California adapts ZEV mandate with PHEVs for smaller automakers

California is the nation's largest market for zero-emissions vehicles with over 100,000 of them estimated to be on the roads there. The state's goal is to keep that number growing every year. To that end, the California Air Resources Board is now tweaking its rules in a way that might not boost ZEVs but could mean more plug-in hybrids for the Golden State. Jaguar Land Rover, Mazda, Mitsubishi, Subaru, and Volvo asked for an exemption to the state's zero-emissions vehicle mandate last year due to their relatively small development budgets compared to larger automakers. CARB denied their request but did craft a compromise, according to Automotive News. Rather than being required to offer a ZEV in the state, companies with an annual global revenue of less than $40 billion, like those in this group, may instead sell plug-in hybrids to earn ZEV credits. The companies aren't completely off the hook, though. If these plug-in hybrids don't earn enough credits, the corporations must buy them on the market to make up the difference. Automakers with popular electric models like Nissan and Tesla have made a big business through this trading system by selling their surplus to rivals. Tesla alone pocketed $51 million in the first quarter from this part of its business, according to Automotive News. The changes to the regulations also aren't set in stone, yet. CARB is meeting in 2016 and could adjust things further at that time. Environmental group accuses BMW, JLR of link to deforestation in Paraguay

ASUNCION, Paraguay — Environmental group Earthsight said on Wednesday it has linked some of Europe's largest carmakers to the deforestation of the Chaco, a dry forest region of Paraguay home to jaguars and one of the last uncontacted indigenous groups in the world. The group said in a report that livestock companies have illegally logged lands of the Ayoreo Totobiegosode indigenous ethnic group, some of whose members live in voluntary isolation. The livestock skin is used in leather upholstery of luxury vehicles sold by high-end European auto brands including BMW, Jaguar and Land Rover, the group said. UK-based Earthsight said it had made covert visits to tanneries that bragged about supplying the raw material to the luxury car brands. "BMW is using hides sourced from two slaughterhouses processing cows from ranches responsible for illegal [logging] in the Ayoreo Totobiegosode's forests. Jaguar Land Rover didn't dispute sourcing from a Paraguayan tannery that processes hides from another slaughterhouse doing the same," the report said. Jaguar Land Rover said in a statement to Reuters it had found no evidence to verify Earthsight's claims. It said its European suppliers assured sustainability. "We continue  our drive for further transparency and, in this case, the leather supplier in Europe verifies with each raw material supplier that no rural property that directly supplies it is involved in illegal deforestation," the automaker said. BMW did not respond to a request for comment on the Earthsight investigation. Paraguay exports about 50,000 tons of wet-blue leather (tanned, but not dried, dyed or finished) a year, and almost two-thirds of those shipments are bound for Europe, according to the report. Automakers say that leather is a byproduct of the far larger meat industry and high-end cars constitute a comparatively small market niche. But indigenous leaders say deforestation driven by growth in beef and leather exports is encroaching on their territory and destroying their way of life. "As deforestation advances with extensive cattle ranching, they are being imprisoned, they are disappearing," Taguide Picanerai, a spokesman for the Ayoreo community in the Alto Paraguay department, northwest of Asuncion, told Reuters. Care by Volvo Volvo launched its subscription service last year with its brand-new XC40. It was the only vehicle available for a time, but subscribers can now get an S60 sedan as well. Subscriptions are for two years, with the monthly price including insurance, a concierge service, wear-and-tear item replacements and all maintenance. You'll be able to drive 15,000 miles per year with whichever Volvo you choose, and although there are no options to extend that mileage, you can swap cars after a year. Pricing for the XC40 is $650 per month in base trim, while an S60 can be as expensive as $850 for the R-Design. Volvo's plan is to offer more cars soon through the service, but it's relatively limited compared to others right now. Porsche Passport Porsche has two levels in its subscription service: Launch and Accelerate. Launch will cost $2,000 per month and give you access to the Cayman, Boxster, Macan and Cayenne. All of those but the Cayenne can be had in "S" trim as well. Accelerate is where the fun really starts. For $3,000 per month you can choose from a fleet of 911s, including the S, 4S, Cabriolet and Cabriolet S. If those aren't enough, you can also get the Panamera 4S, Macan GTS and Cayenne S. There are no mileage limits and you can change vehicles as often as you'd like. Also included in the price is insurance, repairs, detailing and any maintenance. It might be extremely expensive and limited to Atlanta only, but this subscription service is second-to-none for what you get. Audi Select Audi just launched its subscription car service, and it's offered in one version for a flat fee of $1,395 per month. For that you'll have access to five different cars including the A4, S5 Coupe, A5 Cabriolet, Q5, and Q7. Not a bad range of vehicles, but it would've been neat to see the recently updated A7 in there too. Maybe in time. Like the others, insurance and maintenance are wrapped up in the price. Audi is allowing for unlimited miles and two car swaps per month here. In addition to that, you'll get two days of free rentals through Audi's Silvercar rental agency should you go on a trip.
