Japan may aid carmakers facing U.S. tariff threat

TOKYO — Japan is considering giving carmakers fiscal support including tax breaks to offset the impact from trade frictions with the United States and a sales-tax hike planned for next year, government sources told Reuters on Wednesday. Going into a second round of trade talks with the United States on Sept. 21, Japan is hoping to avert steep tariffs on its car exports and fend off U.S. demands for a bilateral free trade agreement that could put it under pressure to open politically sensitive markets, like agriculture. "If the trade talks pile pressure on Japan's car exports, we would need to consider measures to support the auto industry," a ruling party official said on condition of anonymity because of sensitivity of the matter. The auto industry accounts for about 20 percent of Japan's overall output and around 60-70 percent of the country's trade surplus with the United States, making it vulnerable to U.S. action against Japanese exports. Japan's biggest automakers and components suppliers fear they could take a significant hit if Washington follows through on proposals to hike tariffs on autos and auto parts to 25 percent. Policymakers also worry that an increase in the sales tax from 8 percent to 10 percent planned for October 2019, could cause a slump in sales of big-ticket items such as cars and home. Prime Minister Shinzo Abe has twice postponed the tax hike after the last increase from 5 percent in 2014 dealt a blow to private consumption, which accounts for about 60 percent of the economy. To prevent a pullback in demand after the tax hike, the government may consider large fiscal spending later when it draws up its budget for next year, government sources said. "One option may be to greatly reduce or abolish the automobile purchase tax," one of the government sources said. The government is also considering cuts in the automobile tax and automobile weight tax to help car buyers, the source added. Mitsubishi off-road concepts head to Tokyo Auto Salon

While the focus on this side of the Pacific has been on CES and the Detroit Auto Show, over in Japan they're gearing up for the Tokyo Auto Salon. Most of the other Japanese automakers have already shown us what they have in store for the tuner expo, and now it's Mitsubishi's turn. This year, Mitsubishi will showcase two pairs of custom creations. They're all focused on the great outdoors, but two take more of an adventuring approach while the other two are geared towards camping. Two are based on the Outlander PHEV and the other two on the Delica D5 minivan. The Outdoor Gear concepts feature matte pearl white paintjobs with orange trim, black interiors with orange trim, and mesh fabric seats with grippy suede trim. The Outlander version rides on 20-inch wheels with off-road tires, a spoiler, and a bike rack on the roof. The Delica gets a carbon-style front bumper, LED daytime running lights, brush guards, and 16-inch wheels. The Active Camper concepts feature 20-inch wheels and matte silver paint with a black camo pattern – a treatment which continues inside. Here the Outlander features a new body kit, adjustable suspension, a roof box, and 1,500 watts of auxiliary power. The Delica version features a sportier grille, brush guards, and a convertible cabin space with room for two. They'll be displayed alongside a replica of the Outlander PHEV rally machine which Mitsubishi is fielding at the Baja Portalegre 500. But these are just some of the goodies in store for the Tokyo Auto Salon this year, which promises all the JDM action you could shake a carbon-fiber stick at. The doors open at the Makuhari Messe in Chiba City on Friday and will stay open through the weekend. Mitsubishi North America distances itself from mileage scandal

Mitsubishi's US operations are keen to distance themselves from the falsified fuel mileage scandal that has brought the whole of Mitsubishi Motors under scrutiny. In a statement released Thursday, MMNA announced that the internal audit of US market vehicles dating back to 2013 has uncovered no wrongdoings. Mitsubishi Motors R&D North America has verified the data previously submitted to EPA, and no vehicles sold in the US from 2013 to 2017 are affected with the fuel data irregularities. According to Mitsubishi, the testing data for the US market vehicles complies with EPA procedures and a different method is used in the United States than Japan to gather fuel mileage figures – something the EPA calls "Road Load Coefficient," and the data is independently verified before submitting. So far, the scandal seems to center on Japanese market cars, even if the findings date back to 1991. To confirm that U.S. market vehicles are not affected by this issue, Mitsubishi Motors R&D America, Inc., working together with Mitsubishi Motors Corporation, proactively conducted an internal audit of U.S. market vehicles going back several model years to check previously submitted data to the EPA. After a thorough review of all 2013MY – 2017MY vehicles sold in the United States, we have determined that none of these vehicles are affected. Our findings confirm that fuel economy testing data for these U.S. market vehicles is accurate and complies with established EPA procedures. An entirely different system is used for the United States market to determine what the EPA calls Road Load Coefficient, strictly adhering to EPA procedures. The data generated is then independently verified for its accuracy before being submitted to the EPA for their fuel economy testing. MMNA has shared this information with EPA, California Air Resources Board and DOT. Mitsubishi Motors Corporation has acted quickly to address this issue and is putting in place a committee of external experts to thoroughly and objectively continue this investigation. The results of the investigation, once completed, will be made public.
