Chinese-made electric Mini threatened with highest EV tariff from EU

BERLIN — The new all-electric Mini Cooper made in China is set to be hit by the highest EV tariff of 38.1% under the EU's provisional plans, a Reuters source familiar with the matter said on Friday, a potential terminal blow for the car's sales prospects. Mass production of the roughly 35,000-euro ($37,345) vehicle, produced by a joint venture of BMW and China's Great Wall Motor Co Ltd, began late last year - shortly after the EU launched its probe. With production still in early days, the joint venture was unable to fulfil the European Commission's survey to the level of detail required to be classed as a company cooperating with the investigation, the source said, declining to be named because discussions are private. Companies seen as cooperating with the EU were subject to lower tariffs of 17.4%-21%, according to a European Commission document seen by Reuters. That includes BMW Brilliance Automotive, another BMW joint venture that has produced the electric iX3 for export to Europe from China since 2021. BMW declined to comment. BMW CEO Oliver Zipse said earlier this week the tariffs were the "wrong way to go", echoing concerns from other German carmakers fearful of a trade war which could end in counter-tariffs on cars exported from Germany to China. The European Commission said that joint ventures producing cars in China would be subject to duties, without specifying whether more recently formed ventures might benefit from the lower 21% rate for companies that cooperated with the investigation. A 38.1% price hike on the Mini, which was to be exported from China to Europe, could dent sales at a time when the carmaker is counting on every projected all-electric sale to help meet tightening carbon emissions targets. The deadline for imposing provisional measures is July 4, after which the investigation will continue to late October. That leaves time for Beijing and Brussels to make a deal to soften the blow. Help Mini decide on its next limited-edition Cooper

Mini likes to make a big hullabaloo about the number of ways its cars can be configured, which currently stands at 10 million. While that figure is impressive, the BMW-owned brand is always looking for new and unique design variations, a trend that has seen a number of special-edition Minis pop up over the years boasting unique color and trim items.
For the new, third-generation F56 Mini, the British brand is at it again. Only this time, the cars are designed and chosen by Mini's fans in a new contest. Called "The New Originals," Mini teamed its 10 Final Test Test Drive winners with an illustrator to design their perfect Mini, one of which will become the next special-edition model.
The ten cars are currently being voted on by the brand's fans on the Mini USA website, with the winner set to be announced at the 2014 New York Auto Show in April. A total of 56 examples of the winning entry will then be put on sale, making this one of the most limited of Mini's many limited editions. See that red thing? It's the Mini Citysurfer Concept. It is not, in case you were wondering, an automobile. Yet despite this apparent shortcoming, Mini has placed it on a plinth at the 2014 Los Angeles Auto Show.
The electric scooter weighs in at 40 pounds, can hit 15 miles per hour, cover 10 to 15 miles and can be folded up and charged in the trunk of a Mini Cooper (or any other vehicle with a 12-volt outlet and a roomy enough cargo area). According to the British marque, these qualities will give the scooter's owner the "spontaneous and convenient mobility even in those sections of an urban area not accessible to motorized vehicles."
It's not terribly difficult to see the appeal, as Mini explains it. With urban congestion becoming an increasingly serious problem - and some cities beginning to ban cars outright - the idea of an easy to charge and easy to stow runabout is extremely attractive. That's doubly true in the case of the Citysurfer, which is rather well equipped, as far as scooters go.
