Navigant Research expects electrified vehicles (including hybrids, plug-in hybrids and battery electric vehicles) to reach 6 million sales in 2024. That's up from 2.6 million sales in 2015. About half of those sales will be plug-in vehicles in 2024, up from 19 percent in 2015. To make its predictions, Navigant took into account automaker strategies, concept vehicles, regulations and incentives, electricity and oil prices, and charging infrastructure expectations over the 10-year timetable. Navigant also says that despite the massive changes in the last five years, the next five years will be "even more impactful to the global automotive and energy industries." While the nation used 291 to 317 million gallons in 2015, consumption levels for 2016 could surpass 2 billion gallons, depending on blending regulation enforcement. Indonesia raised the minimum biodiesel content in diesel fuel from 10 to 15 percent in 2015 while increasing biofuel subsidies. It will raise the blend minimum to 20 percent for 2016, and plans to increase it to 30 percent in 2020. Read more at Business Recorder. Scotland's national newspaper, The Scotsman, has awarded the title of Plug-In Vehicle of the Year to the Mitsubishi Outlander PHEV. The paper praised the car for its ability to live up to its "ecocredentials," as well as its all-around practicality. During its long-term test, Scotsman staff enjoyed using the 32.5 miles of electric driving range to commute to and from work. The Scotsman's Steven Chisholm called the Mitsubishi Outlander PHEV, "an exciting prospect for anyone looking for an SUV that's easy on the wallet as well as the environment." Investigators say Mitsubishi mpg scandal was 'collective failure'

Investigators hired by Mitsubishi Motors to probe why the Japanese automaker engaged in falsifying fuel-economy figures for the past quarter-century faulted the company's "corporate culture." Specifically, there was a lack of unity between divisions, company-wide pressure to boost fuel-efficiency numbers, and an unwillingness to accept fuel-economy shortfalls, Automotive News says, citing comments made by consultants who hired by the company to investigate the problems. Challenging management authority even if it was proper to do so was also frowned upon. One of the investigators called the scandal "a collective failure." Among other suggestions, the consultants recommended that Mitsubishi's vehicle-mileage certification be independent from research and development, that there's greater transparency overall, and that there's a more thorough understanding of laws. New shareholder Nissan may also invest in retooling Mitsubishi's R&D operations, and is sending one of its former executives, Mitsuhiko Yamashita, to Mitsubishi to try to prevent any sort of repeat problems. Mitsubishi joined a list of automakers including Volkswagen, Hyundai/Kia, and Ford that have been found in recent years to either mislead with its published fuel-efficiency figures or emissions-testing procedures. A Nissan spokesman declined to comment on the Mitsubishi report, according to Automotive News. The recommendation comes less than three months after the announcement that Nissan would help rescue Mitsubishi from its fuel-economy scandal by acquiring part of the company. Nissan agreed in May to pay $2.2 billion for a 34-percent stake in Mitsubishi, and said at the time that Mitsubishi would join the Renault-Nissan Alliance. Nissan also owns 15 percent of France-based Renault. That announcement came right after Mitsubishi's admission that it may have falsified fuel-economy data for every one of its vehicles made in Japan dating back to 1991. New Mitsubishi Outlander PHEV coming before the end of the year

Mitsubishi was the first automaker to market with an all-wheel-drive plug-in hybrid crossover, the Outlander PHEV, which went on sale in some parts of the world as long ago as 2013. It hit the U.S. market in 2016 as a 2017 model and was just updated for 2021 with a more powerful electrified drivetrain and a bigger battery pack. But it was still based on the old Outlander architecture instead of the completely new non-PHEV Outlander that launched as a 2022 model and shared a lot of its underpinnings with the Nissan Rogue. Now Mitsubishi says an all-new Outlander PHEV will hit its home market of Japan before the calendar closes on 2021 and will debut in the States in the middle of 2022. As expected, it will be built on the automaker's latest crossover chassis, a vastly improved platform that benefits greatly from the automaker's partnerships with Nissan and Renault. We don't have any specific details, but Mitsubishi says we can expect "improved motor output and increased battery capacity over the current model." That means "more powerful road performance and greater driving range." As competent as the current Outlander PHEV is, more power, greater range and improved driving dynamics courtesy of a new chassis are all excellent benefits, which is good since the Outlander PHEV faces awfully tough competition, particularly in the form of the Toyota RAV4 Prime. Plus, the new Outlander PHEV has an ace up its sleeve: Mitsubishi says this of its upcoming PHEV: "integrated components and an optimized layout allow the new model to accommodate seven passengers in three rows."
