NHTSA slaps BMW with $40M fine for slow Mini recall

BMW is on the hook for a $40-million fine after the National Highway Traffic Safety Administration slapped the automaker over not recalling Minis that failed to meet minimum side-impact crash standards. The civil penalty from NHTSA concerns 2014 and 2015 Mini Cooper hatchback models that "failed a crash test designed to determine whether the vehicle met crash-protection minimums," the government agency said in a press release issued this week. An October 2014 test revealed the first problem, and the Mini was subsequently retested in July, only to fail again and finally prompt a recall of more than 30,000 cars. But according to NHTSA's investigation that was opened in October, BMW waited too long to issue a recall after it knew the cars did not meet standards and bring them into compliance with more energy-absorbing materials installed by Mini dealers. This is the second time NHTSA slapped BMW with a major penalty, following a $3-million fine back in 2012 failing to report recalls of its cars and motorcycles. "For the second time in three years, BMW has been penalized for failing to meet that obligation," NHTSA Administrator Mark Rosekind said in the release. "The company must take this opportunity to reform its procedures and its culture to put safety where it belongs: at the top of its priority list." In a separate release issued this week, BMW Group said it, "is committed to further improving its recall processes to better serve its customers," and that the company, "respects the role of NHTSA and looks forward to working with them to develop solutions for the future." Under terms of a Consent Order issued to BMW, the company acknowledges that it violated requirements to issue a timely recall of vehicles that did not comply with minimum crash protection standards, to notify owners of recalls in a timely fashion, and to provide accurate information about its recalls to NHTSA. NHTSA imposed a $3 million civil penalty to BMW in 2012 for similar violations.

Volvo leads and Mini fails in JD Power's Tech Experience Index

New cars are basically rolling computers. Everything from the engine to the infotainment runs on a series of ones and zeros, and a lot of that technology requires input from the driver. So it's no surprise that JD Power has a study designed specifically to discern which bits of tech drivers love and which bits they loathe. "New technology continues to be a primary factor in the vehicle purchase decision," says JD Power's Kristin Kolodge, executive director of driver interaction & human machine interface research. "However, it’s critical for automakers to offer features that owners find intuitive and reliable. The user experience plays a major role in whether an owner will use the technology on a regular basis or abandon it and feel like they wasted their money." The J.D. Power 2020 U.S. Tech Experience Index (TXI) Study found that Volvo owners are happiest with the technology packed inside their vehicles, followed by BMW and Cadillac, all brands that JD Power classifies as premium. The highest-rated mainstream brand is Hyundai, followed by Subaru and Kia. As was the case with the organization's Initial Quality and APEAL studies, Tesla's numbers aren't officially included because they are the only automaker that has not granted JD Power approval to contact its owners in states that require it. Tesla's projected score of 593 would have put it in second place, right behind Volvo's score of 617. The lowest-ranked brand in the TXI Study is Mini, with Porsche right behind. Diving a little bit deeper, JD Power's findings suggest that the technologies new car buyers care most about are related to helping them see their surroundings better. Camera systems, including rear-view mirror cameras and ground-view cameras, scored highest in five of the six satisfaction attributes measured in the study. The technology that owners could really do without? Gesture controls. Owners who answered JD Power's survey say they don't use gesture controls much at all after initially trying them, and they don't really care if their next vehicle has them. We have to wonder if those responses might be what kept BMW out of the top spot. The TXI Study also found that owners are split on automated driving helpers, like lane-keeping assist and automatic emergency braking. Mini Cooper SE Convertible revealed for electric top-down motoring

The electric Mini Cooper SE Convertible is officially a production car! Sadly, that production is exclusively slated for Europe right now, but if we all yell loudly enough, maybe we can get Mini to send some across the ocean. In reality, the chances of the SE Convertible coming here are nearly zero, if not zero. Mini is only making 999 of them as a small series experiment of sorts. Its powertrain and battery pack is the same as the hardtop SE. That means it’s sporting a single front motor with 184 horsepower. The 0-62 mph time for the Convertible is 8.2 seconds, and the electrically operated soft top (with a Union Jack) can be deployed at speeds up to 18 mph. Range is just 125 miles on the optimistic WLTP cycle, which is considerably less than the hardtopÂ’s max of 145 miles. Here in the U.S., the Mini SE is only rated for 114 miles on the EPA testing cycle. If Mini ever brought it here, weÂ’d expect the Convertible to suffer a similarly proportioned range penalty. Mini applies a number of unique exterior appointments to the SE Convertible. For starters, itÂ’s only going to be available in either Enigmatic Black or White Silver. The door handles, side scuttles and light/grille surrounds are then finished in bronze. All of the logos and model lettering gets painted in a glossy black. Plus, the “E” logo is displayed across the front grille with a bronze finish. YouÂ’ll notice “1 of 999” lettering on the side scuttles, and if you open the door to look at the sills, the same “1 of 999” emblem is present again. The steering wheel gets an “E” badge, and the interior is only available in a single spec. Black leather and heated seats come standard, and the glossy black trim does, too. Yellow accents, the same as you get in the Hardtop, all emphasize the electric nature of the car. Production will take place in the Netherlands, and cars will begin shipping in April this year.
