Jaguar Land Rover moves closer to building Slovakia plant

Jaguar Land Rover has announced its intention to build a new assembly plant in Slovakia. Though it has yet to make the final decision, the British automaker has signed a Letter of Intent with the Slovakian government. Its next step is to launch a feasibility study before committing. If the company does go ahead with plans, it wouldn't be the first automaker – or even the first European luxury automaker for that matter – to start producing in Slovakia. Nor would it be the first Jaguar Land Rover plant outside the UK, either. The Volkswagen Group, PSA Peugeot Citroen, and Kia all manufacture in the Central European country. VW's Bratislava plant in particular handles production of the Touareg, Audi Q7, and Porsche Cayenne. In the past few years, JLR has expanded its production capacity to new locations outside of the UK. It has a new factory in China, one under construction in Brazil, and has been manufacturing in India – home country of its parent company Tata – since 2011. It recently announced a manufacturing contract with Magna Steyr in Austria, and is investing in its facilities back home as well. Though yet to be finalized, the prospect of manufacturing in Slovakia has proven more favorable to JLR than other locations in Europe or in the United States or Mexico – all possibilities that the company says it looked into. It has yet to reveal just what it would produce there, saying only that "the plant would manufacture a range of aluminium Jaguar Land Rover vehicles," that the plant would be earmarked to come online in 2018 and eventually ramp up production to 300,000 vehicles. The prevailing wisdom would seem to indicate, however, that the site is being considered for the next-generation Land Rover Defender. US Customs and Border Protection is teaming up with British law enforcement to keep unsafe, imported vehicles off the road here – like this Mini. In the government's view, the only way to make things right is to crush the cars, apparently. The destruction is part of Operation Atlantic, a crackdown on Minis and Land Rover Defenders that are being illegally imported. According to Yahoo Autos, this is just one of about 100 vehicles from the dragnet. This specific car came into the US in June, and its VIN indicated a model from 1988. However, the vehicle had a different engine than it should have, and the steering wheel was on the wrong side. It was likely actually from around 2000. To emphasize the crackdown, government officials and press gathered at a New Jersey junkyard to destroy the car. Jaguar may join the FWD, small-car parade

Was it right for Chevrolet to detune the 1975 Corvette's base engine to 165 horsepower? Was Aston Martin wrong to make the Toyota iQ-based Cygnet? Is BMW crazy to be testing the new 1 Series with three-cylinder engines and front-wheel drive? It seems now, just as in the 1970s and 1980s, that emissions regulations and social considerations are driving some automakers to adopt unbefitting practices to maintain acceptance in the eyes of governments and consumers. Jaguar has jumped on the bandwagon, and is considering development of small, frugal, front-wheel-drive cars to help lower Jaguar Land Rover's average vehicle CO2 levels in light of tightening European emissions regulations, Autocar reports.
By 2020, the European Union expects the model range of every manufacturer to average 95 grams per kilometer, which is a new law passed by the European Parliament in April. Manufacturers who make more than 300,000 vehicles per year must meet these targets, and JLR is expected to be producing up to 700,000 vehicles per year by then. CO2 regulations after 2020 will only get stricter, as EU politicians already are talking about lowering CO2 levels to between 68 g/km and 78 g/km. (To put that in perspective, Autocar posits that driving a fully charged electric vehicle in Europe produces about 75 g/km when factoring in the power-generation infrastructure.)
Jaguar has some choices here, but so far they all have drawbacks. It could develop a new, compact chassis architecture for a line of compact vehicles, but the investment required for such a project could be prohibitively expensive. Jaguar has been looking into using the Land Rover Evoque platform for a small SUV, Autocar reports, but Land Rover brand manager John Edwards raises issue with such a plan, saying it may not be financially feasible.
