California adapts ZEV mandate with PHEVs for smaller automakers

California is the nation's largest market for zero-emissions vehicles with over 100,000 of them estimated to be on the roads there. The state's goal is to keep that number growing every year. To that end, the California Air Resources Board is now tweaking its rules in a way that might not boost ZEVs but could mean more plug-in hybrids for the Golden State. Jaguar Land Rover, Mazda, Mitsubishi, Subaru, and Volvo asked for an exemption to the state's zero-emissions vehicle mandate last year due to their relatively small development budgets compared to larger automakers. CARB denied their request but did craft a compromise, according to Automotive News. Rather than being required to offer a ZEV in the state, companies with an annual global revenue of less than $40 billion, like those in this group, may instead sell plug-in hybrids to earn ZEV credits. The companies aren't completely off the hook, though. If these plug-in hybrids don't earn enough credits, the corporations must buy them on the market to make up the difference. Automakers with popular electric models like Nissan and Tesla have made a big business through this trading system by selling their surplus to rivals. Tesla alone pocketed $51 million in the first quarter from this part of its business, according to Automotive News. The changes to the regulations also aren't set in stone, yet. CARB is meeting in 2016 and could adjust things further at that time. Jaguar Land Rover won't get a bailout from the UK

Bailout talks between Jaguar Land Rover and Tata Steel with the UK government have ended, leaving both firms to rely on private financing to overcome the impact of coronavirus on business, the Financial Times reported on Friday. The report said that talks for an emergency funding fell through as Jaguar Land Rover (JLR) did not qualify for taxpayer support. It is the luxury car unit of India's Tata Motors and Tata Steel, both owned by Indian conglomerate Tata Group. The bailout plan, titled "Project Birch", had been authorized by Finance Minister Rishi Sunak in May to rescue companies that are seen as strategically important, with the Treasury saying it may step in to support crucial businesses on a "last resort" basis after other options run out. The report, citing a source familiar with the matter, said that the funding scheme became infeasible for Tata as it imposed strict conditions on any lending. "Tata Steel remains in ongoing and constructive talks with the UK Government on areas of potential support," Tata Steel said in an emailed statement. The UK Treasury said it would not comment on individual companies. Tata Motors did not immediately respond to request for comment. Mazda CX-5 named Japan's Car of The Year, Subaru BR-Z wins "Special Award"

The Mazda CX-5 stamped its Kodo design and SkyActiv technology authority all over the Japan Car of the Year awards, taking the top prize ahead of the Subaru BRZ/Toyota GT 86. It is Mazda's second victory in the last ten years, the 2005 MX-5 claiming the same trophy, and the fourth time the Hiroshima company has won.
The award is decided by 60 local "automotive experts and journalists," and open to any passenger car released in Japan from November 1, 2011 to October 31, 2012 that has sold more than 500 units. Each judge gets 25 votes, his or her top vote getting 10 points, the rest of the points being spread among the judge's choice for the next best four cars.
The second-place getters were the Toyobaru twins with 318 votes, the surprise being they didn't beat or get any closer to the crossover. The Subaru BRZ did claw some mojo back, earning the Special Award given to cars that have made "an exceptional impact." The BMW 3 Series was third overall and won the Import Car of the Year award with plenty of room between it and the second place Range Rover Evoque.
