Recharge Wrap-up: Japan supports hydrogen, Fools against fuel cells, BlueIndy controversy

Japan hopes to expand the use of hydrogen energy by subsidizing fuel cell vehicles, according to The Japan News. The trade ministry plans to include the subsidies in its 2015 budget to coincide with the expected launch of Toyota's Fuel Cell Vehicle and the Honda FCEV hydrogen car. By jump-starting purchases of hydrogen cars, Japan hopes that innovation and mass-production will get a boost and the cost of fuel cell vehicles will be competitive with gasoline-powered models by the year 2025. Japan plans to have 100 hydrogen fueling locations operating by March 2016, and wants to halve the cost of building those stations by 2020. The amount of the subsidies has not yet been set. Investing website The Motley Fool isn't quite as optimistic as Japan about hydrogen cars, and is instead bullish about Tesla Motors. The Fool points to Tesla's strong stock performance, and predicts future growth will come from more car models in the future - starting with the Model X - as well as the company's proposed Gigafactory for manufacturing batteries. If Tesla's charging technology continues to catch on, that only improves its financial prospects. The article has some harsh words, however, for hydrogen: "Fuel cells are an inferior automotive technology and for fundamental efficiency, cost, and infrastructure reasons always will be mere compliance gimmicks." Yeesh. As part of a program to build charging stations for the Indianapolis EV carsharing service BlueIndy, utility company Indianapolis Power & Light (IPL) wants to raise its electricity rates an average of 44 cents a month per residential customer to help pay for its share of the project. State consumer advocacy agency Indiana Office of Utility Consumer Counselor and consumer watchdog group Citizens Action Coalition oppose the plan, according to Greenfield, Indiana's Daily Reporter. The BlueIndy program, which is a partnership between the city of Indianapolis and battery manufacturer Bollore Group, will provide up to 500 cars for rent at 25 charging sites around the city. Those who oppose the rate hike call IPL a monopoly and say the amount of the increase is not allowed under state law and that the program wouldn't benefit working class and low-income citizens. A hearing regarding IPL's proposal is scheduled for July 23. A Mitsubishi Outlander PHEV will run the 2014 Asia Cross Country Rally, Hybrid Cars reports. The rally covers 1,367 miles of woods, swamps and mountains from Thailand to Cambodia.

Junkyard Gem: 1991 Dodge Stealth R/T

Chrysler's relationship with Mitsubishi goes back to the early 1970s, when the first Mitsubishi Colt Galants arrived from Japan with Dodge Colt badging. Plenty of Mitsubishi-built Arrows and Ram 50s and Challengers followed, and the joint Chrysler-Mitsubishi plant in Illinois began building cars in 1988. By the 1990s, you could find Mitsubishi DNA throughout the American Chrysler family, and the Mitsubishi GTO was brought over to become the Dodge Stealth starting in 1991. Here's one of those first-year Stealths, now residing in a Colorado self-service boneyard. Four grades of Stealth were available here in 1991, with the R/T Turbo AWD at the very pinnacle. This car, a regular R/T, is one step down from that model but still a pretty quick machine for its time. MSRP was $25,155, or about $55,370 in 2022 dollars. The R/T got this naturally-aspirated DOHC 6G72 engine, displacing 3.0 liters and making 222 horsepower. If you got the turbocharged version in the R/T Turbo AWD (or the Mitsubishi 3000GT VR-4), power went up to 300 horses. The 3000GT (as the GTO was known here) was mechanically identical to this car but had slightly different styling. The GTO/3000GT/Stealth replaced the Mitsubishi Starion and its Chrysler/Dodge Conquest siblings, which were sold here from the 1983 through 1989 model years. The Starion was a rear-wheel-drive machine that competed for sales against the Toyota Supra and Nissan Z, while the Mitsubishi GTO was available with either front- or all-wheel-drive. As illustrated by this photo of the rear suspension, this car is a front-wheel-drive version. Americans loved automatic transmissions 30 years ago, nearly as much as we love them today, but this car has a proper five-on-the-floor manual. If you wanted the optional four-speed automatic, it cost 813 bucks ($1,790 today). The Stealth R/T AWD had a mandatory five-speed manual transmission. This car has been hit hard by junkyard shoppers and the ravages of time, but it was fairly luxurious when new. Air conditioning was standard equipment on the R/T, though not on the lesser Stealths. This car came close to 150,000 total miles, but fell a bit short of that milestone. The final year for the Dodge Stealth was 1996, though the Mitsubishi 3000GT remained available here through 1999. Junkyard Gem: 1977 Dodge Colt Mileage Maker Coupe

While Ford and GM each had the resources to develop their own Michigan-designed subcompacts for the dawn of the 1970s— the Pinto and Vega, respectively— Chrysler couldn't afford the huge price tag for such a project. Instead, Chrysler's European operations were tapped for a couple of models that sold well enough on the other side of the Atlantic, giving us the Plymouth Cricket (known as the Hillman Avenger in the UK) and the Simca 1204 (aka the Simca 1100 in France). American car shoppers gave those two models the cold shoulder, but then Chrysler found genuine sales success by making a deal with Mitsubishi to sell the Colt Galant with left-hand drive. This became the Dodge Colt, with sales beginning in the 1971 model year. Though the 1971-1978 rear-wheel-drive Colts were once as commonplace as Corollas or B210s on American roads, they have all but disappeared today. That makes today's Junkyard Find, discovered in a Denver-area yard last week, particularly interesting. This car shows signs of having been in the hands of a speed-crazed enthusiast owner, including an aftermarket steering wheel and one-piece racing seats with slots for five-point harnesses. The primer-gray paint is another clue. The rear-wheel-drive Colts were reasonably quick for their time, and they could be made genuinely quick with basic engine upgrades. This Mitsubishi Saturn four-banger has a tube header, hot-rod ignition system, and a two-barrel (Mikuni-made) Solex carburetor. We can assume there's probably some kind of cam upgrade under the valve cover, too. The shifter is gone, but the original transmission in this car was either the base four-speed or optional five-speed manual. A three-speed automatic was available for $270 (about $1,275 today). Later on, front-wheel-drive Colts (and Mitsubishi Mirages) could be bought with the Twin-Stick overdrive rig, which gave drivers eight forward speeds and the opportunity to make Twin-Stick beer taps. The 1977-1978 Dodge Colt two- and four-door sedans were based on the Mitsubishi Lancer and were a bit smaller than the 1971-1977 cars, while the wagon version moved to the Galant Sigma platform. The build tag shows that this car started life as the cheapest 1977 Colt model, the "Mileage Maker" two-door sedan (Dodge dealers called it a coupe, so that's what I'm calling it in the title).
