U.S. VP Harris pledges to consult S. Korea over EV subsidy concerns

TOKYO/SEOUL — U.S. Vice President Kamala Harris told South Korea's prime minister on Tuesday that Washington will work to address Seoul's concerns over recently enacted electric vehicle (EV) subsidies that could disadvantage Asian automakers. The $430 billion "Inflation Reduction Act" bill enacted in August includes a host of U.S. President Joe Biden's priorities, including investments to roll back climate change and make Washington a world leader in the EV market. Among the law's provisions are requirements that EVs be assembled in North America to qualify for tax credits. The law also ends subsidies for other EV models and requires that a percentage of critical minerals used in those cars' batteries come from the United States or an American free-trade partner. Harris, visiting Japan, met with South Korea's Han Duck-soo and "underscored that she understood (Korean) concerns regarding the Act's tax incentives for electric vehicles, and they pledged to continue to consult as the law is implemented," the White House said. A senior Biden administration official said extensive conversations have already taken place within the U.S. government over how to address South Korea's concerns. "She listened very carefully and made clear our commitment to work within the U.S. government — the U.S. Trade Representative, the Treasury Department — as we look ... to help address that issue," the official said. Biden has sought to deepen business with South Korea as part of a bid to increase U.S. manufacturing jobs and build a united front against China, who he views as the country's key ideological and economic competitor. Korean officials see the new requirements as a betrayal after South Korean companies agreed to make major investments and build factories in the United States. Heavily industrialized South Korea worries the new subsidies will set back Hyundai Motor Co and its affiliate Kia Corp in the world's largest consumer market. Cars are South Korea's third-largest export. 2014 Kia Soul to get quasi-SUV look for Europe [w/poll]

The 2014 Soul is bigger and more refined, and Kia says its look has been inspired in part by the Track'ster concept. Interestingly, European buyers will get the option of a different look than what we'll see in our showrooms. They'll be able to specify the SUV Styling Pack seen here, which includes matte-black cladding on the front and rear fascias, along with what Kia refers to as piano-black trim on the wheel wells and side skirts. The roof is available painted black, white or red. With all of that black trim and slightly tougher look, the styling reminds us of the Fiat 500L Trekking, a model the Soul will compete directly against.
European markets also have the ability to spec their Souls like our North American version, which substitutes body-color trim for most of the black pieces. Currently, there are no plans to bring the SUV Styling Pack to the US. But that doesn't mean we'll never be able to buy this butch-look Soul on our side of the Atlantic. Company spokesperson James Hope confirms to Autoblog, "[Kia] has no plans to offer something similar to the EU-spec Soul at this time. However, we are always monitoring the market and if we saw an opportunity we would certainly look into it."

That means you can enjoy your favorite trails in near silence and make fewer trips to the gas pump on the way there. Runner-up: Kia Sorento Plug In-Hybrid   Best luxury plug-in hybrid compact/subcompact SUV: Volvo XC60 Recharge Volvo borrows the formula from the XC90 and places it in a smaller package to get the XC60 Recharge. It has the same 455 horsepower and 523 pound-feet of torque, but it drops the 0-60 time to 4.5 seconds while offering 35 miles of electric range. You can even pony up for the Polestar Engineered trim to get the Ohlins suspension, Brembo brakes, 21-inch forged wheels and unique styling.
