Mini recalls 86,000 hatchbacks, convertibles from 2002 to 2005

Mini is recalling 86,018 cars built for model years 2002 through 2005 over concerns about the power steering system. The affected vehicles include both R50 Cooper and R53 Cooper S hatchbacks as well as convertibles (where applicable). Mini's public communications with the National Highway Traffic Safety Administration over the issue are decidedly oblique and simply pointing out owners could "experience temporary or permanent loss of the electro-hydraulic steering assistance." Worryingly, Mini claims it's aware of 20 accidents and five injuries due to the power-steering issue. This isn't the first time Mini has had problems with the power steering systems on these first-gen Coopers. The automaker had so many claims of bad power steering pumps and cooling fans that it upped the warranty on those units to 13 years or 150,000 miles for the same 2002 to 2005 models being recalled here. This author's personal 2006 model is on its third fan and second pump, though that year has never officially been investigated or recalled. A slight drop in steering assist and a low-battery warning at engine startup are the main signs your car needs recall work. Owners of the affected hatchbacks and cabrios will be notified by Mini and asked to report to their local dealer to have the electrohydraulic steering system's wiring and components inspected. Mini prepping new John Cooper Works convertible

Those enamored by a Mini's spritely handling and retro styling but looking for that extra performance edge have had a succession of John Cooper Works models to choose from, straight through to the latest version unveiled this week in Detroit. And now, Mini appears to be preparing a JCW version of the new convertible. Spied undergoing cold-weather testing in Scandinavia, this Mini prototype appears to be wearing the tell-tale signs of a JCW model, combined with the folding fabric roof of the convertible model. Mini has yet to reveal the convertible version of the latest, third-generation Cooper, but while we're expecting it to take a similar approach to the outgoing model – with four seats and a soft top stacking up in the back when open – there's always the chance that, with the demise of the two-seat Roadster model, the roof on the new cabrio will fold more flush with the rear deck. Since this prototype, like the previous one we saw over a year ago on a flat-bed truck, has its roof up, it's impossible to say at this point. What we can see is that this prototype, though decked out in swirly camouflage, is wearing the upgraded body kit of the new JCW hatch, including the flared wheel arches, big air vents and dual central exhaust tips. The wheels, though wearing snow tires appropriate to the climate, fill those flared fenders well, and are in turn packed with what look like pretty big brakes. Expect the 2.0-liter turbo four to pack the same 228 horsepower and 236 pound-feet of torque as the hardtop version, only with the added thrill of wind in your hair. Of course, if Mini is indeed preparing to launch a JCW version of the new convertible, there's nothing to say it won't do the same with the four-door Hardtop, the upcoming Clubman wagon or any other body-style in the new range. NHTSA slaps BMW with $40M fine for slow Mini recall

BMW is on the hook for a $40-million fine after the National Highway Traffic Safety Administration slapped the automaker over not recalling Minis that failed to meet minimum side-impact crash standards. The civil penalty from NHTSA concerns 2014 and 2015 Mini Cooper hatchback models that "failed a crash test designed to determine whether the vehicle met crash-protection minimums," the government agency said in a press release issued this week. An October 2014 test revealed the first problem, and the Mini was subsequently retested in July, only to fail again and finally prompt a recall of more than 30,000 cars. But according to NHTSA's investigation that was opened in October, BMW waited too long to issue a recall after it knew the cars did not meet standards and bring them into compliance with more energy-absorbing materials installed by Mini dealers. This is the second time NHTSA slapped BMW with a major penalty, following a $3-million fine back in 2012 failing to report recalls of its cars and motorcycles. "For the second time in three years, BMW has been penalized for failing to meet that obligation," NHTSA Administrator Mark Rosekind said in the release. "The company must take this opportunity to reform its procedures and its culture to put safety where it belongs: at the top of its priority list." In a separate release issued this week, BMW Group said it, "is committed to further improving its recall processes to better serve its customers," and that the company, "respects the role of NHTSA and looks forward to working with them to develop solutions for the future." Under terms of a Consent Order issued to BMW, the company acknowledges that it violated requirements to issue a timely recall of vehicles that did not comply with minimum crash protection standards, to notify owners of recalls in a timely fashion, and to provide accurate information about its recalls to NHTSA. NHTSA imposed a $3 million civil penalty to BMW in 2012 for similar violations.
