Oliver Jarvis in a Mazda takes pole in star-studded Rolex 24 at Daytona

DAYTONA BEACH, Fla. — Oliver Jarvis broke a 26-year-old record at Daytona International Speedway in putting the Mazda DPi from Team Joest on the pole for the Rolex 24 at Daytona. Jarvis went to the top of the scoring chart early in Thursday's qualifying session with a lap at 1 minute, 33.685 seconds. It broke the mark by two-tenths of a second set by P.J. Jones in 1993 in a GTP-class Toyota. The Englishman spoiled a strong run by Team Penske, which qualified second and third for the twice-round-the-clock endurance race that begins Saturday. Ricky Taylor earned the second spot in Penske's Acura ARX-05, while teammate Juan Pablo Montoya was third in his first time qualifying the sports car for the organization. Team Joest wound up first and fourth on the starting grid with Jonathan Bomarito putting its second car on the second row. Felipe Nasr had the fastest Cadillac DPi-V.R in fifth for Action Express Racing. Nasr is the reigning IMSA champion and led the way for four more Cadillacs in qualifying. Jordan Taylor was sixth for Wayne Taylor Racing, ahead of Juncos Racing's Agustin Canapino, then Tristan Vautier and Stephen Simpson for JDC-Miller Motorsports. James Allen in an Oreca 07 Gibson for DragonSpeed won the LMP2 pole. In the GT Le Mans class, Nick Tandy put a Porsche on the pole as four different manufacturers qualified in the first two rows. IMSA GTLM champion Jan Magnussen of Corvette Racing was second, Ryan Briscoe in a Ford GT for Chip Ganassi Racing was third and followed by Davide Rigon in Risi Competizione's Ferrari 488. Import pickup truck-killing Chicken Tax to be repealed?

After over 50 years, the so-called Chicken Tax may finally be going the way of the dodo. Two pending trade deals with countries in the Pacific Rim and Europe potentially could open the US auto market up to imported trucks, if the measures pass. Although, it still might be a while before you can own that Volkswagen Amarok or Toyota Hilux, if ever. The 25-percent import tariff that the Chicken Tax imposes on foreign trucks essentially makes the things all but impossible to sell one profitably in the US, which lends a distinct advantage to domestic pickups. Both the Trans-Pacific Partnership with 12 counties and Transatlantic Trade and Investment Partnership with the European Union would finally end the charge. According to Automotive News though, don't expect new pickups to flood the market, at least not immediately. These deals might roll back the tariff gradually over time, and in the case of Japan, it could be as long as 25 years before fully free trade. Furthermore, Thailand, a major truck builder in Asia, isn't currently part of the deal, and any new models here would still need to meet safety and emissions rules, as well. Automotive News gauged the very early intentions of several automakers with foreign-built trucks, and they weren't necessarily champing at the bit to start imports. Toyota thinks the Hilux sits between the Tundra and Tacoma, and Mazda doesn't think the BT-50 fits its image here. Also, VW doesn't necessarily want to bring the Amarok over from Hannover. There is previous precedent for companies at least considering bringing in pickup trucks after the Chicken Tax's demise, though. The Pacific free trade deal could be done as soon as this fall, while the EU one is likely further out, according to Automotive News. Given enough time, the more accessible ports could allow some new trucks to enter the market.

Toyota, Mazda form electric car technology venture

TOKYO — Toyota has established a new venture to develop electric vehicle technology with partner Mazda, seeking to catch up with rivals in an increasingly frenetic race to produce more battery-powered cars. Policymakers in key markets like China are pushing a shift to electric cars over the next two to three decades, while relatively new rival Tesla is gaining momentum and diesel cars are going through the fallout of the Volkswagen diesel scandal, pressuring traditional automakers to crank up plans for fully electric vehicles (EVs). At the same time, declining battery costs are enabling more power to be packed into cars, making an electric car future easier to imagine. Toyota said in a statement the new company will develop technology for a range of electric cars, including mini vehicles, passenger cars, SUVs and light trucks. Toyota will take a 90 percent stake in the joint venture, called EV Common Architecture Spirit Co Ltd, while Mazda and Denso Corp, Toyota's biggest supplier, will each take 5 percent. The plans build on a partnership announced in August when Japan's biggest automaker agreed to take a 5 percent stake in Mazda and two said they would jointly develop affordable electric vehicle technologies. Although Toyota is providing most of the financial firepower and existing EV know-how, Mazda's engineers have gained the admiration of the industry with breakthrough technologies such as its compression ignition engine announced last month. Shares in Mazda surged to end the day 3 percent higher, while those in Denso rose 1.8 percent. Toyota shares were flat. Both automakers are somewhat behind rivals, with neither having a fully electric passenger car on the market yet. After years of focusing on bringing hydrogen fuel cell vehicles to the market, Toyota last year set up a division to develop electric cars which is led by President Akio Toyoda, and said it plans to introduce EVs in China in the coming years. Toyota has also announced it will bring a game-changing solid-state EV battery to market by 2022. That division would continue as a separate entity from the new joint venture, a Toyota spokeswoman said, while adding that the two teams would co-operate on technology development. Mazda has an R&D budget a fraction of Toyota's, which has made it difficult to develop electric cars on its own. Even so, it has said it plans to launch EVs in 2020.
