NHTSA slaps BMW with $40M fine for slow Mini recall

BMW is on the hook for a $40-million fine after the National Highway Traffic Safety Administration slapped the automaker over not recalling Minis that failed to meet minimum side-impact crash standards. The civil penalty from NHTSA concerns 2014 and 2015 Mini Cooper hatchback models that "failed a crash test designed to determine whether the vehicle met crash-protection minimums," the government agency said in a press release issued this week. An October 2014 test revealed the first problem, and the Mini was subsequently retested in July, only to fail again and finally prompt a recall of more than 30,000 cars. But according to NHTSA's investigation that was opened in October, BMW waited too long to issue a recall after it knew the cars did not meet standards and bring them into compliance with more energy-absorbing materials installed by Mini dealers. This is the second time NHTSA slapped BMW with a major penalty, following a $3-million fine back in 2012 failing to report recalls of its cars and motorcycles. "For the second time in three years, BMW has been penalized for failing to meet that obligation," NHTSA Administrator Mark Rosekind said in the release. "The company must take this opportunity to reform its procedures and its culture to put safety where it belongs: at the top of its priority list." In a separate release issued this week, BMW Group said it, "is committed to further improving its recall processes to better serve its customers," and that the company, "respects the role of NHTSA and looks forward to working with them to develop solutions for the future." The One Mini Should Have Taken Rallying
It needs to be said: Mini using the Countryman as their World Rally Championship racer's bodystyle of choice has done them no favors on the marketing front. And that's what it's all about in motorsports these days: marketing and image. We have just driven the 2014 Mini John Cooper Works Paceman All4 through Frankfurt's surrounding rural areas, and even in thick snow where few souls dared to tread, it has singularly rekindled some faith in the John Cooper Works sub-brand - a glorious name whose credibility has been threatened by portly and somewhat pointless products like the JCW Countryman.
The JCW Paceman is a little quicker than its Countryman relative, a little lighter, hunkered down lower, and better looking. We can't say we're crazy anymore about the stock Chili Red details and black exterior they keep showing us at these launches, but that's just paint. Then there's that projected pricing of $36k-plus that puts us on the verge of yelling "¡No mas!" But the All4 system on our 215-horsepower Paceman worked extremely well when paired with a set of exceptional Pirelli Sottozero Winter 210 Serie II tires (sized 205/55 R17 91H all around). The combination of all-wheel drive and good rubber encouraged us to gradually up the average speed and enthusiasm the further we drove along.

Mini John Cooper Works 1 To 6 Edition extols the manual transmission

Throughout the final year of this generation of Mini Cooper, the Anglo-German brand has been rolling out limited editions about every 90 days. We got the Mini 20 Years Edition last September, the Mini Convertible Seaside Edition in March, the Mini Clubman Final Edition in April, now we have the fourth to complete the set: The Mini John Cooper Works 1 to 6 Edition. It memorializes Mini racing and the "pure essence of motorsport" as a JCW with a six-speed manual transmission, hence the 1 To 6 name. It copies the formula for the Clubman Final Edition in being almost only special badges, colors, and materials; there's little more to this than a retail Mini JCW with a stick shift and three more horsepower. Outside, there's a Midnight Black body ornamented with Piano Black for the grille surround, side scuttles, and waistline finisher. The 18-inch Circuit Spoke rims come in Jet Black. The gray bonnet stripe is composed of shift pattern line drawings, the same shift pattern showing up on the hatch in black. Red, white, and silver 1 to 6 badges appear on the side scuttles and C-pillars. Mini's making 999 examples for global buyers, so "One of 999" appears in places like the sunroof, steering wheel, and instrument panel. The black and gray interior shows off an antracite-colored headliner, illuminated red bezel for the instrument cluster, red ambient lighting, badged floor mats, and course, the stick shift with special stitching. The special makes its world debut at next month's Nurburgring 24-Hour race. One car will compete as part of the Bulldog Racing team wearing race number #126, driven by Charlie Cooper, a regular competitor who also happens to be the grandson of the John Cooper that Mini's fastest trims honor. It's a pairing that shows how the "essence of motorsport" has progressed; the hardcore Mini JCW that Bulldog Racing runs is fitted with an eight-speed automatic. We'll find out soon how many of the Mini JCW 1 to 6 Editions will come to the U.S. and the premium Mini will charge over the $35,400 of the regular Mini JCW.
