China fines Toyota $12.5 million over Lexus price-fixing

BEIJING — China's market regulator on Friday has fined Japanese carmaker Toyota Motor 87.6 million yuan ($12.5 million) for price-fixing on its premium Lexus cars in eastern Jiangsu province, according to a document on its website. The decision comes as China steps up regulation over auto sales in the world's biggest vehicle market, where more than 28 million cars were sold last year. The anti-monopoly bureau of State Administration for Market Regulation said that between 2015 and 2018, the Japanese carmaker set a minimum sales and resale price for its cars in coastal Jiangsu province, which deprived dealers of pricing autonomy and harmed customers' rights. Lexus also fixed sales strategies in the region over the period, including offering customers discounts while asking them to purchase accessories at fixed prices, a sales tactic usual among individual auto dealers in China but frowned upon for carmakers. A spokesman at Toyota, Lexus' parent firm, told Reuters the firm acknowledged the penalty and respects the decision. He did not comment further. China's auto sales are declining, but Lexus' sales keep growing. It sold 180,200 vehicles in the first 11 months this year, a 21% jump from a year earlier. In June, China's market regulator imposed an 162.8 million yuan fine on Ford Motor Co's joint venture with Changan Automobile Group for violating anti-monopoly law. Lexus prices the new 2021 IS below most of its main rivals

As an outlier in a shrinking segment, the 2021 Lexus IS faces an uphill battle. Product planners know this, so they've priced the new model below most of its main rivals without compromising on content or performance. Unveiled in June 2020, the 2021 IS range consists of the entry-level 300 and the sportier 350 F-Sport, and each is offered with rear- or all-wheel drive. Pricing for the rear-wheel drive IS 300 starts at $40,025 including a mandatory $1,025 destination charge, which represents a mere $440 increase over the outgoing 2020 model. Adding all-wheel drive raises that figure to $42,025. Motorists who step up to the 350 F-Sport will need to pay $43,925 if they want power sent to the rear axle, or $45,925 if they want it channeled to the four wheels. The list of standard features includes 18-inch wheels (an inch bigger than before), numerous electronic driving aids, power-adjustable front seats (10-way for the driver; eight-way for the front passenger), dual-zone automatic climate control, and an eight-inch touchscreen that's nearly five and a half inches closer to the driver than the outgoing model's. Motorists can pay extra for 19-inch wheels, a power-operated moonroof, and a 10.3-inch touchscreen. And, at last, the IS is available with Apple CarPlay and Android Auto connectivity. Lexus shuffled its trim hierarchy for 2021, so the F Sport package is no longer available on the IS 300, but it's fitted to every IS 350 built for the American market. It bundles a cold-air intake, a specific exhaust system, a sound generator, 19-inch wheels, a sprinkling of F Sport badges, plus a body kit that adds bits like a rear spoiler and a diffuser integrated into the rear bumper. It's bolted to an eight-speed automatic transmission. While you'd assume the all-wheel drive model simply gains a pair of driven wheels, the transformation is more complex. It also receives a 3.5-liter V6 with 260 horsepower and 236 pound-feet of torque on tap, plus a six-speed automatic transmission. Lexus notes the system can send up to 50% of the engine's output to the front axles. Selecting the IS 350 brings an evolution of the 3.5-liter six that's rated at 311 horses and 280 pound-feet of twist.

NHTSA may investigate new Toyota unintended acceleration case

After paying a $1.2-billion settlement to the US government last year, Toyota largely put the unintended acceleration recall behind it. Although, there were still some civil lawsuits to handle. A new case where the owner of a 2009 Lexus ES350 is petitioning the National Highway Traffic Safety Administration to open another analysis could draw the issue back to the forefront. Investigators are still deciding whether to research these claims further, though. According to this petition, the owner's wife was driving the ES350 in February 2015. While pulling into a parking space, the sedan allegedly surged forward, and there was a low-speed accident. The claim asserts there are at least two other similar cases in NHTSA's database: one in a 2009 Camry in 2009 and another in a 2010 Corolla in 2014. Specifically, this person wants an "investigation into low-speed surging in different models of Toyota automobiles in which the car starts accelerating and the engine RPM increases even when the accelerator pedal is not depressed," according to the agency. NHTSA will do further research into this person's claim and will decide whether to conduct a full investigation into the alleged issue. This won't be the first reappraisal of unintended acceleration in Toyotas by the agency in recent months, though. Between September 2014 and May 2015, NHTSA evaluated a similar petition with allegations covering 2006-2010 Corollas, and the government body decided to deny that one because the problem couldn't be replicated.
