For car enthusiasts, the most exciting part of ringing in a new year is watching the list of import-eligible cars grow. Federal regulations make bringing a late-model car from Europe or Asia mind-bogglingly difficult, but these barriers fall as soon as a vehicle turns 25. There's no need to slash through a jungle of red tape; simply ship your dream forbidden fruit over, pay import duties, and in most states you're good to park a fresh import car in your garage. Of course, you need to locate any car you're considering importing, whether it's on this list of cars you can import in 2023 or not. A quick search of the internet will show that there are a lot of places that specialize in sourcing cars to import into the United States, and while we don't have any firsthand experience with any of them, we can point out a few well-known import car dealers, including some at auction. Duncan Imports and Classics bills itself as "America's Largest JDM Dealer" and keeps a large inventory of vehicles that have already been brought into the States. The Import Guys boast options to ship and finance worldwide, Davey Japan claims to have exported over 50,000 vehicles from Japan, and Goonet Exchange says it's operated by "Japan's largest used car information site." Japanese site Be Forward lists a staggering 10,949 online reviews at the time of writing with an average score of around 4.5 out of 5 stars. If your new year's resolution is to buy a car from overseas, here are some of the highlights from 2023's crop of importable cars. Keep in mind that some of these import cars were introduced in 1997 but didn't enter production until 1998, while others made their debut late in the year. And without further ado, here is a list of six cars that are eligible for import to the U.S. in 2023 that are worth noting. Recharge Wrap-up: Japan supports hydrogen, Fools against fuel cells, BlueIndy controversy

Japan hopes to expand the use of hydrogen energy by subsidizing fuel cell vehicles, according to The Japan News. The trade ministry plans to include the subsidies in its 2015 budget to coincide with the expected launch of Toyota's Fuel Cell Vehicle and the Honda FCEV hydrogen car. By jump-starting purchases of hydrogen cars, Japan hopes that innovation and mass-production will get a boost and the cost of fuel cell vehicles will be competitive with gasoline-powered models by the year 2025. Japan plans to have 100 hydrogen fueling locations operating by March 2016, and wants to halve the cost of building those stations by 2020. The amount of the subsidies has not yet been set. Investing website The Motley Fool isn't quite as optimistic as Japan about hydrogen cars, and is instead bullish about Tesla Motors. The Fool points to Tesla's strong stock performance, and predicts future growth will come from more car models in the future - starting with the Model X - as well as the company's proposed Gigafactory for manufacturing batteries. If Tesla's charging technology continues to catch on, that only improves its financial prospects. The article has some harsh words, however, for hydrogen: "Fuel cells are an inferior automotive technology and for fundamental efficiency, cost, and infrastructure reasons always will be mere compliance gimmicks." Yeesh. As part of a program to build charging stations for the Indianapolis EV carsharing service BlueIndy, utility company Indianapolis Power & Light (IPL) wants to raise its electricity rates an average of 44 cents a month per residential customer to help pay for its share of the project. State consumer advocacy agency Indiana Office of Utility Consumer Counselor and consumer watchdog group Citizens Action Coalition oppose the plan, according to Greenfield, Indiana's Daily Reporter. The BlueIndy program, which is a partnership between the city of Indianapolis and battery manufacturer Bollore Group, will provide up to 500 cars for rent at 25 charging sites around the city. Those who oppose the rate hike call IPL a monopoly and say the amount of the increase is not allowed under state law and that the program wouldn't benefit working class and low-income citizens. A hearing regarding IPL's proposal is scheduled for July 23. A Mitsubishi Outlander PHEV will run the 2014 Asia Cross Country Rally, Hybrid Cars reports. The rally covers 1,367 miles of woods, swamps and mountains from Thailand to Cambodia.

2014 Mitsubishi Mirage arrives in US this fall

Mitsubishi dealers have been painfully starved of fresh product for ages now, with their most recent new model, the bubble-shaped i electric car, already requiring a serious sales jumpstart. We've known for a while that help is on the way in the form of an all-new Outlander crossover, but we've basically only had loose confirmations to go on that the Japanese automaker would eventually reintroduce its Mirage subcompact to the American market. Today, those rumors have turned to reality, as Mitsubishi has confirmed that the five-door economy car will hit US dealerships this fall.
Every subcompact player needs a trump suit, from Ford's tech-rich Fiesta to Honda's impossibly space-efficient Fit, and the Mirage's calling card figures to be its fuel economy. Mitsubishi says it expects its 2014 Mirage to achieve 37 miles per gallon in the city and 44 on the highway (combined rating of 40 mpg) when equipped with a continuously variable transmission. Those figures are good enough, Mitsu says, to earn it the title of the most fuel-efficient gasoline vehicle sold in America that isn't a hybrid.
Of course, Mitsubishi isn't outlining any additional specs at the moment - not even engine configuration. We're expecting the company's 1.2-liter three-cylinder, which in European spec delivers a modest 79 horsepower and 78 pound-feet of torque. The Continent's Mirage weighs under 1,900 pounds, but the normally aspirated triple still makes for leisurely acceleration of 11.7 seconds to 62 miles per hour. It will be interesting to see if Mitsubishi makes some powertrain alterations to better suit American expectations.
