California adapts ZEV mandate with PHEVs for smaller automakers

California is the nation's largest market for zero-emissions vehicles with over 100,000 of them estimated to be on the roads there. The state's goal is to keep that number growing every year. To that end, the California Air Resources Board is now tweaking its rules in a way that might not boost ZEVs but could mean more plug-in hybrids for the Golden State. Jaguar Land Rover, Mazda, Mitsubishi, Subaru, and Volvo asked for an exemption to the state's zero-emissions vehicle mandate last year due to their relatively small development budgets compared to larger automakers. CARB denied their request but did craft a compromise, according to Automotive News. Rather than being required to offer a ZEV in the state, companies with an annual global revenue of less than $40 billion, like those in this group, may instead sell plug-in hybrids to earn ZEV credits. The companies aren't completely off the hook, though. If these plug-in hybrids don't earn enough credits, the corporations must buy them on the market to make up the difference. Automakers with popular electric models like Nissan and Tesla have made a big business through this trading system by selling their surplus to rivals. Tesla alone pocketed $51 million in the first quarter from this part of its business, according to Automotive News. The changes to the regulations also aren't set in stone, yet. CARB is meeting in 2016 and could adjust things further at that time. Feds investigating Mazda CX-9 over suspension problems

The National Highway Traffic Safety Administration is opening a preliminary evaluation into the 2007-2008 Mazda CX-9 because the lower ball joint in the front suspension can potentially separate while driving. An estimated 54,000 examples of the crossover might be affected. The investigation was prompted by six complaints of this happening on the road. Because the complaints are coming more rapidly as of late, NHTSA thinks the issue could be getting worse. The problem also appears to be more prevalent in states that use salt on their roads in the winter. None of the failures caused any injuries, and all but one happened at 20 miles per hour or slower. NHTSA's preliminary evaluations "assess the scope, frequency, and safety consequence" of a potential problem and can sometimes lead to recalls. SUMMARY: The Office of Defects Investigation (ODI) has received six (6) complaints (VOQs) alleging incidents of front suspension LBJ separation in MY 2007 through 2008 Mazda CX-9 vehicles. The reports appear to show an increasing trend. One of the separations allegedly occurred at 40 mph and the other 5 incidents occurred at speeds between 0 and 20 mph. The first VOQ was received in October 2013, followed by 2 reports in late 2014 and 3 reports in the first 5 months of 2015. Four of the VOQs are from states using high volumes of road salts (?salt states?) which, for purposes of this investigation, include: Connecticut, District of Columbia, Delaware, Illinois, Indiana, Iowa, Maine, Maryland, Massachusetts, Michigan, Minnesota, Missouri, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, Vermont, West Virginia, and Wisconsin. The other VOQs were from northern Virginia, which borders the ?salt state? region, and South Carolina. ODI also identified EWR field report data related to the alleged defect in the subject vehicles. A preliminary investigation is being opened to assess the scope, frequency, and safety consequence of the alleged defect. The six VOQs associated with this investigation are: 10717510, 10714469, 10695142, 10668978, 10640541, and 10546535.

2020 Mazda6 starts at $24,920, $200 more than 2019 model year

Mazda increased the price of all five trims of the 2020 Mazda6 by $200. The entry-level Mazda6 Sport starts at $24,000 before $920 destination charge ($965 in Alaska), for a total of $24,920. The only changes for next year are a new key fob likely copying the black and shiny metal unit from the Mazda3, and a new Signature badge likely in the form of the elemental "Sg" pulled from the CX-5 Signature model. The three Premium Paint choices carry over, with the same prices: Snowflake White Pearl Mica for $200, Machine Gray Metallic for $300, and Soul Red Crystal Metallic for $595. Prices of the other four trims run:  Mazda6 Touring $27,580 Mazda6 Grand Touring $30,620 Mazda6 Grand Touring Reserve $33,120 Mazda6 Signature $36,220 We're awaiting word on the arrival of all-wheel drive and the 2.2.-liter turbodiesel fitted to the CX-5. In the CX-5, that engine makes 168 horsepower and 290 pound-feet of torque. An AWD Mazda6 showed up in paperwork filed with the National Highway Traffic Safety Administration in January 2018, spy shots of a diesel-powered sedan followed in May that year, and Mazda mentioned the oil-burner again in April this year. For the time being, power for the 2020 Mazda6 will continue to be sent to the front axle through a six-speed automatic — Mazda eliminated the six-speed manual for the 2019 model year. The Sport and Touring trims come with a 2.5-liter four-cylinder that makes 187 hp and 186 lb-ft. The Grand Touring, Grand Touring Reserve and Signature raise that to a turbocharged 2.5-liter four-cylinder with 227 hp on 87 octane gas, or 250 hp on 93 octane, and 310 lb-ft.
