U.S. VP Harris pledges to consult S. Korea over EV subsidy concerns

TOKYO/SEOUL — U.S. Vice President Kamala Harris told South Korea's prime minister on Tuesday that Washington will work to address Seoul's concerns over recently enacted electric vehicle (EV) subsidies that could disadvantage Asian automakers. The $430 billion "Inflation Reduction Act" bill enacted in August includes a host of U.S. President Joe Biden's priorities, including investments to roll back climate change and make Washington a world leader in the EV market. Among the law's provisions are requirements that EVs be assembled in North America to qualify for tax credits. The law also ends subsidies for other EV models and requires that a percentage of critical minerals used in those cars' batteries come from the United States or an American free-trade partner. Harris, visiting Japan, met with South Korea's Han Duck-soo and "underscored that she understood (Korean) concerns regarding the Act's tax incentives for electric vehicles, and they pledged to continue to consult as the law is implemented," the White House said. A senior Biden administration official said extensive conversations have already taken place within the U.S. government over how to address South Korea's concerns. "She listened very carefully and made clear our commitment to work within the U.S. government — the U.S. Trade Representative, the Treasury Department — as we look ... to help address that issue," the official said. Biden has sought to deepen business with South Korea as part of a bid to increase U.S. manufacturing jobs and build a united front against China, who he views as the country's key ideological and economic competitor. Korean officials see the new requirements as a betrayal after South Korean companies agreed to make major investments and build factories in the United States. Heavily industrialized South Korea worries the new subsidies will set back Hyundai Motor Co and its affiliate Kia Corp in the world's largest consumer market. Cars are South Korea's third-largest export. The Kia Optima is now available as a plug-in hybrid

The Kia Optima gets electrified two ways for 2017. In addition to the conventional hybrid, there's a new plug-in version as well – makes sense, since the Optima's corporate sister, the Hyundai Sonata is offered with both options. The new Kia Optima Hybrid ditches the larger 2.4-liter internal combustion engine from the previous model in favor of a smaller 2.0, good for 154 horsepower, and mated to a six-speed automatic transmission that does away with the torque converter in favor of an electric clutch, with electric water and oil pumps to help optimize efficiency. Working in tandem with the 38-kW electric motor and juiced by a 1.62-kWh lithium-polymer battery pack, the powertrain delivers a total of 193 horsepower while targeting a 10 percent improvement in fuel efficiency over the previous Optima Hybrid. Not enough? Tew Optima PHEV that uses the same 2.0-liter four, but instead of 38 kW (51 hp), the plug-in's electric motor produces 50 kW (or 67 hp), and instead of 1.62 kWh, the PHEV's lithium-ion battery pack is rated exponentially higher at 9.8 kWh. It's said to travel for 600 miles before needing to stop, or up to 27 miles on electric power alone. And of course it can be recharged directly from the socket, taking less than nine hours on 120 volts and less than three on 240. If those powertrain components sound familiar to you, that's because they're identical to those offered in the Sonata Hybrid and Plug-In Hybrid from Kia's sister brand Hyundai. Kia GT getting closer to production

The Kia lineup in the US has no lack of stylish models in their respective segments, but the brand's range doesn't have a larger, sporty model to appeal to more enthusiast-minded customers. A fix for that is on the horizon, though, because the official unveiling of the production Kia GT is possibly on the way. Since debuting at the Frankfurt Motor Show way back in 2011, the GT has kept tentatively stepping closer to the showroom. Coming from the pens of Peter Schreyer and his team, the concept presented a fastback, four-door coupe that was motivated by a 3.3-liter turbocharged V6 with 389 horsepower driving the rear wheels. As far back as 2013, the vehicle was reportedly being heavily considered for production, and last year it allegedly finally received the green light. With the four-door GT nearing showrooms, the fate of the similarly sized GT4 Stinger coupe concept likely isn't quite so bright. Kia Motors America Vice President of Product Planning Orth Hedrick recently talked about the future of both vehicles to Australia's Drive. "I think for us the GT is a sedan so it has a lot broader appeal than a two-door coupe. They don't do well here. They do really, really good for 18 months and then they really fall off. You can get just as much emotional experience in a sedan, a more practical car, than a coupe," he said. According to Hedrick, the four-door coupe appeals to younger buyers who are already more interested in cars. These are just the type of people that any brand wants to grab the attention of. Finally seeing the GT in its production guise is a chance that might be on the way, too. "We'll have an announcement soon," he said to Drive.
