A new study out of Germany suggests adopting a modular approach to battery offerings in plug-in hybrid and extended range electric vehicles. Automakers could offer the same car with different battery sizes (and different costs, accordingly) to drivers depending on their driving ranges. This would optimize the total cost of ownership for various drivers better than the current approach. Developing a modular battery design and offering appropriate batteries for different customers "is the key for electric powertrains to meet customer expectations and become cost competitive against conventional technologies," according to the report from the Institute of Vehicle Concepts, German Aerospace Center. Wolfgang Ziebart, head of product development for Jaguar Land Rover, said in an interview that its hybrid system is being tweaked for more electric power and "downsized" combustion. He also said the likely target market for EVs would be second and third vehicles, rather than primary vehicles for urban driving. Within that market, Europeans look for something smaller, while American drivers lean toward larger luxury vehicles for their second car. Thailand will likely approve a Volkswagen factory as early as next week. A German newspaper suggests that Thailand's Board of Investment is set to greenlight the plant, which is planned for a site near the Port of Bangkok. Thailand is a relatively large and growing auto manufacturing country, which seeks to be a major producer of eco-friendly vehicles. The country's "Eco2" program would provide incentives to Volkswagen if it builds clean cars and meets certain production targets. Read more at Reuters. Formula E has chosen Sky Deutschland for broadcasting rights in the German market. The deal includes television rights, as well as online broadcasting. Sky Deutschland has 3.8 million subscribers in Germany and Austria. Showing the races on Germany's largest pay television provider should help generate interest for the series, particularly the Berlin ePrix - the inaugural season's penultimate race - scheduled for May 30, 2015. Watch feds crush classic Mini caught in importation dragnet

Fair warning for any classic car fans that suffer from high blood pressure: this story might not be good for your health. US Customs and Border Protection is teaming up with British law enforcement to keep unsafe, imported vehicles off the road here – like this Mini. In the government's view, the only way to make things right is to crush the cars, apparently. The destruction is part of Operation Atlantic, a crackdown on Minis and Land Rover Defenders that are being illegally imported. According to Yahoo Autos, this is just one of about 100 vehicles from the dragnet. This specific car came into the US in June, and its VIN indicated a model from 1988. However, the vehicle had a different engine than it should have, and the steering wheel was on the wrong side. It was likely actually from around 2000. To emphasize the crackdown, government officials and press gathered at a New Jersey junkyard to destroy the car. Over the past year, CBP has increased targeting and inspections of suspect imported vehicles, specifically Minis and Land Rover Defenders, as part of Operation Atlantic, a new trans-Atlantic partnership between U.S. and U.K. regulatory and law enforcement officials. "Intercepting illegal and unsafe imports is a top priority for CBP," said Brenda Smith, CBP's assistant commissioner for International Trade. What's the best car for snow? The real answer is "the one with winter tires." What do we mean by that? You could have the finest, most advanced all-wheel-drive system or four-wheel drive in the world, but if you're running all-seasons (the spork of tires), your fancy four-wheeler won't matter much. The odds are, any vehicle on the road running good winter tires will probably perform adequately in slippery, slushy and/or snowy road conditions. Keep in mind that you will need a full set of four snow tires for safety and performance, no matter what you're driving. The days of your dad putting just two snows on the family truckster to get it moving in a straight line are long gone. Don't get us wrong, getting a car that performs well in snow and ice is still a worthy criteria for car buyers. According to the U.S. Transportation Department, 70% of Americans live in places that get snow and ice. And much of the country has been blasted with arctic air for much of the new year. So let's look at the cars. First, we're highlighting choices for a variety of buyers and price points. Second, we're not just considering snow; we're considering general wintery conditions people will experience driving to work or school. As such, these are all choices with advanced all-wheel-drive systems, usually with "torque-vectoring" systems that not only automatically shunt power front and back, but side to side between the rear axles.
