more than the old model. But that seems fairly reasonable considering the additional electric range and power, not to mention the fact that the powertrain is packaged in the vastly improved new Outlander chassis with its more attractive styling and nicer interior. It also finds itself priced carefully between the slightly more expensive RAV4 Prime (which has a bit more electric range and more power) and the Ford Escape Plug-in Hybrid (which is front-drive only and just one mile less range). Both those options are more efficient overall, as is the most affordable Tucson PHEV, though it's only available in select states and has the lowest range at 33 miles. It does offer a bit more power than the Mitsubishi, though. The 2023 Mitsubishi Outlander PHEV goes on sale first in select states around November, but will be offered nationwide a little later. Mitsubishi's all-electric Pikes Peak challengers are in it to win it

With a second-place finish already in the books from 2012, there's only one thing on the minds of Mitsubishi drivers Hiroshi Masuoka and Greg Tracy: winning. As the presenting sponsor for the 2013 Pikes Peak International Hill Climb, there's no doubt the Japanese manufacturer is hoping for a good showing this year, and the video you'll see below explains how Mitsubishi changed things this year to help ensure a win... basically, more power and more downforce.
Winning in 2013 certainly won't be easy. With competitors that include Nobuhiro "Monster" Tajima and Rod Millen, who's driving for Toyota, winners in 2012 in the Electric class. Our own Jonathon Ramsey sat down and spoke with the boys from Mitsubishi, and found that, if not for the over-the-top presence from Peugeot, the the all-electric MiEV Evolution II (which may be a sort of test-bed for potential Lancer Evolution-of-the-future components) may even be capable of challenging for the overall victory.
